For the store i found out its quite easy to see what is US and what is EU.
For all 'clients' (city of villains, city of heroes, architect edition etc), its shown based on your IP with a small text below it to the 'other' version/
For all boosters, upgrades and itempacks, they work on 'select account to apply', so it doesnt mather wich one u buy, it will auto detect all your active accounts on wich u can apply it to.
The bug at the moment is the Going Rogue item pack, it has seperate US and EU links, but both do not work on EU accounts (it only shows my US account). -
Stupid enough our topics in Tech.issues are flooded by the 'general Going Rogue error topics', no redname ever gonna reply to the store, serial key or DNS issues.

Quite odd though, the Going Rogue expension works on the 'select the account' system, while the 'Going Rogue complete pack' has seperate US and EU links.
The Item Pack isnt working here.
It says (Europe) Item Pack clicky, when i click it and it ask me wich account, it only shows my US account.

Also, all boosters say (europe) in the title, but they all use the 'select account to upgrade' system. Cant they just remove the (Europe) and replace by (multi-region) or something? Is is the Combined Edition that has a wrong name:

This is NOT working on Europe accounts, both only state my US account as only upgradable account. -

Did you make previous orders in the past few days? I believe they have a limit on the ammount of purchases you can do within a certain timeframe, maybe you've reached this blockage?

Personaly, this would be your worse moment to come back.
As Going Rogue just got live, and works entire seperate from CoH/CoV, the 'sod few' people left in Defiant will be on the Going Rogue servers, leaving Rogue's Islands and Paragon City rather empty.
My advice, get the US trial. -
Great, we've been shafted with basicly everything you guys could give to US, but cant give us.. And now not even the ability to buy the Going Rogue serial key itself?
All we have is a prompt 'select the account u want to apply it to', no ability to just get a freaking serial key to either give to friends who have no payment abilities (they use timecards, YES with a serial key), or... a fellow US player that wish to play on Europe side.
No wonder you guys aint a GamesCon, bad work for the Europe players. -
Strange enough, i still can acces the NCstore from my computer nor any other in my network.
If i go to some direct link to a product, i get a weird (as if CSS is fully missing) page that has the login link, but clicking sends me to a 'cant display page' or again a fully broken page.
I turn on my US proxy, all loads perfectly. On the other hand, maybe the server just having serious loading issues due everyone buying GR (im not).

Not sure why you're telling me what a serial code is. I buy a booster/time card/GR/City of X game and I get a code. I am perfectly aware of that.
As far as I can see - and experiences in this thread - that code is region specific. An item bought on the USA part of the NCSoft store can only be applied to the USA account. (Vice versa in the OPs case.)
However, they never made it 'either this or that', the NCstore (for EU visitors) became a fook up of 'items that you can apply to any' and 'US version also available'. It was only recently, i believe during the last released booster pack they changed this 'select your account to apply the booster' system, so it gave less stress for the packs. Before this, EU players had serious issues trying to get a US booster on their US account, in my case i just used a US proxy to get it all working.
Its like you said, 'europe' or 'US version also available', this still apply to all the client versions (Mac, Complete, Going Rogue, Mac Special, Architect etc etc). Strange enough, i'm billed in Dollars, my paypal account is charged in Dollars. So as European you can pay in Dollars, but as American u cant pay in Euro's?

Serial code =! upgrade/booster/NCsoft digital store.
Serial code is like a scratchcard, a boxed version or any other way you have bought this game, a bunch of numbers that make a game code. -

IP / Region locking is the work of the devil and whatever genius at NCSoft decided to implement it should have unpleasant things done to them with a blunt spoon. -
Few remarks that i have experienced throughout my US/EU adventure:
All keys are region bound, i have used over 20 different keys to packs, upgrades, thingie and sortlike, all only useable to either US or EU (aka, region sensitive).
So this part:

is false, they are sensative.
I can use paypal on both my US and my EU account, this might be due my paypal account being international verified and yours maybe a US only? (few years ago they changed to region-locked accounts, only by filling in a bunch of forms you could make it international again).
I am uncertain if they digital boxes of Going Rogue only can be purchased within a active account (you can directly upgrade), or you get a seperate serial key wich you can give to others. As i'm not going to buy Going Rogue for now, i have no way to test this.
Your escape would be someone buying GR for you (digital), and pass you the key to upgrade your account. Provided you get a serial key, and not the 'select your account to upgrade'.
Edit, and another FACEPALM for EU support:

Seems in no way you can obtain a 'normal serial key' from they NCstore, only can upgrade your existing accounts fromout the NCSoft account you are logged in. Are there any other stores outside the NCstore that sells the Going Rogue? If not, this would imply you cant even give Going Rogue as present to your friends? (my friend birthday in a month).
The only thing i can think of, creditcards has a limit on the Store to be used, i believe after 2 or 3 payements it will be auto-flagged as 'possible fraud'. -

I'm TELLING you this isn't the place.
There isn't anything you can do on the forums to get the attention of the people who MATTER.
The EU players can whine, hiss, cry, roast effigies of the Developers, and so on... but as long as it's here on the CoH forums, nobody in NCSoft Corporate is going to notice.
I am TELLING the EU players WHERE to vent their fustrations. I'm telling them WHERE to send letters that will actually get the attention of the people that MATTER.

Sidenote, for those (i wont mention the names from a PM) who say 'go buy the box in US', any idea how freaking expensive that will be? The box itself aint expensive, shipping and additional taxes (customs) easy makes the price of the box three or even four times more expensive.

Quite funny, if you look at registration date of majority of posters here, most veterans sticking in this game 4+ years already. Normaly those who would stick with CoH no mather what, and even they have a bad feeling about this stuff.
(And u can send a letter to NCKorea, but NC Korea has nothing to do with CoH, its a full NC US product) -
I dont really have big problems getting in a lowbie team on the US side, but on EU side i'm pretty often the only one around there (specialy redside).
But indeed, the sewers are pretty good for the teaming, imho a bad thing since you kill the entire low-lvl zone in the blue and redzones (even for future characters, if GR is easier/faster, u would rather make your toon there and eventualy move it to red/blue side - pretty sure about this as GR 'world' is way smaller then the whole content of 1-20 in CoH). -
I've been searching for a while now, but i cant find anything on the forums.
Is CoH not going Gamescon? (NCsoft itself will be there, but no team of CoH people around to promote GR and such)? -

If only they would have taken it more serious, i wouldnt be waiting around for weeks now.
(And the so called 'NDA', they publicly announced all 60+ months vets will be invited, i never said i was actualy invited - thats the difference). -
The only safe zone you have, i believe Kinetic set is not GR exclusive so people would also start a new kinetic toon on the 'normal' CoH.
But indeed, the majority will go out and play GR, wich is quite time consuming if you want to follow the entire arch (and redo it several times due to several spin-offs based on your choices). -

In terms of party and creating one, this game has nothing good for it.
