You can specify the exact level of the recipe you want to buy with merits, there's a bar with a sliding indicator at the top.

No, and each time someone spreads it around as fact, God kills a kitten. It goes back to a vague marketing survey asking "How would you feel if there were more ways to develop your character after 50?," got made up into this form by rabid forumites going "Zomg! We're getting everything on the marketing survey Soon (TM)!!!" and got kicked into overdrive when Pos switched roles to work on the endgame. Something along those lines may very well happen someday, it's not all that hard to come up with the idea (prolly why it keeps resurfacing), but it really hasn't even been /hinted/ at as something they're planning.

Saving the world from nuclear destruction is a great end, and great ends require great sacrifices. Was it humane of him to do what he did? by no means it wasn't, but you don't accomplish great things (such as saving the world) by being humane.
He sacrificed millions to save billions, the needs of the majority outweigh the needs of the minority. And that's like the textbook definition of justice and fairness -

It also varies by AV, because some have more HP than others, and some have +Max HP powers.
For example, Reichsman is an AV as far as the game is concerned (though the targeting window tries to tell you otherwise), but his HP is far and above any other AV in the game.
Also as others have said, the duration of the regen debuff on PGT is effectively 40 seconds as long as the target(s) stay within the poison cloud. -
I'm gonna guess that top end AVs in GR will be balanced around fighting characters with their 10 "global enhancement slots" acquired (or theoretically level 60), so he'll probably be very difficult (even moreso than Gyrfalcon who IMO outranks him in coolness and skill) but still doable by a character fully decked out in GR goodies.
