I get a huge kick out of Total Focus. I had to retire my Stone/EM tank due to him being completely useless in the IO world, and I really missed the red pom-poms of doom. Frequently one-shotting stuff with TF on the tail end of Aim and Buildup is hilarious. -
Nice build, looks really solid. How are you liking Total Focus?
Only thing I'd change about the build is to swap the Apocs into BiB since its your best attack and will make better use of the high enhancement values of the set. -

Next up: GIZMOS! Timi was, in a previous incarnation, an engineer, constantly fiddling about with goggles (found some tolerable ones in the costume editor, though I'd prefer ones which glow), devices, bombs, and so on.
What are some things I can craft (temp powers, etc.) or acquire (epic power pools, someday) which involve visible gadgetry? Fancy-looking science stuff preferred. It really, really, doesn't matter what it does; neither whether what it does is of any use, nor whether it makes any sense for her to do it. Gadgetry is an end in and of itself.
Almost all of the Invention temp powers would work with your theme. Full list of them (and other temps) here.
Maybe go AR/Traps? That way you'd have the gadgety supergun which shoots just about everything as well as all the gadgets in /Traps. You could also then go with the Scorpion pool for an additional gadget in the mace. -

You'd probably have more luck if you posted a build and asked for feedback rather than requesting we make a build for you outright.
I can only speak for myself, but it shows you're willing to make some effort yourself.
Anyway, some general pointers to get you started:
Putting Thunderstrikes in your blasts will get you good amounts of ranged def, Red Fortunes in Hover/Weave for some recharge and even more ranged def. They can be pricey but Blessing of the Zephyrs are a good slot-cheap way to get ranged and AoE defense. If you take Screech, 6 Stupefys will get you recharge and ranged def. Performance Shifters in AM or Stamina for AoE def.
All that said, a final question. You said you don't want Patron Pools in the equation because you're going to be working through Praetoria, but you realize you're not going to have the slots to get the levels of defense you want at low levels right? Aside from the supply problem of low level sets, for a lot of the powers you're just not going to have te slots to spare early on for that kind of build. I'd recommend settling for a middleground option.
Do still build some for ranged defense, pick up Hover/Weave etc, but I'd shoot for about 32-33 ranged def while you level up. That will put you 1 small Luck from the softcap and it's much easier to attain on limited slots. -

If the tank or scrapper or even the blaster has to target a specific minion/LT/boss because that minion/LT/boss is going to aim right for the buffer keeping everyone alive, that's challenge. That's keeping us on our toes.
I'm not saying mobs should ignore the Tanker/whoever, this is based on all things being equal. If a Defender and a Tanker are both in range of an agreed mob but neither have done anything to it, (debuffs/attacks/Taunt), then the mob would likely go for the Defender.
As a Tanker/Brute/Scrapper, you can make sure the squishiest don't get aggro by Taunting/smashing/whatever. As a squishy, you can minimize the likelihood of getting targeted by being more cautious/+hp accolades and IOing for +hp. -

Well, the only other MMOish game I've played is Guild Wars. That handled it in a reasonably clever way, where healing/buffing didn't draw aggro per se, but the AI would target low hit point/low armor characters over high hp/armour ones.
Makes sense, really. Why beat on the huge burly dude in plate armour when there's a whole load of dudes in robes behind him with half the amount of health. I think that's a somewhat more elegant solution than adding aggro to buffs.
That said, it didn't really make combat more engaging/intelligent. If anything, it had the opposite effect. Games where you have to establish aggro and healing/buffing draws aggro tend to have much slower and less dynamic combat because you buff the tanker, tanker goes in, gets aggro, DPS move in, etc.
Nein danke. I prefer the fast paced and dynamic combat this game has. An interesting question though. I do quite like the way the new content is going, being much more engaging encounters.

As for stacking in game, I pretty much never double stack it unless I need extra +tohit for something. The extra damage isn't noticeable with good Fury going and I'd rather crash less often. -
I'm not running a Dark/Cold but I've often toyed with the idea.
As for how to build it, here's what I'd do. Build for smashing/lethal defense with IOs, take the Scorpion Shield. With the Arctic Fog fix, its almost trivially easy to softcap s/l on a /Cold. After that, recharge, recovery and +hp to taste.
The only thing preventing me from making a Dark/Cold is the damage is a little low for my tastes and I've already got a Cold. Good luck with your rebuild -

They asked for opinions and got them. Not all of them are going to be constructive, but that is to be expected and can still be learned from. I honestly don't see any non constructive suggestions about the groups formation. If the group just wants praise and ideas for events that wasn't made clear.
Anyway, I'm off to keep the poor down trodden and polish my monocle or whatever. -

I think it's important to get a set with a decent offensive punch to make the most of the -res /Sonic brings. Dark...really doesn't. Sonic/Sonic would be highly effective, but as others have said better as a Defender. Not to mention booooooring as hell, my god.
I think Rad would be a good pairing with it. It's not end heavy, its got decent damage and AoEs to make the most of the -res, the -def in conjunction with your secondary makes you a debuffing machine. Plus you can put an Achilles -res proc in Irradiate for even more -res spamming. -

Personally, what I would like to see is a collection of resources, taken care of by a committee (I'm using a very loose definition of committee here) so that rather than there being a gigantic list of "people you can possibly contact" you have a group of volunteers you can contact who help you run it, find people to help run it, help fund it from a "community chest" of sorts, help advertise it, etc. I included this in the survey, but I personally don't care if I see a "such and such committee presents" event every month, but that they're there to help people find the resources they need.
To use an analogy, when you need to do research and go to a library, you can search the card catalog yourself and come up with somethings, but you can also go to the reference librarian who can possibly help you find resources you never would've found on your own. Behind the scenes, the same librarians are the ones maintaining the card catalog so that the most current resources are available, and they're also checking to make sure that no two people want the same resource at the same time.
tl;dr: Silas' idea works, but it would probably get messy if there was no one actively maintaining it.
I suppose my amended view would be: keep it simple and straightforward, but don't throw the baby out with the bathwater.
I mean, I personally would. But that's just meI couldn't advocate wholesale baby disposal as a Champion community stance. At least not while they're at full health. It wouldn't Scourge.

In its simplest form, a dang ol list. People can sign up for whatever help they're willing to offer, people looking for help can contact those people.
Joe Moneybags wants to fund events but doesn't care to run them, he can sign up as a potential source of funds. Exciteypants McGiddy loves running events but is poor, he can talk to Joe. Creative John (parents not quite so creative) is broke and too shy to run events, he can approach McGiddy for help running it and Joe for cash.
No committees, no leadership, just a resource for the server. That's all it needs to be, given your stated goal in the OP. Whether what you want it to be something else is another matter. -
Yes, there is no finished product here. What I'm referring to is that the survey is presented based on a few assumptions that I disagree with.
For example, that there should be a form of leadership. If you have one person in charge, people will complain they're an autocrat. If you have a commitee, people will complain that their particular needs aren't represented. Or that progress is hindered by endless debate and voting. If you have a huge council, there's the problem of some people having more of a say than others and even more potential for argument resulting in stuff not getting done.
If there is no leadership (because it's not even really a formalized group) people will complaint that it's not organized. I'm okay with that, in the sense of you get out of it what you put in. Everyone equal, everyone gets as much say/representation as they want.
People will complain no matter what. With an open format, it falls to the community (as it should) to get stuff done. Hate something, change something. -

One of the suggestions I made when I filled out the survey was to have it open to every one, and every member be equal and have equal votes.
Every server has people running events with no committee or titles. It can be done, and has been done. That doesn't mean that Champion can't have some thing even better. An organization that is actually about the Champion Community, running events, and helping people run their events.
There are so many people with great ideas but no desire to run events. So many people wanting to run events but lacking in creativity to actually come up with them. So many people with deep pockets wanting to fund events but not wanting to run them. Having a website and a committee that actually put all of that together and made good stuff happen would be great.
Force's points in this post are valid though, some people are and will want to do it for recognition. That is part of life in all aspects and not just in a video game. That doesn't mean that things such as committees shouldn't exist, it just means the committee should be set up in such a way that those bottomfeeders don't have a foodsupply of attention to make them feel famous.
**On a side note there is nothing wrong with people wanting to feel appreciated for what they do. Lets not confuse wanting appreciation with being attention whores.
The way I would like to see it working is just as a resource. If someone wants to volunteer help for something or in general, they can do so. For example, I can see an event I think is cool and say hey, I'll donate funding. Or, I can say I'm open to contribute funding to events in general. Same with helping run events.
I think this would be most beneficial because then things are done on a very individual and personal level. That way people won't be discouraged from volunteering or applying for help because they don't like x group or whatever.
On another note, I realize that I may not be the best person to comment on this whole shebang because I a) rarely attend events and b) never run events. That's a combination of not being particularly interested in most events and the style of play that suits me best.
However, that doesn't mean I'm not interested in the principle of something like this. I think something that helps people run events/runs more events is great. By the server, for the server. All for it. I just disagree with the format that seems to be being presented because I don't feel it matches with the format I think would work best.
I realize that my feedback is often brusque but I hope it's also apparent I mean well. I just don't talk real pretty when I post at 4-5 am (usually when I post)

Fair enough. Consider me Cautiously Optimistic.
More feedback: I don't think what the group is called or what the group motto is are anywhere near as important as how this group will get stuff done.
