I don't know about the cost since that obviously varies based on your patience/buying recipe vs crafted/A-merits, but the Miracle and Numi procs are noticeable and worth getting for almost any character imo.
The Numina moreso for the +rec than the regen, since +hp does far more for your overall health/sec than +regen does.
Together they give as much recovery as unslotted Stamina, which is nice. The Performance Shifter proc is nice because it can function as extra end/sec once you're ED capped on End mod in Stamina. Hell, I think even if you only 1 slot Stamina the Shifter proc will give you more end/sec than an End Mod will.
I've only ever used the Regen Tissue unique once before. Never noticed it, never bothered since. As I said before, getting +hp is a much better way to boost your regen. Come to think of it, a nice +hp IO would be a cool proc for a set. -

We(By which I mean, myself) de-bunked this almost a year ago.
Though it only occurs a very small fraction of the time, even when testing in a vacuum.
Edit: just did a little testing myself, while I couldn't definitively find out if the proc can stack, the -res definitely is resisted. Hrm. -

Don't really have a namesake character, I have a few Silas variations but my favourite names are the ones that are actually, you know, vaguely creative. My favourite characters to play would be my Corrs, primarily my Cold/Therm/Kin/Rad/Sonic. -
Aura, its great that you got that much recharge but I'd do a lot of things differently myself.
In rough descending order of importance:
You're not actually softcapped. You're only softcapped when you're out of combat so Mask Presence/Stealth is giving you the full defense value. If you go into Options -> Configuration -> Effects & Maths and put a check in the Attacked box in the right side, you'll see what your defensive numbers actually are when in combat. Namely, still to melee (48.2%) but not for ranged (39.6%) or AoE (37.1%) As soon as you fire your first attack or get attacked, you drop a fair bit from the softcap. I'd revamp your build so you're softcapped even while in combat.
Your two best ranged ST attacks are totally unslotted for damage, leaving your best slotted ST attacks being Poison Dart and Lunge. PD doing barely more damage than unslotted Subdue. The three best ranged attacks available to a Fortunata are Subdue, Dominate and Gloom. Subdue and Dominate are slotted as mezzes and you didn't take Gloom.
Fair enough if you want to be a melee widow, but then why not take any of the other awesome claw attacks like Strike, FU or Spin?
I'd pick up the Leadership pool instead of fighting and pick up TT:Assault. Double Maneuvers and Assault is awesome. Slotted Weave gives slightly more defense than Maneuvers, but with Foresight (which I'd also pick up) you can still easily softcap to all positions.
Double Assault would also help boost your damage. If your attacks are hitting as hard as they can, you don't need as many attacks to drop your enemies. This in turn saves you endurance. You really want to make the most out of your attacks. Psy Scream, Wail and Psi Tornado are all fine, its just the ST attacks really.
Tough is way overslotted, you really don't need the s/l resistance with softcapped positionals and the one arguable use for Tough (as a Steadfast mule) you've skipped on. Foresight would be a much better power slot, as well as taking the Steadfast +3% defense to make it even easier to softcap.
You can also use those slots to slot out Stamina more for your recovery. If you're only giving Health the default slot, you'd be better off with a Miracle +rec for your endurance than a Numina +/+
Your end use running your toggles really isn't that bad in relation to your recovery, so I think the reason you're having end problems without the Cardiac Alpha is due to how your attacks are slotted. You're going to be using 2-3x as many ST blasts (and as a result 2-3x as much endurance) to take out anything tougher than a minion than if you properly slot your attacks.
I'd pick up TT:Veng instead of Invisibility as a LotG mule. If you really want a Stealth pool LotG mule (not really needed with how many +def powers Forts have but *shrug*) I'd pick up Grant Invis instead of Stealth since Stealth won't stack with Mask Presence. You really, really don't need 3 (4 including SS) stealth powers. Mask Presence and Superspeed is all you need for full invis.

If you're already maxed on utility and ST, go Mu. It does more AoE damage.

Mu Lightning doesn't do nearly as much damage as Gloom. Gloom is a much better single target attack. The downside to Gloom is just that it does its damage over time, unlike Mu Lightning.
Ball Lightning and Dark Obliteration are not just as good as one another, Ball Lightning does more damage. Part of BLs damage is DoT, so that's worth bearing in mind.
For immobilizing stuff Fences is better than Tentacles, mainly because its not a cone. I'm not sure why you'd want Fences or Tentacles though, other than for a set mule.
Darkest Night is nice and doesn't have a comparable power in the Mu pool. That said, the Mu pool does have another AoE in it in Static Discharge.
I'd look at your build and see whether you want more AoE or more single target damage/utility. Gloom is a much better ST attack and Darkest Night is useful, but Mu does more AoE damage.
In terms of raw synergy, Soul synergizes better with Forts because of the -tohit whereas Forts don't have any other -rec or -end powers. That's a pretty minor concern though, since Forts can have stupidly high levels of defense. So as I said before, I'd decide based on whether you want more AoE or ST/utility. -

The problem with Stone is he has to get to 32 first without dying. I'd go Invuln or Dark, combined with Dark Melee for Siphon Life.

I want to think magicj is trolling, but trolling requires a certain degree of self-awareness which I just don't think is present here.

Rad Blast actually has pretty decent synergy with /Sonic. Mainly the -def which is (outside of Liquefy) otherwise lacking in /Sonic. The resists and mez protection in /Sonic allow you to use Irradiate freely.
You can also put an Achilles Heel -res proc in Irradiate for spammable -res.
Looking at your build, I've a couple things I'd recommend:
It seems you've built for defense, but a little bit of everything. You've got some melee and ranged defense, but not really enough to make a big difference. If you want to IO for moderate defense in a given area, I'd get at least 32%. That way, a small purple inspiration can put you at the softcap.
My personal recommendation would be to take the Scorpion Shield and build for softcapped smashing/lethal defense. If you put Reactive Armors in your shields (which you've already done with Tough and Sonic Disp) it'll get you a decent way along.
I'd put at least 2, maximum 3 end redux in Disruption Field. It eats a lot of endurance and even with the Cardiac Alpha its important.
You need a lot more recharge in Liquefy. Its got a stupidly long recharge so you want to bring it down as much as you can since its such a great power. I'd put the Achilles Proc in Irradiate since its much more spammable. Focus on recharge first, then tohit debuff for Liquefy.
I'd swap the Dam Ragnarok for the Acc/Rech one. The set will still give great damage enhancement, but you'll get better values for recharge.
Sonic Siphon is underslotted imo. I'd put 2 acc and 2 recharge in it, minimum. Its your main resistance debuff power, so you want it recharging fast so you can throw it around a lot.
Could you explain why you went for the Shield Walls in Weave? I'm pretty sure those can be really expensive whereas you can get similar hp and regen buffs elsewhere.
If you plan on running a lot of TFs, I'd pick up Sonic Cage. Put 2 acc/mez HOs in it and you can take nasty stuff out of the fight for a while. Its great in the Romulus fight, fighting the Freedom Phalanx, Recluses Patrons or any group of EB/AVs, really.

You're also saying that people like bubbles, but need heals. Which is farcical, because whats actually happening is that people like bubbles and people like heals. Even if it were the case that they like heals more (arguably true) it has no bearing on whether or not heals are more effective. -

So does pretty much everyone who plays the game. That's why teams will run without a bubbler of any kind and not give it a second thought, but will look for healers for even the simplest of missions.
Bubbles are great. Power boosted bubbles are awesome. But neither are needed.
People look for healers even for the most simple tasks because they often don't know any better. They either come from other MMOs where healers are crucial or are simply basing it off what they see. It's a helluva lot more noticeable when your health is low then BIG GREEN NUMBERS bring you back up to full. Getting hit much less often is more subtle. It's the same reason -tohit debuffs used to be much maligned.
I'm not saying bubbles are needed, but they are much better than heals for keeping people alive. Bubbles don't rely on reaction times to save someone. Once you've cast them (which takes a trivial amount of time relative to the buff duration) bubbles do not require you to be in range of someone to save them or animation time to save them like heals do.
Edit: As for your videos, I don't see how footage of you slowly soloing AVs with the help of a slew of temp pets shows how your character bleeping rocks. A controller who can properly use both their primary and secondary (which includes taking key powers) to lock down mobs and support their team is much more impressive. -
My Fire/Sonic Corr. Massive end use, but with the Cardiac Alpha I now not only don't need the Mu pool but can go with the Scorpion Shield to softcap his smashing/lethal defense. Only run low spamming my AoEs nonstop running Superspeed and Disruption Field.
Considering I've only got the tier1 boost, not too shabby.
Edit: and the higher tiers will buff all my resist shields too, do want. -

Related fact: When my dog was really young (teething I guess?) he liked to eat socks. Entirely. He wouldn't puke them out either. So they'd come out the other end. But during the magical dog digestive journey, they'd get really stretched.
So what you'd have to do (read: what I had to do) was put a dog poo bag on my hand and grab that sucker and pull it out. Except as I said, they got stretched. So you know those magician tricks with all those napkins/hankerchiefs tied together? So they've got that endless chain they pull out of their sleeve?
Yeah, it was like that. Except poopy sportsock and dog butt. And no beautiful assistant. -
s/l defense >>>> ranged def on a Kin. Go high recharge + softcapped s/l. You're a Kin, you're at your best in melee. High recharge lets you get more Fulcrum Shifts out to ensure as much damage capping as possible.

No, within the context of talking about Total Domination and holding mobs, saying you can use SC to hold mobs is wrong. I don't want to be a stickler for terminology, but the way you phrased it is misleading and putting quotes around the word doesn't change it's meaning.

My build there is very old, I've yet to update it for i19. I'll look into the Dominate and Maneuvers slotting, I don't remember atm how I've got then slotted and can't check till Sunday evening.
That aside, I'd recommend you better understand the powers you're talking about before speaking authoritatively about them. Scramble Thoughts is not a hold, it's a stun. While it is a high mag stun, one that can stun a boss in one application, it's also slow animating and Forts have a hold in their ST chain so I don't think it's worth it.
Total Domination cannot be relied upon to hold an EB or AV unless the purple triangles are down because the long recharge is prohibitive. And for that matter, when the triangles are down Dominate would hold them anyway.
"Luck" has nothing to do with being able to subdue an AV. Either you can overcome their mez protection while the triangles are up or you cannot. A Permadom with very high recharge can just about stack enough mag (50+) to keep an AV without high hold resist permanently held. They do that by spamming the hell out of a fast activating Domination-boosted hold. The notion that Fortunata Total Domination would be a significant factor in this is absurd.
Total Domination has value, but IMO only as a panic button for normal spawns. Since as a Fort you already have Wail and an AoE confuse which recharges faster than TD, I didn't find room for it in my build. Maybe when I respec I'll pick it up since it's purpose (in my eyes anyway) can be achieved with minimal slots.
I'll look into it when I respec my Fort. I suggest you look into the basic mechanics of mez powers.
