Outside of massive recharge what are you trying to achieve with this build? Not trying to be critical, just you have some interesting slotting going on there (like slotting subdue as an immob rather than an attack).
I *think* you can get slightly better recovery by replacing your level 50 IO in stamina with the proc for +end.
Somebody did the math (Dechs Kaison maybe?), and it worked for Kheldians.

I would change the colors of that build though as purple on blue is HARRRD to read.
As to the question as what this is trying to achieve . . . absolutely nothing. It's just fun to play with maximum recharge and strong defense. Plus being able to Psychic Wail all the time is just awesome.
I slotted subdue I like my Forts controllery and my widows damagey. I have enough attacks that I don't mind taking another control for bosses, etc.
EDIT: I will be using your build for my 3rd build and taking the tactics pool powers, for even more fun.

*63%, 52% and 52% are the vector defenses with perma ML.

*Gave her the Musculature slot to better leverage the ridiculous +rech.
Exemps down to Sister Psyche very well, although, you could probably stand to move Aid Other and Aid Self up to the mid teens, and push Tactical Assault and Assault back to the mid/late 40s.
Repeat Offenders
Aura, its great that you got that much recharge but I'd do a lot of things differently myself.
In rough descending order of importance:
You're not actually softcapped. You're only softcapped when you're out of combat so Mask Presence/Stealth is giving you the full defense value. If you go into Options -> Configuration -> Effects & Maths and put a check in the Attacked box in the right side, you'll see what your defensive numbers actually are when in combat. Namely, still to melee (48.2%) but not for ranged (39.6%) or AoE (37.1%) As soon as you fire your first attack or get attacked, you drop a fair bit from the softcap. I'd revamp your build so you're softcapped even while in combat.
Your two best ranged ST attacks are totally unslotted for damage, leaving your best slotted ST attacks being Poison Dart and Lunge. PD doing barely more damage than unslotted Subdue. The three best ranged attacks available to a Fortunata are Subdue, Dominate and Gloom. Subdue and Dominate are slotted as mezzes and you didn't take Gloom.
Fair enough if you want to be a melee widow, but then why not take any of the other awesome claw attacks like Strike, FU or Spin?
I'd pick up the Leadership pool instead of fighting and pick up TT:Assault. Double Maneuvers and Assault is awesome. Slotted Weave gives slightly more defense than Maneuvers, but with Foresight (which I'd also pick up) you can still easily softcap to all positions.
Double Assault would also help boost your damage. If your attacks are hitting as hard as they can, you don't need as many attacks to drop your enemies. This in turn saves you endurance. You really want to make the most out of your attacks. Psy Scream, Wail and Psi Tornado are all fine, its just the ST attacks really.
Tough is way overslotted, you really don't need the s/l resistance with softcapped positionals and the one arguable use for Tough (as a Steadfast mule) you've skipped on. Foresight would be a much better power slot, as well as taking the Steadfast +3% defense to make it even easier to softcap.
You can also use those slots to slot out Stamina more for your recovery. If you're only giving Health the default slot, you'd be better off with a Miracle +rec for your endurance than a Numina +/+
Your end use running your toggles really isn't that bad in relation to your recovery, so I think the reason you're having end problems without the Cardiac Alpha is due to how your attacks are slotted. You're going to be using 2-3x as many ST blasts (and as a result 2-3x as much endurance) to take out anything tougher than a minion than if you properly slot your attacks.
I'd pick up TT:Veng instead of Invisibility as a LotG mule. If you really want a Stealth pool LotG mule (not really needed with how many +def powers Forts have but *shrug*) I'd pick up Grant Invis instead of Stealth since Stealth won't stack with Mask Presence. You really, really don't need 3 (4 including SS) stealth powers. Mask Presence and Superspeed is all you need for full invis.

The Melee Teaming Guide for Melee Mans
Since many folks have asked, here is the build. It's 130+ Recharge via IOs + 70 from Hasten.Hasten is basically perma, with a few seconds between when it drops and when the auto click renews.
Also with Mind Link up this build is softcapped to MOST damage and nearly every position. (AOE is around 44.24% ). The defense accolade pushes this into even higher defense.
It can be an end hog. But the Rare Cardiac Boost basically takes care of that.
This is NOT the only way to get 200% on a Fortunata. I'm sure there are other ways (and probably cheaper). But it took me time (via tfs, marketing, pvping for rare drops, and some farming with an ss/fire brute) to earn the inf for this.
