I am trying to figure out what to do with my favorite character, whom i just started in with incarnate stuff on, a plant/storm. I know I need the endurance discount one (pant...wheeze) because i rarely get held, and when I do, i am teamed and all of my stuff is usually out doing their things for me (seeds, creepers, tornado (with -kb), lightning storm, freezing rain, etc).
But my big problem is an inability to handle bosses easily. I actually solo faster if i have more mobs to chew through, because my cooldowns are back up by the time i get to the next pack that way. but bosses slow me down because I cant control them quickly enough and go kersplat.
So would adding that +1 magnitude help in that?

I didnt take power build up in my build, because my build required 100% more sharks than yours. That means I built for unenhanced farsight. Can't you drop some of your defense from sets to boost recovery and whatnot since power build up gives you a jaw dropping 60% defense?

I created this character over double exp weekend and got her to 35 and fell absolutely in love.
Can you guys look it over to see what I can do to make it better? I can't seem to softcap melee, and one melee stun would pretty much ruin my day. Yes, yes, i could take power boost in the epic pool to boost farsight and be softcapped easily, but I must have SHARKS.
I also wish I could have more cool water blast powers, but they are all on such high recharge with what i have, that I dont know if i need them.. they would slow down my SHARK casting.
(hmm maybe I shouldve named myself Sharkslinger instead of oceanid?)
Oh yeah. I think ill take tidal forces instead of assault as my last power pick for the bonus control boosts on my skills. may be less dmg for my team, but i deserve some awesome for myself since I made myself choose SHARKS over power boost.

Hi everyone. I have had this issue recently with the game, and I suspect it has to do with my drivers. Im looking for a good recommended nvidia geforce driver for coh. Here is a picture of the problem. Once it shows up in game, more and more textures will do it until the game becomes unplayable. i used to be able to fix it by changing the performance slider and forcing a graphics reload but lately it has been happening sooner after doing that meaning i have to do multiple reloads sometimes less than 5 minutes apart. The most common culprit is a texture off a player or npc player character outfit. But this morning I had a bit of sewer pipe do it too. I don't think it is heat related, since temps on both cards don't exceed 70c (which is normal for mine running a 3d app). It will creep up to 80 in character creation, select, or costume customizing, so i typically don't hang out in those screens.
I know its my computer because I had the same issue with EQ2. There it happened far less often, and all i had to do was make the game windowed and back (alt enter). I really do suspect it is my video drivers, because before I updated them it happened rarely with EQ2. I updated hoping to eliminate the problem, and it fixed it to some extent with eq2 by letting me alt-enter. But city of heroes did not have this problem before i updated it, although i had last played a very long time ago, around christmas of last year.

Ah thank you! I did have to cannabalize a slot from Steamy Mist to put my trap of the hunter back in roots. that drops me back to 44.5 ranged def.. which is liveable i hope.
Of course, who knows if procs will be worth putting in to roots with the upcoming changes to procs... and then there will be the removal of boxing as a pre req to tough/weave? not to mention the new ATE set.. sigh.. a min/maxer's work is never done! -
I am trying to do 3 things here: softcap ranged defense (or close to it), maximize recharge and maximize recovery. Hasten is 2 seconds off perma, so know i'm missing a bonus somewhere. but where?
Money is no object, since it is the only character I play and I can farm with it - should I try to drop pvp io's in there?

Really? On Tornado, I have it back before my old Tornado expires and it just seems to make a new one, like with dark servant.
Funny how one single IO can turn a power from "only use this if all else fails" into a "I want this up all the time" power.
I wonder if the original dev (was it geko?) who said people really do like knockback is listening... -
Bah! City of heroes will always be here, GW2 is also free. and there is no "omgz rush to end game naow!" urge when I play GW2, I find myself just exploring the maps and doing everything I can in each area before moving on. Which is refreshing and cool!
So play Both! Not to mention that GW2 doesnt go live till 8/26, and the pre-purchasers can only start on 8/23. And probably, downtime. -

I humbly seek the advice and skill of my fellow hero/villains in creating the following builds. I am without mids access (wtb mids app!) And won't be able to play until right before the upcoming exp cweekend. Without further ado:
Caveat: purples don't mentor down, do they?
The traps/db tankfender. Prefer use of fast snipe/life drain/gloom st chain. Ok to use provoke, torrent with -kb overwhelming force, or anything else weird. Would like to play it as a stunning alpha strike taker with support via aggressive debuffs and survivability.
The claws/bio scrapper. Goal: moar damage. Also able to use -kb overwhelming force for shockwave. Would be funny to be able to fast snipe due to tohit in the claws version of build up.

Well.. i was fiddling with the two IO procs that give +tohit, specifically the accurate defense debuff and tohit debuff procs. I know they will have a ppm change in the upcoming future.
So if you combine that with tactics (10% slotted? working without mids) kismet (6%) between the procs and a quick recharge on build up or , you could in theory! get the needed 22% on a semi regular basis.
So if I combined a claws scrapper (to get my -kb effect) in shockwave and slash for the -def debuff +tohit proc, follow up, plus moonbeam (for the +tohit proc), I could get my very silly build and fast snipe on a semi regular basis (accounting for the occasional -tohit debuff mobs throw out). This would also incidentally give claws a tasty boost in single target dps.
Hey, I didnt say it would be a GOOD idea, just funny. And I like funny. Now off I go to figure out what secondary to pair claws with, since I havent really messed with scrappers much.
If my reasoning seems flawed, please point it out - its 3am and I am groggy! And you know how making builds go when you are groggy. -
Definitely some good ideas, thanks! I know it's far lower damage than fire, but would energy be recommended? For ablaster I'd definitely put the OF -kb in bonfire. But for a corrupter or defender, having the cone moderate damage blast be a cone kd on a base 10 second recharge would be interesting, maybe? I Just don't know how well energy compares - it has always felt low damage but on paper it seems to do the same damage as everything else.
Actually, does anyone know if the fast snipe changes will port to scrappers? or just blaster/defender/corrupter? claws/ could take the -kb io in eviscerate which would be super cool. -
I want to make a build that uses both the new upcoming fast snipe changes and also makes good use of the overwhelming force -kb IO. I was thinking defender corrupter or blaster, but probably not dominator. I didnt want to use time, because i havent bought it and i wont be VIP for a while since i will be in and out of town.
i already have a plant/storm so i didnt want to repeat a storm defender or corrupter. (that IO is pure hotness in tornado, even with the upcoming changes!)
what are good power set combos from those 3 ATs that provide the ability to use the fast snipe and also a force -kb io? -
* Caveat: been out of the game for a long time, and i am not sure if the sniper animation times will change with the upcoming snipe changes. *
The goal of this build is to have fast cast snipes using the proposed mechanic changes that give your snipes instant casting animations if you have over 22% to hit. I had to pick a power set that had a snipe, an ability to slot +tohit procs, and also a knockback (for +recharge reduction) to achieve this combo. I used time for the secondary because only it and pain have +tohit (from what i saw?) and time has +recharge. Pain would probably work, too, since i ended up with tremendous amounts of to-hit overkill. If you just relied on procs alone, you could probably do it with any secondary.
This left me with Rad, Dark, and Beam rifle.
Time seems to be a very busy set. I didn't like the way Dark meshed with time, 3 cones (since you have to use torrent to proc +recharge reduction). Beam rifle is very busy and fiddly from my experience with it as /rad and can only proc the +tohit and +recharge with one attack, both different from each other. Radiation seems to be the easiest to achieve this - since everything, including the snipe can be given +tohit and it has aim. You have to use Electron haze to proc the +recharge reduction, but since it actually does ok damage thats not too big a deal. So you just spam (time things) ->(electron haze)-> (snipe) (electron haze) -> (snipe) rinse-repeat-till-dead.. Also will atomic blast soon have a shorter cool down as well as no crash? if so that would be kinda funny, with the amount of stupidity you can achieve in this build. I didn't worry too much about defenses, got them all to about 34% defense and then said meh.. but i did try to cram in recovery cause that isnt cheap to spam.
Interested in hearing how i did, if i missed out on a combo/messed up stuff too much.

If there were an Incarnate license, I'd drop to premium and get the license myself; I'm quite sure I could get the other features I use for $10/mo or less, since I already have everything from the rewards tree. But I also know that less subscriptions would be bad for the game.
By the way, minor nitpick, there is no AE license. There was one in beta but it never made it to live. Premiums can only gain access to AE through reward tokens.
Edit: And since the OP specifically mentioned he hoped for solo incarnate options, I don't think he'd agree with the trials-only suggestion. And if you're going to count discounts for buying a year at a time, you should also count discounts for buying points in bulk.
I am tier 7. I have access to everything I need to for free. I think I have to pay to be able to create invention origin enhancements, but that's about it. I don't get first ward, but that's ok. I did it in the one month of VIP I paid for, along with the SSA. I have access to chat, auction, grouping. I only have 2 character slots ever as a free player, so lots of new power sets don't really matter to me - I spent my 2 global unlocks on characters I enjoy immensely and don't have loads of time to play a bevy of baby supers anyway.
So, after you have sunk a certain amount of money into the game, there is very little motivation to spend more money until you get to level 50 and start messing with incarnate. But the price goes from $0 to $15 - with the reason for the full 15 being all the "extra stuff" you get as a VIP. Problem is after a short period of time, many players won't NEED those extra things, and basically will be paying $10 for incarnate access (I wash the $5 out of $15 as you get "free points"). Also, the "free things" you get don't necessarily fill out the level 50 game in any way as they apply primarily to new characters. New powers. new play area. low level play area.
If they made incarnate a monthly licence from the get go, they could further exploit incarnate endgame by selling "solo incarnate paths" or the like.
I am not looking at this as a "what's fair, what makes sense" point of view, more of a way for the game to continue to receive income while at the same time retaining players over a long period of time. It is difficult to justify $15 in the face of many new games coming out with reduced subscriptions or even no subscription at all, and I simply don't feel like VIP offers enough considering the "free feature unlock" system they use to reward us. -
A $5/month fee to let us be incarnate and use our powers instead of having to sub would be great. $5 a month to BE incarnate and use the incarnate power system along with some free incarnate trials (accessed with the incarnate licence). It would never be granted as a tier reward, however.
Then the rest of the incarnate trials VIP or for non-vip, pay. Make the ones that aren't free be more efficient, or fun, or rewarding than the "free" trials.
This means for a player with no reward points, you could access substantial amounts of the game for $11 a month. ($2 X 3 (AE licence, auction licence, invention licence + $5 incarnate licence). OR you could cough up $4 more dollars, go VIP and get all that plus a monthly stipend + much more free content.
I would hope that the whole "solo incarnate" stuff is going to be for exactly this sort of thing.
i just hate the idea of paying VIP merely for incarnate, as I have unlocked everything else and dont really think the incarnate system is worth $15 by itself. -
Well... it's better than how it was back in beta. Instead of Singularity, we got team teleport. Sure you could take team teleport as a pool power but it cost you 2 whole power picks to get there. Gravity's level 32 team teleport looked the exact same and only took (whats the minimum required power picks from your primary? 4?) FOUR powers to get!
I remember writing my very first angry PM to statesman when I saw this. Of course it didn't get changed till far, far later in the history of COH. And I think that's when they put in the new wormhole (Wormhole was the name of the team teleport power.) They lowered the cast time on propel - it used to be longer - and normalized the cast times on everything else, though i think they are a wee bit longer.
That was a long, long time ago, and the power set hasn't been revisited since. I remade my beta character as my first character - Grav/Rad - and she has sat at level 26 for 4 years now, waiting to not feel as sucky as fire, earth, mind and now plant and electric. I figure after they put in Dark control, I'll just make one of those, color everything grey and pretend its gravity. -

I have some questions though -
How much -knockback does one need to be safe? Acrobatics provides +8, and i dont think i ever remember getting knocked back with it running. So I should only need 2 knockback protection uniques? Or do the uniques function differently?
also, i didnt take fiery embrace because i dont know how long it lasts. it only gives me extra damage on non fire attacks for like 10 seconds right? and then the fire damage part lasts longer, but i dont know how long. so i saw it as a somewhat inferior build up, since it has a longer recharge and cant be used for enhancements. but, since ive never actually used it, i could be totally wrong on my reasoning for not taking it!
should i put a kismet +acc unique in? im sitting at 50% or less accuracy on many attacks, and that seems low to me, especially after reading gauntlet, streakbreaker, and you!
why the second performance shifter IO in stamina? It is slightly more raw endurance recovery with a plain ol endurance IO than the performance shifter end recovery IO. The set bonus is just run speed.
I shifted some sets around to make sure everything had as much accuracy as i could get. Dropped a slot from consume (it has adequate acc and recharge) to pick up the cheap 7.5% recharge bonus on block of ice.
