The goal of this build is to have fast cast snipes using the proposed mechanic changes that give your snipes instant casting animations if you have over 22% to hit. I had to pick a power set that had a snipe, an ability to slot +tohit procs, and also a knockback (for +recharge reduction) to achieve this combo. I used time for the secondary because only it and pain have +tohit (from what i saw?) and time has +recharge. Pain would probably work, too, since i ended up with tremendous amounts of to-hit overkill. If you just relied on procs alone, you could probably do it with any secondary.
This left me with Rad, Dark, and Beam rifle.
Time seems to be a very busy set. I didn't like the way Dark meshed with time, 3 cones (since you have to use torrent to proc +recharge reduction). Beam rifle is very busy and fiddly from my experience with it as /rad and can only proc the +tohit and +recharge with one attack, both different from each other. Radiation seems to be the easiest to achieve this - since everything, including the snipe can be given +tohit and it has aim. You have to use Electron haze to proc the +recharge reduction, but since it actually does ok damage thats not too big a deal. So you just spam (time things) ->(electron haze)-> (snipe) (electron haze) -> (snipe) rinse-repeat-till-dead.. Also will atomic blast soon have a shorter cool down as well as no crash? if so that would be kinda funny, with the amount of stupidity you can achieve in this build. I didn't worry too much about defenses, got them all to about 34% defense and then said meh.. but i did try to cram in recovery cause that isnt cheap to spam.
Interested in hearing how i did, if i missed out on a combo/messed up stuff too much.
