1: Shield Charge is broken, not the entire set.
2: Just because its FOTM doesn't mean that you shouldn't play it. Play what you like.

So what you're saying is that Shield Defense is broken for those who can afford to IO it out the a**. How are the Dev's planning on fixing this issue? The majority of players don't have that much influence to push the set's defense to its soft cap. If the defense is going to get nerfed, the set may become useless, since less than 20% defense is practically useless. As for Shield Charge, I'm happy if it does the same damage as Lightning Rod :] -
Someone should ask Castle to port SS to scrappers on test just to see what the outcome would be. It wouldn't go live but to shut you guys up about this broken/not broken argument lol

I don't care about comics and thematics and doodoo like that! Jeeze people for crying out loud tankers get dual blades, how freaking tankish is that? It isn't! So there boom blew up any logical nerd raging arguement about scrappers not getting super strength. I just want my SS/Shield scrapper so I can punch someone so hard that their head pops off!

I have to ask this, why the change now? What finally clicked with someone to say "By golly I think this might work!" Was it like I woke up this morning and I think I'm going to have the markets merged or was it an eventual arm breaking snap from the collective that finally gave way?

You'd have a greater chance of getting the markets merged than killing an AV with a Spines/Dark.

Yes you can slot Enzyme Exposures into ANY defensive power and it will enhance your defense by 33% rather than 20%. It has also been stated by Positron that this is now an accepted feature of Hami-Os. It will also enhance your DDR is certain powers.

I was going to build an exemplar build for my dark/shield and now is the time to do it lol. I'm not sure what will come of the market merger whether it be good or bad, but I'd rather not find out the hard way when I'm trying to get my enhancements.

I would leave the Mako set in Smite and replace the Clouded Senses proc in MG with a Recharge IO. He could then run the chain.
Unless you plan on running FA, I agree with Ferne - I'd replace the End Redux in Grant Cover with the Kismet unique. This will significantly improve your Accuracy.
I'd also replace the Resist IO in OwtS with an End Mod since he uses it for End recovery in place of CP.
Finally, I'd remove the slot from Kick. 1.5% damage buff is nothing. Move this slot over to AD and put a fourth Membrane in. This will get you above 95% DDR(97.9%). Is it always necessary? No, but situationally it will help you far more than 1.5% dam buff.

The Panacea is a very nice investment. 20% chance for a 4.82% heal and 20% chance for 7.5% end. If you look in your combat log, it should show when it fires and heals you or gives an infusion of End. -

Facts are facts. Someone will always be stronger, faster, more capable... people didn't love Wolverine or Spider-man or Batman or The Flash because they were so 'balanced' against one another and the foes they fought. Entire teams would get together to conquer a threat Superman could level with one punch. Superman and Geen Arrow were on the same team - the SAME TEAM - and they seemed to make it work okay. That's the way the world works, in comics and in real life.
As far as the gaming world works, there will always be the min/maxers, the hardcore players willing to spend exhaustive amounts of time and influence perfecting or even exploiting aspects of the game. Let them. They make up by far the smallest percentage of players so who cares if, in their little circle, their IO's out build is 'teh uber'? The benefits to the game to constantly scaling back characters to 'balance them' and disappointing more casual gamers (the larger number by far) who never had any intent to exploit anything seem to be a case of diminishing returns. In my opinion the dev's time would be much, much better spent looking into individual powers so bad that no one ever takes them, and replacing them with options that will make the power sets even more diverse (Temperature Protection, I'm looking at you buddy).
Anyway, my two cents. If a power can pass the design and play-testing phase, then the only time to really look at it is when new complimentary powers sets or new, easily available IO enhancements become available. Data-mine a bit to find out what powers nobody ever takes and improve upon those, give players more options, rather than taking options away that they've already worked hard to earn. -
Thats funny you should say that because everyone seems to think the opposite of that. I think most people who say it isn't op on Tankers or Brutes are saying that because they don't want SS nuked like it will be once scrappers and stalkers get it.

I'd say aim for around 25% melee defense and as much recharge and recovery as you can get. Slotting for passive regeneration would mostly be wasteful due to having Dark Regeneration.

I made just a few quick changes to your build.
You lost just 11 hp but I gave you more regen and I changed the slotting in Siphon Life to arguably the best slotting for it and I changed the slotting in Smite and Midnight Grasp because Smite recharges quicker and gives you a higher chance for your procs to fire off.

I really don't think a signifigant percentage of the players would notice or care is SS Scrappers were strong.
Has anyone run the numbers to compare what a SS scrapper would be like for damage compared to energy melle? -
I don't see why you can't play your regeneration without hasten? If you're having fun without the need for Hasten I don't see why you NEED to take it. This is a game after all and you decide how you have fun.

I'd suggest posting this in the PvP section. I have no idea how to build a shield scrapper for PvP other than saying get as much defense, to hit, +hp, +regen, and + recovery as you can
