Anything shield defense is FOTM. Shield Defense is going to be FOTY for a long time to come.

Why doesn't anyone mention electricity for controllers for a primary and secondary as well as a secondary for defenders?! I'd love to have an electric controller.

Because aggro at such an early level isn't good and it drains endurance fairly quickly

Okay so looking at your build here I have one big comment.
You want Siphon Life, take it over Touch of Fear. That heal is invaluable.
Just replaced a few enhancements here and there and raised your passive regeneration.

If, on the other hand, you mean it feels weak, well, once it's soft-capped it should be stronger than a soft-capped /SR, because it'll have the same defense (soft-capped) but MUCH better resistances. And soft-capped /SRs are so strong people regularly nerf-herd them. And you'll be stronger.

I'm working on my elec/elec scrapper and wanted to know what you guys thought would be the top priorities when trying to get the most out of elec armor. Is recharge the most important - making sure energize and power sink are rdy as often as possible... Or should increasing defense be the main focus? I know it's good to have a little of both but I just wanted to get a sense of what would make the biggest difference. If defense is important, what is a good % to shoot for (whether positional or typed)? I messed around with a couple of builds on Mid's and got around 25% defense on positional defense without making too much sacrifice to regen, dmg, and recharge... I just didnt know if that was good enough. Also, although I love the look of power surge, I just dont think it should be something to hold on to... any thoughts? -
I'd say give it time, you're only at L7, it is too earlier to be worried about your character. It will begin to smooth out eventually around L20.

The drop rates are not based on reputation. Do not buy into that belief. The drop rates for PvP enhancements are incrediblely high, more so then superior enhancements. Which in my eyes is 2 steps backward considering they were ment to entice more people to come to PvP.
With enough petitioning I'm sure the developers would increase the drop rate but the problem is that these threads are so sporadic there isn't one concentrated effort to push for this change. I'm pretty sure that there at least 200 people who want this changed and if they drop rates were decreased from 200 per kill to 100 per kill you'd see a significant increase in PvP traffic but that is just an assumption.
So my challenge to you is, if you want it changed, make an "Official" thread, use logical arguements, have a lot of people behind it, and stay positive. -
Just a thought but if you're able to switch sides sort of on the fly does that mean influence and infamy with be, converted, unified, eliminated? I hope it isn't the later, but obviously too earlier to tell.

I'm not entirely sure about the electrical part but I do know that regeneration is the best for PvP. So you're on the right track!

The issue that I'm running into is that recipes are increasing in prices and crafted enhancements are not so profit margin is either very small i.e. 10k influence or there is none to be had.
I might have to go back to AE farming until this issue is resolved as I have barely recieved any recipes out of the numerous times I've gone farming in PI.
