Keep in mind. If they just told us everything. Then there would be a blank period for several issues. Until they got those things out and came up with new things.
Rationing these things out keeps people happy, though you can dislike the pacing of course. They feel this is right. In the end... we gotta live with that.
Personally, I would love it if they had a new tidbit for us everyday, every hour. I love digesting these sort of things. -

So what you're saying is that because a small minority of us are jerks, we shouldn't be told how the development of the game is going? Doesn't sound like a good idea to me. An easy solution would be for them to maybe say, "Hey guys, we have this idea here <insert new idea> and we hope it will make it in game, but no promises. We are currently testing it." It's that simple.
Sure, some people will complain. They always do. But it is better to be honest with us. Trust me, it's only turning out bad for the game in the end. I know people who have left the game because of getting bored, only to come back after the next announcement.

It's really not...
No matter what they say, people hold it as gospel. And they loose a lot of points with people over it.
It's not just a small amount either, it's the small amount that say "hey, did you hear? The devs say that <New cool thing> is coming in the next issue!!!!!"
Rumor spreads, and grows out of control. And there's no way they can deliver on it.
They learned this several years ago. If you want a prime example. See Duke Nukem Forever.
There's also the worry of competition, we didn't have any before. Leaking secrets to the enemy and such... -

So are you calling Back Alley Brawler a liar? He said in a post and he told me that SM was changed for shields in a PM. He said if they were going to change any Damage Per Animation powers they'd start with Energy Transfer first.

I think they're alowed to just fix bugs when they find them. Nice and simple. But balance changes require meetings and testing after testing round...
Balance changes just plain take longer. I doubt they do fixes preferanced over bug fixes. It's just in the time it takes to get one change approved and finished. They finish a dozen bug fixes -

According to the Devs. The extra money from the Wedding Pack let them add a new coder in to help finish VEATs early. They WERE going to go into Issue 13.
We all know how many times they have said making a new powerset is a big deal. So. Making an entire archetype must be even harder, not counting story arcs and such.
They must have been working on it for a long time, lets say... six months. Seeing how it's for the NEXT issue, I could see it just sort of being a side thing they worked on while burning the bulk of their time on Issue 12 stuff.
Ok. Now they've been working on the NEXT issue for, number pulled out of my pre-revamped Hollows, half a year.
How long do you think they were working on Issue 12 for? Over a year now?
This is mostly speculation, but I don't feel wildly inaccurate here. The Devs work in Issues for around a year before they hit test. If you wanted something in this issue. You have to get it in THEN. Or be content with your stuff being, at best, slapped on in the middle of production.
What we need is BAB to come in here, like a guiding light, and make another Post of Epic Insight on how Deving works. -
You know, you could always get some of the players to do the work...
I know I'd throw in some of my time to changing values if it meant Power Customization.

Issue 12 MIGHT have a new powerset in it, I doubt it.
But nether it nor Issue 13 will have power customization.
They have said that it is a full year of man hours to make it work. Maybe more, maybe less.
They have only had a tiny team for so long that the fact they managed to pull the issues we have seen is nothing short of magic. There hasn't been time to add this in, between all the other things their team has been doing. Not enough people.
Well, now they have more people, but there's still a years worth of work. If they did it a little at a time... we might see it in I20 or 21. If they dropped everything and worked on ONLY it. They might have it by 16-17.
But that means no new power/art content. Even the former means restricted content, because some of their time is devoted to digging through the mounds of power FXs.
Nothing short of Jesus coming down and coding it himself will make it come out anywhere close to this year.
The good thing is, Champions Online is still 2+ years from coming out, I'd say. So they have time to mess around before it comes ot picking between the two. -

Honestly, I'd say don't waste your time on power customization, just keep giving us the awesome stuff you always have been instead of breaking your brain over how to make it work, or stressing over people asking for it all the time.
Cause once you figure out how to make every power's color tintable so you can have green energy blasts but black energy fists, it will be accepted just like weapon customization was, but then "those" people will show up. What about the people who want to shoot fireballs out of their eyes? Or the guy who wants to have fly look like he's skating around on ice? Or the girl who wants a swordfish katana that uses fencing animations?
Point is, it will never be enough, and it will continue to snowball into more and more work, one step at a time, eating up more time and resources that could have been used on new content you could have cooked up twice the amount of when you were making sure your green laser eyes were green when they hit AND fired.

Hm, well. I've been looking at the Devs for a while saying they can't do power customization. And I understand why, and it's a good reason. No one wants to go through the hundred plus powers to alter each one, and more or less add several hundred powers worth of extra animations and effects.
That's a lot of work, and it's just for a literally cosmetic change.
So, I offer this:
Signature Powers
Let us make our own powers, but only four of them. There's a few ways to handle this.
The most basic is to give the players the option of replacing their Epic/Patron pool with this. There is only one pool per AT, so all scrappers get the Ranged attack/cone attack/hold/AoE Immobilize. Ect. But each player could have a different look to each.
The downside to this approach is that they'd all have to deal the same damage type. The simple fix is to have one set of powers for each damage type. You could even mix it up, the Negitive one has an AoE immobilize and the Smashing one have an AoE Stun.
There, now that's hard... but it's easier then full power customization, no?
The only thing that would make me happier would be the option to literally make our own powers. Set the damage/end cost/range/ect Have the game limit it so it's balanced. And of course, our own colors/effects/animations/ect. I don't see that happening, but hey. -

Me and Jack Kirby go way back. I ran a comic store for 13 years, here in Sunny San Diego - the site of the world's biggest (western, not manga) comic Convention. Where Jack was the guest of honor for many years, and I did get to at least meet him through a crowd one time.

Well - me and Jack, though... There's this horrible story. Back when my store was thriving my boss would hold auctions in the stores to get people in and spending money. We had this piece, it was an uncut sheet of trading cards on chromium stuff of the Topps comic venture that Kirby did for them.
No one was bidding on this.
So I, in my infinite wisdom, made the comment, "people, it's Jack Kirby. He's like 75 and has cancer, he's not long for the world. Bid on it!"
.... That was a saturday sale.
He was dead at around 2 in the morning Sunday I believe. So... Yah. I killed Jack Kirby and I've never lived it down. True story. So I try not to mention other people in the industry for fear that the words will come true. :/

Ok, but what if the criminal was shooting fire out of his eyes, or emitting bursts of radiation and cooking random citizens for fun?
Or if he just threw a truck through a building?
Or he had just crystallized half of the police force with ICE POWERS.
And mind you, these are people on the wanted list for untold amount of murder and property damage. They are, shoot on sight. Every one of the police officers in CoV doesn't even wait to ask your name. They open fire.
Because, in Real life. At worse, the criminal has an assault rifle. In CoH. At worse? Throw fire? Punch through steel? RASE AN ARMY OF THE UNDEAD?!
In real life, what do the police do, when the guy whips out an AK-47 and unloads a clip into a few guys, maybe tosses a grenade or two? They stop playing Mr. Nice guy. And that happens rarely.
The scales are different. So is what is "lethal"
Lets take a Taser.
Real life = stops criminal
CoH = Criminal laughs at you and then crushes you against his skull like a beer can.
What about guns?
Real Life = Lots of warning, last resort
CoH = Open fire and pray that they slow him down a tiny bit until someone else with super powers shows up to deal with 'em.
What I'm getting at is. It's very hard to go "overboard" in the CoH world. Almost everything is justified.
AND, if you're going to complain that swords are too "killer" what about every other powerset in the game? It's not to hard to score a non-lethal, but still take them out of the fight, blow with a sword or a gun. What about all the "super hero" powers? Fire? How do you do non-lethal, non-horrible-scar-inducing, combat with that? Or energy? Electricity? RADIATION. So much radiation that it LIGHTS UP the air. If they don't just melt from that, much less get cancer. They're lucky. What about increasing the relative gravity around someone SO much they can't move? Suddenly they weigh eight, nine times what they did? How does their blood not crush their heart? Their brain not get turned to soup as the cranial fluid bears down on it?
The answer? You're a SUPER hero. In a GAME. If you can't come up with a reason, or just ignore it, you're not trying very hard.
Personally, my Kat/Regen scrapper doesn't have to worry about his own injuries and is free to take his time to angle his shots, hitting shoulders, thighs. Using the flat edge, on people he might kill, and the sharp side on the robots/zombies/things that don't die easy.
And, I'd like to point out. If a cop took out a warehouse full of thugs armed with SMGs and shotguns, along with several in the back who can breath FIRE. And he did it with a set of SWORDS. then he gets a MEDAL in my book. -
Blaster secondary. Throw in a passive resist or def power. Maybe stun resist. Thrust Punch, Rocket Punch, Energy net.
I would also suggest a small oil slick, and a smoke screen power.
There you go, throw in a few more. You have a "robot" secondary. If you wanted to go all the way, you make a primary with shoulder mounted pop-up rocket launchers, chest lasers, machine-gun fingers. -
Seems a lot of people are worried about 50's not having any Arcs to do. Thus missing out on one of the four ways to get IO's.
So, why not just add in a level 50 Arc that can be repeated as many times as you like. Maybe a few of them, the shadow shard would be a good place for that.
It'd give 50's more content. And a way to get Story Arc IO's

Heres the scene:
Solo level 46 Kat/Regen Scrapper playing on heroic. You have all but the Taunt out of the primary. All but revive out of Regen. No travel power, just the entire Fitness Pool 3 sloted. Theres also a 3-slotted Hover, Vanguard, Eye of the Magus, and Geas of the Kind ones. In the insper tray you have 3 Rez inspers and one res, all teir one.
In the timed Shadowhunter mission, the Ex-wolf farming one.
Most of the wolves have been cleared out before the fight, there are a few running about. Nothing to worry about, they're on the other side of the map.
You're at roughly 15-20%HP from the masive strike you were just delt by Shadowhunter. Who is a +1 EB. You've already spent Recon,DP, and IH is still running. You used Vanguard and Geas at the start of the fight. They ran out awhile ago.
You've managed to double stack Divine Avalanche(which has one -2 Def enh in it in addion to a recharge and an Acc) due to your MASSIVE spaming of the attack.
Shadowhunter however was at ~30% HP before useing Earth's Embrace, he's now at nearly full. and it now starting the animation for hurl. Something you know does more then half your HP
You havein't used MoG or the Eye yet.
What do you do?

I hit the Orange insp, Eye and MoG. Eye only lasted about 1/4 of the time it took to take him out.
Just wondering if there was something else I could have done? And for the record, this kind of thing happens to me alot. Hence MoG.

Just thought i'd make a comment on why I think bases arn't as popular as States might have wanted it...
It's not as...personal, as your costume. You don't own your base. Your SG leader/s do/es. Theres a kind of dissconnect between you and it. When I walk into my SG's base, it doesin't feel like it's mine. It's this extra thing.
Now, I do have a suggestion for trying to change that.
Give players there own rooms in an SG base. One they can ajust to their hearts content, ala aparments. Theres a good chance that such a thing would mess up the SG's intended design, dissrupting Raid flow, just being to large, ect. To deal with that I would make it only avalable to Members who earn enough Pre/Salvage to buy a 'Portal' type item.
Like elevators in normal missions, clicking on one sends you to a new area off the normal map. The room would only be able to house non-functioning items. Room size/number of items you could have would be based on Pre earned for the SG.
And of course only the person who MADE the room would have the ablity to edit it and enter it, with some sort of command to alow others to get in. Also the option to restrict who can make these rooms based on Rank would be a good idea.
Summary: Not enough personal investment in SG-bases. Answer? Give players their own personal rooms. -

As you can see my masive pants clip through the lab coat in a few areas, it's mostly ok while standing still, but when I make any kind of move(running, jumping, standing a little to the left). It clips.
