The way I interpret it is it gives your attack a chance for knockdown if its just a basic attack. But if the attack already has knockback than it changes that to knockdown. There is no chance about the second effect. Let the back flips commence. (Time to start leveling that NRG/NRG blaster thats been collecting dust)
They better be. I already feel like I'm going to need a good amount of these for the procs and some for the regen bonus on my regen scrapper. If this is the only way to get these enhancements than the prices might shoot up on the market once the event is over. Which wouldnt be a bad thing at all granted you used common sense and prepared for such a thing. -
Why is no one getting excited for the proc in that new set? It changes knockback to knockdown. That seems kinda big.

I absolutely love the concept behind the set but not fond of all the PBAoE. I would want to roll this more as a Charles Xavier leading from the back than a Captain Am leading from within the fight. I'm sure thats only a major problem for me tho. I already have a bunch of melees and im tired of building for S/L softcap and want more characters i can play fully at range like my main.
But yeah, thumbs up. Even if it got made as is I'm sure I'd roll one up. Even more so if something was done about all the point blanks. -
I started to skim through the build and than saw blazing bolt and melt armor. I than preceded to laugh and stop reading. Ultimate...Hardly. Good job on your purples tho. Sadly just cause you have the "Ultimate" enhancements doesnt mean you have the ultimate build.
Edit: Decided to open in MIDS and your trying way too hard for those 5% recharge bonuses. Are you seriously not softcapped to anything? I must have missed a toggle or something. -

This freebie friday did nothing to get me excited about future ones. Now if they had did something like with the titan weapons pack, which proved you could give something good away for free and than charge for it after. -
The proc would only be active once on a target. So doesnt matter how many attacks your hitting it with that have the proc, if the effect is already on them its already on them. So you'd have a measly -20% resistance debuff on the target. Also any good melee player will have that proc already and it wont stack between players either.

All of the travel powers need to be looked at and/or given alternate animations to fit character concepts. With as much money as paragon made off of the super packs new costumes, animations, and powers should be coming out faster.

Selling runs. Terrible.
It's not that hard tho. Put brutes fury into foot stomp in place of Armageddon. Spiritual for alpha. Reactive for interface. Tho degenerative might help. Havent played around with it yet so not entirely sure. I go with pyronic myself for judgement cause of the quicker animation. I dont have time to be throwing my hands up and waiting for lightning. Ageless for destiny. Lore isnt really needed but if you want to go that route than phantoms with the non targetable support is ideal. It gives a huge boost to recovery and a decent boost to recharge.
That build is a bit of a mess as well. It doesnt know if it wants to farm or pve. Your best bet is making two builds and having one for each. -
They probably would have blown up the main page about it. Marketing and all that. I do not think its happened yet.

It will check for each target but once it fires off it wont fire off again from that use.
So if its in foot stomp and it activated off the very first enemy it checked than it wont check for the rest.
Also, putting these in fast powers is the last thing you want to do. The chance to fire drops depending on recharge. I'm not entirely familiar with the formula or exactly how they work but apparently a single target power with a recharge of 8 or more seconds will make it guaranteed to go off.
I have no idea how this would work in a damage aura. the targeting would be the same but im not sure how the chance to fire is affected. -
I'm not sure about the whole pvp procs working at any level but if they do, than moving stuff around to fit it into health would benefit you more.

Ones a global bonus and the others a proc. if physical perfection isnt "on" than the proc isnt going to work.

Devs do not want you throwing in knockback +recharge proc. Which is dumb really.
