But you guys are missing the bigger picture. Barb Swipe hits each enemy more than once. It's good in that way like Flurry. Punch-punch-punch! Look at all those tiny orange numbers!
And it's 1.5 second recharge really makes up for its 2.43 second activation time. I'm sure Iggy would be happy to do the RWZ challenge with Barb Swipe only! -

This is only a standard rare pool A recipe, so you'd imagine there was plenty of supply but is going for silly money (200M last purchase, previous 2 150M), and basically no supply at levels 28-34.
As it was only 125 merits, I just merit purchased one.
Is it just that the set stops at 35, but is used by lots of 50s so not so many people are playing at the right level to drop it ? -
Other than slows, none of the true duds show up repeatedly, but they are things like Sovereign Rights (blueside), the Tempest end drain, Executioner's Contract (I suspect, never dropped, though Sting of the Manticore has gone way up in price once its drop rate dropped), Impervious Skin and Aegis triples (last I checked, anyway), almost all of the mezzes (Basilisk's a sharp exception), Perfect Zinger's Rech/Acc, Touch of Lady Grey's and Dark Watcher's Despair Rech/End.

Yes, since it grabs those big three, stealths, the BotZ -kb, the Kinetic Combat triple, and the Obliteration Cs.
It's only not a good roll if you're desiring the rarer of the sets that cap at 30--Theft of Essence proc, Shield Breaker triple, Eradication and Basilisk's quads, and the like. Or you want a higher chance of say, the Celerity stealth or BotZ -kb. You probably will be able to afford those after selling your proceeds, of course, provided they're on the market.
(I purposely always roll the 30-34 roll, since it has the potential to get every recipe but the Salvo and Pulverizing Fisticuffs quads and the three Sting of the Manticore Cs, and I prefer unusual recipes to more cash at this point. This method garners a lot, a lot of the slow C recipes, I might add.) -
The perception IO is even less useful (PvE only) on a /Willpower with Tactics, since Heightened Senses has built in +perception too.
I'd put in a vote for Dark Consumption as well--suits my one DM/ with merely Stamina (4-slotted with the +end proc) well enough, and if you're going to keep a one-slotted Physical Perfection, slot it with the +end proc (it's more valuable than a plain old end IO in that power).
I'd argue that the attack powers are underslotted--your chain isn't fast enough to go Midnight Grasp -Smite- Siphon Life - Smite, so you're going to have to be using Shadow Punch/Boxing, and their accuracy--and, more crucially, Siphon Life's--is not good vs. anything higher than +1. (The Tactics and Kismet help to cap you versus +1s, even with a 5% tohitdebuff.) I can't imagine leveling a single target character on the +0 setting, but otherwise you'll be missing 10% of the time vs. +2s and 20% of the time vs. +3s. -

Early in game I went with a Captain America pastiche/parody theme, and ended up with Sotnik Estonia, Ensign Uzbekistan, Agent Upper Volta, and Subadar Ceylon.
I've got also an undead Englishman who lived mostly in Qing China (Saltpetre), a Mnyamwezi Mganga (an East African sorcerer), a Midwestern whitebread American boy (Kid Mucilage), one Baluchi, two Northern Koreans, a Dutchman with Japanese henchmen, a Dyula imam (Marabout), a Southern redneck (Trailer Trasher), one American Jew (Shmuel Shovel), a couple white southern Californians (including Captain Tanfastic), a Swiss (German, I suppose) stuntman (Neutrel Knievel), two Blaxpoitation-themed toons (Unlikely Man and Son of Son of Shaft), and one Aleutian-Malagasy (Jungle Esquimaux) for the unlikely hybrid.
Recent deletions include a Saxon (as in early modern Germany Saxon), an evil Larry Csonka (Czonkanator), and a Manchu counterpart to the Englishman above.
I've been toying with creating new German, Thule, and Hutu villains, but they probably won't be rolled til Going Rogue. If they ever create a Spear/Staff combo for scrappers, I'll certainly roll a Spear/Shield with Shangan or Ndeble ethnicity.

I almost always buy 40-42 IOs, in case I want to run the 5th Column ourob TF. I almost never have trouble buying them, except for Thunderstrikes, which get rare a lot of the time. I do tend to plan ahead a bit.
I also roll whenever I get 20 merits, so I do produce a few of the Cs from time to time. -

The question now.....should I just take this toon on my path to 50 with just SO or even maybe basic IO's and then wait for the set slotting when I am 50 and hopefully have enough cash to actually do something.
Or, is there anyway I can make it work with that low sum of cash...perhaps pick and choose a few lower end sets.
I guess what I am asking is this.....when do you IO?!?!?! or perhaps to IO or not to IO, that is the question.
It's not terribly hard to make 10 million/hr just in raw influence on a decently built scrapper at level 50 (and I'm not even sure if this accounts for the recent increase in 50s' influence earning). If you solo at +0 and x(as many as you can handle) against an enemy that is weak to your attacks and/or against your defense, then you can really earn cash fast. AoEs that can wipe out bunches of minions with a cycle or two will keep you supplied with inspirations that make the killing even faster and your defenses even sturdier. They will also bring you lots of recipes and salvage. (Each level 50 common IO recipe is worth around 100k; fairly frequent uncommon drops like def/end, res/end, heal/rech, or ranged/melee attack recipes can often be sold for 1 million uncrafted at 50, and 3-10 million crafted, if you can foot the half million crafting bill; a single rare salvage is often worth 3 million+ now.) And if you get a purple recipe*, you might just need to farm a little longer to put the recipe up at a reasonable minimum.
As far as IO'ing, I would "frankenslot" my powers [put multi-aspect IOs from different sets in them] starting in the late 20s, to get the best investment both in terms of cost and enhancement-value-per-slot. If you need three or four types of enhancement in a power, like say acc, dmg, rech, and endred, then triple aspect IOs are really valuable. At level 30, two triple IOs are basically the equivalent of 3 SOs; e.g., 2 acc/dmg/rech give you ~35% enhancement for each of those stats. You can find many of the triples from less desirable uncommon sets (e.g., Ruin, Maelstrom's Fury) for very cheap as recipes blueside. Double aspect recipes work the same way, but are a little less valuable.
Some of your powers as a Storm/Dark can also find great bargains in sets not so often used. Tenebrous Tentacles can grab immobilization uncommons or tohit debuff uncommons (as all your attacks), and in some cases even accurate tohit debuff rares for very cheap. These can supplement the non-damage portions of the AoE's enhancement. Note that if you purchase rare recipes, you should probably try to buy them at level 25. At 26, the orange salvage required goes way up in price.
The one thing to remember--and your casualness should be to your advantage here--is be patient in your purchasing. Put in bids early for items that fluctuate in price a lot, and wait. Recipes will usually be cheaper, but if you filter for already crafted IOs that you want that are on sale, you can test for bargains, and see if you can buy anything under crafting cost. Don't just search one level of recipes/IOs; only tiny differences exist between a 34 and 35 IO, but people will often charge millions less for the former.
The one expensive IO that I would get right away is a -kb IO, unless you hover already. With Steamy Mist, you can choose whichever is cheaper of the Steadfast and Karma at the time.

Probably only the Karma and two Thunderstrikes will cost you more than 50,000 influence in recipe form. Note the lvl 25 Airburst is that level to save on salvage.
*Certainly not as casual as you, but I don't play my 50s very often and yet have had 4 purple drops in the last couple months. -

I forgot about the PvP stipulations, frankly.
The extra stealth will probably help in PvP--I don't really know--and I bet the perception is IO is worthwhile, too. You're totally invisible to critters who can't circumvent stealth with Superspeed and Energy Cloak in PvE, though. For the PvP build the +end enhancement of Energy Drain is probably also very helpful. In zone PvP at least, you can just hop into a spawn of critters to refill yourself, since your defense usually protects you enough. The Dark Obliteration is probably worth less in PvP, but again, I haven't done much in the new system. -

Twilight Snow's totally right about the +Perception IO. Very helpful (though it limits your ability to get the +1.25 def across the board) in the 40s.
Other criticisms of the IOing.
All the piddly +recov bonuses--if you're not just picking them up incidentally--don't matter. That should not be your bonus target. The +end bonuses are much more useful with Energy Drain.
Punch: underslotted for acc, particularly as you're leveling and actually need to use it.
KB Blow: the power charges relatively slowly for a proc.
Superspeed: The stealth here is worthless, since you have Energy Cloak.
Health: Straight up plain Heal IOs.
CJ: Does NOT need End redux. A 50 def IO gets you +.5% def to all.
Footstomp: should have absolute max recharge, even with Hasten in the build. The Scirocco's bonuses that you've gotten aren't worth much.
Gloom: If you're frankenslotting to save spaces, don't frankenslot in a way that "wastes" damage enhancement (by going way over ED limits).
Epics: Get a second AoE. You would rather hit 10 targets, wouldn't you? Dark Obliteration is a sphere like Footstomp, and it adds a tohit debuff as well. -
Energy Drain over Conserve Power by a mile. You have a number of heavy duty end sucks that occur (rage crash, footstomp, ko blow, presumably hasten crash), so your blue will disappear in great chunks. Energy Drain is the solution.
During Rage crash, as stated above, you can string together vet attacks and fire off Energy Drain so that your killin' time is less diminished. Hasten is a must to keep the Rage crash from dismantling your defenses.
The partial negative and big psi defense holes are very substantial when you're running x8 missions in the 30s and 40s. I found +1/x8/bosses vs. longbow do-able, but risky, with certain boss duos who almost certainly spelled defeat.

Am sad, because now I can't safely delete anything and x8 missions fill a body up purty quick. Except maybe I can throw away those Ceramic Armor Plates ... right? -

I never noticed the two other swords' shrieks, but the GFS had some non-swordish sound effect that annoyed me enough to respec out of it. Maybe something like the "eerie" sound that the Nemesis lolly has...

With a bankroll and SG bins: the Steadfast +def and perhaps the Kismet +tohit slotted 10-15. Plain IOs at 12 to be replaced at 22, in powers that won't take useful sets or can't spare the slots to be frankenslotted. If grabbing set IOs, I'll usually grab a round in the early twenties, add as I go, and replace them in the early-mid 30s. This is perhaps a bit obsessive.

If all you do is play to get to 50, then never touch the toon again. IOs really arent for you imo.
I can't bear to think of running a character through its 20s, 30s, and 40s without the advantages of -kb, stealth (for "free" in terms of power choices), frankenslotting, and defense.
A seriously IO'd build in the 40s can mean you can survive your team going two different ways in a +4 Malta mission, aggro both the spawns yourself and drag them away from the corpses, and kill all but the bosses by the time your teammates rejoin you. For me, *that* is fun. -

You're wrong about worthless recipes below level 27. Sure, if someone has hundreds of millions, it's probably not worth it to craft and sell, but if this someone you're talking to is arbitraging SOs, then they're gonna have valuable (i.e., 500k+) drops going to waste with your plan.
A wide number of uncommon recipe types are salable when crafted even at level 20: melee, esp acc/dmg; most heal sets; endmods; basilisk's gaze. You can sell a lvl 10 rare pool A basilisk's for 5 million. Always check procs (which cost extra to craft, but not that much extra below 25, where they're the most useful of all). Other helpful rules for recipe/IO: if it has better than a +3.75% recharge as a bonus, someone will buy it; if it offers defense of +2.5% or more, someone will buy it. Quick step for determining worth for crafted IO: flip on "for sale only"; if only very few are for sale crafted, then check the price--you can likely sell it. -
