Are you aware that from the launch of Issue 4 Colosseum in May 2005 to the release of Issue 13 in December 2008 the percentage of the player-base partaking in "PvP Content" never rose above single digit percentages?
Are you aware that after the release of Issue 13 the existing PvP-player base says the community SHRUNK and that PLAYERS LEFT THE GAME?
I can give you one good reason why the devs shouldn't create an Open World PvP server: Nobody Cares.
Oh, and for the record, this has been suggested before, way back in 2005 when Issue 4 was launched, and again when NCSoft bought City of Heroes from Cryptic. -
I can tell you it's not a myth, and he is definitely missed.

In Ex Libris' "Campfire" thread, she cited that as of i10, zone PvP population accounted for just above 10% the total player population as regulars. This was a slow decline from its highest point in i7. So yes, PvP has broken and maintained double digit population for quite a bit of time. This also doesn't consider arena users.

Except not all scrappers are equal. Why bring a Katana scrapper when a Kin scrapper is so much better? If the sets were actually balanced with one another, then the team dynamic would be much more flexible and open to all sorts of builds.

Keep in mind, not attacking any of the above on sight means you are weak, a sissy, born with girl parts, and generally better off picking flowers and learning to knit.

It might not be that the devs had no interest, but that they couldn't implement the idea at the time. Over time though, it could become easier for them to develop (if they aren't already) if the tech supports it.

Sure they carry the ammo. That's what Swap Ammo is for.
For the record, I agree Foot Stomp SHOULD work when in mid-air, just with a modified animation (again, handclap would be great here). I just disagree that it's because SS is weak when the numbers don't support the argument. -

IIRC, SS was 3rd or 4th for single target damage, until +Recharge came into play when it dropped considerably. Now with KM, and changes to other sets since I'm willing to believe it's dropped further to 5th.
For AoE it never could compete. Having one AoE attack tends to do that, no matter how grand some people think that attack is.
Coming in 4th and having to suffer penalties nobody else does for it doesn't sit right with me.
"Joker of all trades, master of none" comes to mind.

Rage's crash is offset by its duration. You're saying it's suffering penalties no one else does, but it also has advantages no one else has. That's called balance.
"Better than most, not as good as some" is more appropriate. -
As far as sets go, SS has always been above average/high-tier in both AoE and ST damage from every study I've seen. Other sets may exceed in one aspect, but not by much, and tend to fall much lower in the other aspect.
