If this means someone is going to faceplant, it isn't going to get better. With Rise, I can volunteerfor the dirty jobs, then get back up at no loss to the team. I take a little bit of debt, but it's better than wiping, and usually gone by the end of the same fight.

    I think the best example of this happened in a sewer map. As sometimes happens, there was a second spawn standing directly above the boss. The main tank, a Shield/Mace, didn't think he could handle them both, so I dived into the top spwan while the other seven took on the bottom. I lasted all of twenty seconds, but in that time, the rest of the team had the other fight under control, so when Rise sent half of the top spawn down to them at half health and stunned for fifteen seconds, they were able to deal with it, and I was able to hold the other half.

    In short, I can see how, for someone trying to hold aggro in a high-resistance build, Rise of the Phoenix is a poor choice, but it can also enable some crazy plans - especially if someone happens to have Vengeance.
    This is exactly why I love my katana/fire so much. I will often try to beat the odds at no true penalty to myself. I'm never dead for long, or dead that often. And when things really go sour, I use Self Destruction and THEN RotP and it's as good as nuked.
  3. You fall in love with the new NPC's he crafts in missions 1 and 2... then watch as he slowly kills them off one by one in missions 3 and 4. In mission 5, you have to click glowies which are piles of rocks for grave sites, to complete the arc.

    I'd do it.

  5. Long shot here... but I had the same problem.

    Do you have multiple hard drives in your rig, brought from older computers which may have had Windows installed on them previously? I did.

    I had this:

    C:\ (Current OS intalled)
    D:\ (Previous OS was installed here)
    E:\ (Other)

    Unless the partition on drive D was completely deleted and made anew, it would still be labeled as "System, Active" as a partition. Oh what chaos that caused. I would try to install something to D:\, and it would make directories on C:\ anyway, because both drives were marked as "System" partitions, and C:\ was the big dog. Even though I was installing on D:\, it was making a C:\Program Files\City of Heroes directory and installing things there. Also, the vidiotmaps map pack would install there too.

    Just my .02, if you want to explore a different angle.
  6. This was the name of the first character I ever stuck with past 10. Winter Lord baby and all that. Her name came from her backstory, where she was mockingly called "Red" by a Hellion threatening her with a "switchblade". By the end of the story she was holding the knife when someone asked "You okay Red?" and that's what went through her mind when she registered to be a hero.

    This alone is a solid reason not to implement a decrease in inf drops. There are plenty of casual players who won't be back, or driven to the market to make money... which could imbalance the supply that we were bolstering to begin with... Don't forget that crafting costs are now set a "little higher" relatively versus the drop rate of inf. Bah, economics hurts my brain.

    I stay off hide because once in a great while, like the other night, when feeling depressed and masochistic I get a tell from "enegozer bunneh" (name changed for no reason) asked if I wanted to kin for an Eden Trial. I thought, hey, it's better than nothing, and I was right.
  9. I imagine sniping someone and being able to go back into hide before the melee victim could find you would be... a great bunch of forum feedback posts in testing. That is, if you're suggesting that the same stalker mechanics are in play.

    40ft ranged power with 80ft (theoretically, I dont know what PVP stealth range is on hide) of stealth would be awful to try and fight. I'd name my character Cheats McBroken if this were the case.
  10. The solution is not to make the system easier or rigged, then a wider range of people would be gaming it. Step up your knowledge of the system and make it work for you. There are actually several guides to do so, and it doesn't take much to make it work.

  14. If given the choice, I always opt for Power Sink because I don't have to worry about a ToHit check. Power Sink is autohit, and thats one less thing to worry about. I have no insight on base values for endurance returns but I'd imagine that in indentical mobs, you're likely to miss one with the Dark power, which makes Power Sink a no-brainer for me.

    (Also, I got picked up for PUG Eden for the first time in 5+ years of playing, and it was nice doing so without my SG or communicating on Vent. I had to pay attention. And I was on a kin!)

  22. In regards to the question of which to focus on, it truly depends on the build.

    As a for-instance:

    Using IO sets, my Katana/Fire build focuses on S/L defense primarily. Layered under that are his normal toggles, plus tough, so anything that misses is mitigated by 53% S/L resistance and capped Fire resistance.

    Alternatively, my Fire/Shield Brute is all about defense. Using IO sets he's at 45% defense to Melee/Ranged/AoE. He gets hit FAR less than my Kat/Fire, but his resistances underneath that are less, so when he gets hit, he gets hit harder and cannot recover as easily.

    Optimally, if you wanted a character that had super-high values on both, I know an Elec/Stone tank can reach 45% S/L defense (which cover a large majority of all attacks in game, including the Cimerorans), 35%+ E/N defense, with 79% resistance to most types and capped to energy damage layered under that.

    Why do I consider that optimal? Enemies using S/L have a 5% chance to hit you, and you only take 20% of the damage. At 35% E/N, enemies have a 15% chance to hit (I think, be gentle on my math), but the energy only comes in at 10% of its value. Negative hits a bit harder, but elec has a heal to cover it which also boosts regeneration.

    The build is the most important factor: Knowing where the holes are in your character is key. If it's a blaster, ranged defense is the way to go, controllers usually run for global recharge. It depends on the build and playstyle
