Yes, server population has something to do with it, but if there were an equal amount of players on all the servers, the activity of the players on each server would dictate the order.
Scheduled ship raids, zone-wide events, Robot Rampages. They all drive up the server load and creep the server down the list. -

And just to warn you, there is a stigma attached to using the word 'healor' in the game, many players will assume that you 'Rock the aura' (put your AoE heal on auto and not do much of anything else) and pass you up for someone saying that they are a Emp/Dark Def lvlXX.

As for Praetoria, I like it the way it is just fine. Some of the mobs can be a bear, even more so depending on powerset. When that's the case then I just fall back on... ZOMG! ...tactics ..and inspirations.
I have yet to run a character through Praetoria and not turn off xp so I don't outlevel the content.

I've actually seen people moving off of the high population servers. I know I moved a couple of my character off of Freedom during the last two rounds. Protector is my home server and it's always been claimed (by others) that it's a low population server, but you can easily get a TF going at any hour of the day/night.
I don't use the transfers much, but it'd be nice if they made the free transfers an annual event. -

Unlikely. They have stated that there are already readily available 3rd party voice chat programs out there such at Skype and Ventrillo.

Vista has the very usable 'Snip it' tool under accessories. I put it on my taskbar and use it whenever I want to nap a screenie.

What is the relationship with the clones, he seems to regen as he spawns them? I tried taking out the clones first but he just keeps making more. I wondered if there was a limit to the number that he produces so if you left them it would prevent his regen?
Sounds like a team might be the only answer if there is no specific workaround other than DPS.
Oh and do most of the missions have such troublesome foes? -
