My issue is even as a LT destroyer boss types, the "Big Dogs", take multiple applications of mez. A dominator under domination would probably be fine, but a controller at best gets a few seconds of mez if you stack it enough.
If they're boss level, it's pretty much impossible. Spamming my AoE and ST immobilze I can't even root them. -
The dom would garner you less hate if you don't know how to utilize Storm "right" - it has more than a bit of knockback.
But both are good. -
You can triple. Steam pack refreshes in 30 seconds.

Note heroes can use PPPs too, but must first become a villain in order to unlock them.

There is a villain-side sewer trial for low levels in i21.
And that bit on the wiki is wrong from everything I've heard/seen - must be a native to unlock the corresponding EAT. -

You can only get one per strike target week per character (Week starts Tuesday, and in the case of say Positron, which has two TFs, you can run both but will only get 1 notice). Running it additional times gives progress towards badges.
One notice is needed to craft a Rare, and two rares and a Favor are needed to craft a Very Rare alpha slot - and a Favor is 32 shards + 2 Notices.
Once you're done with the Alpha slot, you can break down Notices for threads. -
There is no need for the "L" in that binding of your "I" key.
When binding chord keys as chords, the game ignores L vs R distinctions.
So no difference in game between Shift+I, LShift+I, and RShift+I -

As for why we do things that way, we have solid reasons. I know it's a pain, but it's worth it to us as ops and our members so that we can have a useful channel and still have fun playing even when someone decides to make a complete pancake of themselves.

Going Rogue is required for Incarnates now, but Incarnates are not part of going rogue.
And once free-to-play hits, yes, he will need to sub to get incarnate access. But he will have access to those four powersets as a premium member (although, he won't be able to access Demon Summoning unless he subs, buys access, or gets to the 5th or so reward level - 13 or so reward tokens).
Also, for buying Going rogue now, he gets two extra character slots and will receive a bonus reward token when freedom launches. -

Work-issue laptop. We use the FAT32 partition for some boot up/backup/recovery stuff that I haven't had time to find a boot cd setup that supports our nics and ntfs blah blah old system blah blah overworked 2 people doing the work of 4 blah blah economy blah.
Might not of been explicitly stated, but I do not recall FAT32 ever being explicitly supported either. -
My guess is it unlocks via the level badges - and praetorians have unique ones that they keep after leaving no matter which alignment.

No, any power set you have access to currently (exception : MMs and Controllers might be locked for you) will be available for a premium account.
The only powers that will be unavailable are Incarnate system powers, and those will merely be grayed out; as a level 30 you won't have any. -

Ninja Run only prevents you from running a toggle travel power, since Inertial Reduction isn't a toggle, there shouldn't be any conflict.
You can't use Combat Jumping or Super Jump with it though, I can personally confirm that for you, as I have several characters with both. -

Broken, when you log in, what's the highest level vet reward you have?
If it's dedicated or above (If i did the math right) you should have the Controller and MM archetypes even if unsubbed in Freedom (needs 13 tokens to unlock, you get 1 per vet badge, 1 extra for each year, 1 for "Rookie" [aka free-tier], and one for having one or more boxed editions) -
