Honest answer, outside of PLing...
Whichever one you enjoy playing the most.
As an aside, my choice for fastest leveling solo would be MM Necro/Dark (other combo's felt slower before SO's) or Brute's.
But that was just for me, I'm sure others will say Dominators or Stalkers based on their personal experiences.
So, whichever one will get you to log on the most and play just a bit longer each time.

i agree with maestro - brute, mm, or even stalker. i dont think doms or corrs will do what you want from 1-20
i'd like to add though - you should look for an active and friendly villain group who can help you with things like this. that can help you learn to be a better player and if need be, may even powerlevel you to 20 (really can take as little as 20mins).
i would encourage you though to experience the content outside of the farms, theres a lot of great stuff - especially villainside

To unlock VEATS you must level a toon to 20 which started as a Villain in the Rogue Isles
To unlock Khelds you must level a toon to 20 which started as a Hero in Paragon City
To unlock a PEAT you probably need to level a toon to 20 which started as a Praetorian and then wait for PEATS to be introduced
which will probably happen at some stage but isn't in I21 - expect it much later.

Deadly Doc 50 Dark/Dark Corr
and lots more on Pinnacle,Union and Defiant

and AE missions are the ones that are user created right? I cant find anything on the brute forums, but maybe I dont know what to look for,

Tramp/Easy Scrapper. Or Claws/Regen as an alternative...Just make sure to always have a nearly naked Avatar with cat features and your "Flirt" Toggle always on, and you should level darn quick...and gain inf too.
1. Make any villain.
2. When I21 launches, play the new Sewer Trial.
3. 20 levels later, make a VEAT.

Outside of farming, a Claws Brute will still be up there along with a Fire/Dark Corr.

Mairenn MacGregor is moving to the RI?
Because, as it stands now, you can only unlock a VEAT if you start an AT in the Rogue Isles and play the toon to level 20 while never leaving the Rogue Isles.
But the Sewer Trial is only playable blueside.
Is any of this changing for i21?
(I know in i21 you will essentially start all toons in Galaxy [except for Praetorians] but at the end of the tutorial, you are given the choice of continuing in Paragon City or moving to the Rogue Isles. If you are suggesting the OP start a villain AT in Galaxy and choose to stay in Paragon, I don't think this will unlock VEAT's.)
Note: I haven't confirmed this, but the wiki says that if you start a villain AT as a Praetorian and then move to the Rogue Isles when you leave Praetoria at level 20, then that will unlock VEATs. Can any one confirm this?

There is a villain-side sewer trial for low levels in i21.
And that bit on the wiki is wrong from everything I've heard/seen - must be a native to unlock the corresponding EAT.
