Question about Going Rogue purchase
Yup! The devs have said Incarnate is for VIPs only.
Going Rogue is required for Incarnates now, but Incarnates are not part of going rogue.
And once free-to-play hits, yes, he will need to sub to get incarnate access. But he will have access to those four powersets as a premium member (although, he won't be able to access Demon Summoning unless he subs, buys access, or gets to the 5th or so reward level - 13 or so reward tokens).
Also, for buying Going rogue now, he gets two extra character slots and will receive a bonus reward token when freedom launches.

And to note, he will still have access to Praetoria if he doesn't subscribe. Which is what you said he was largely interested in. Praetoria and Incarnates are not the same thing.
Indeed, given how long it can take some people even to get to 50, he could be quite happy for months playing the free game, and only end up subscribing when he gets to 50 and wants to do the Incarnate content.
And by the way, if you haven't already bought it yet, I'd advise getting him the $1.99 Freedom sale purchase that's going on through the end of the month, then Going Rogue. That will give him another month of paid play and another $5 worth of Paragon Points to spend. But you have to get the $1.99 first. (And since there's no way of gifting those serials, you'd basically have to create his account for him, give him the userID and PW, and tell him to change it.)
On the plus side, you can gift the Going Rogue CE - via steam.

Hi guys.
I have a friend who'd like to become a Premium player on the game, but has been interested in the Praetorian side of the game, so I advised them to buy the Going Rogue expansion and take the free month of game play. I still get confused about this stuff, so when his free month expires, does he lose access to the Incarnate portion of the game even though that is included in the system (as I recall)?
I just want to clarify things for my friend so I'm not giving him the bum steer.
