(That way you can't use your CC to buy an item....like a VIP Sub, and then pass the serial to your friend instead of putting it on your own account.) -
Part of it is because the system was set up for when all of NCSoft's games were not Free to Play - and had boxes in the stores. It is (in part) an anti-theft thing.
Also they hope you forget to cancel if you don't like it so they can keep you subbed but all the businesses do that. -

Content that drops threads can drop shards (at least I feel like I've gotten Shards in some of the early iTrials). However, the new DA zone does not drop shards, and only drops threads. -
Traditionally procs slotted into pets fired for every applicable power (to-hit debuff procs in to-hit debuffing powers, etc.).
So in theory,each of the VS's attackws would have a chance, and it would vary on each attack's recharge.
Or not work at all because they are not marked to be "ATO" powers. -
To be fair, a global accuracy buff is something kinda new. It wasn't until Issue 4 at earliest, but I think it was still later than that. It was when they changed/nerfed Focused Accuracy (which was originally all To-Hit).

Are we talking changing the color of an entire object to a single other color, or are complex patterns possible? Could he change the color of just part of an object or does it have to be the whole thing? How long does it take to complete the effect? Can it be updated rapidly, or even animated?
If he has finer control over it than just "Red square is now blue" then while sure it's not a great "superhero" power, it could be incredibly useful for artistic endeavors.

Each lore pet on a different tier is a different pet even if it shows up on a lower tier.
Now if you go from Lore Slot to Lore Abilities (linked at the bottom), you will get a nice chart with checkmarks and such listing what you get and with what bonuses if any.
Click the title (Ally, Core Ally, etc) and it will take you to a more detailed listing such as this one for the Carnival Partial Core Improved Ally -
Hit Check Roll = (1+Accuracy) * [(Base ToHit + ToHit Buffs) - Defense]
Isn't this more correct? As your example would have acc multiplying by to-hit before the defense is accounted for. -

Also note it's an average proc rate. It's not hard capped at Xprocs/minute.
