QoL changes are easier to FIND than the cause of a bug?
Bugs are weird. A minor tweak to a completely unrelated power could be causing the problems you mention here. The only way to find it is to either A) search every single line of code in the game until you find it, or B) get lucky and stumble across it while you're doing something else.
He is talking about flags on powers which have been improperly set, i.e. probably overlooked. Most of them are simply ignoring diminishing returns, which should simply be entering a number in a column or drop down for the power definition if power creation has been properly set up. One of the others is Defender TK, which still simply has an effect it shouldn't in pvp zones, probably because it was overlooked for removal when it was ported to pvp. -

Mac, Uber, Falcon and I crashed at least 15-20 times at the market last night in an hour. Seemed to be just from clicking on stuff, as little as 3 times. Wondering if it might be load related.
Also crashed a couple times fiddling with the ultra options to get best frame rate, and locked up tabbing back in twice. -
A 50 will work if you mal below 47.
Most proc's do, its the set bonus IO's that don't. -
you are typing /screenshotui 1 beforehand?
That should take a screenshot of whatever is actually displayed on the screen, rather than just the game world. -
Too bad, that badge would go well with the 90 or 99% virtually undebuffable DR the greens seem to have picked up on the hamidon mission.

Follow up requires you to hit with to use which means: a) you could miss, b) you have to hit with it first, to buff your better attacks so your damage is delayed c) only silly players will let you stack follow up off them.

The same applies to evic, sorta. What it gains from long animation it loses because it is aoe, if you want to think of it like that.
Sadly, slash loses a lot over its pve damage. -
That is a lot of inf for it to be completely missing or severely lacking stuff that make or break a high end pvp build against good players.

They generated more threat. Its pretty easy to do for a wp, shield or inv scrapper with their aura going, esp if they attack and you have the equivilent of <2 durations in your taunt, aren't attacking, and are standing back a ways. Slotting taunt up is the quickest fix, attacking, either with a ranged attack or in melee (run invince if you melee) and moving closer help if you already have it slotted up.

I did 350 for 12 minutes. It fixed it, but it only lasted about two weeks.
The lead and plastic vapors weren't too bad, but you definitely want good ventilation.

This sounds like it *might* work. Its a project supported by Novell that is porting .net to various other operating systems including OSX. They claim binary compatibility with windows produced .net programs, though it doesn't look like they have everything in .net implemented yet.

Either the bug that let people come into PD hostile to the other faction or the bug that let people enter door missions the other faction owned and become hostile.
The first, a blaster started attacking vills in PD. I sk'd a friend on a brute and some other people buffed him up. He then proceeded to wipe the floor with the blaster repeatedly.
The second, someone got his second accound stalker and a friends stalker into a hero mission. They were randomly inviting people to do the mission, then ganking them. They made the mistake of inviting Pum and myself. The ensuing antics were quite entertaining. -
I don't see it on your list, but Steam seems to make a copy of svchost use cpu and bandwidth like that when it checks for updates to itself. However, force killing Steam doesnt cause it to go away. Svchost keeps using a lot of resources for a little while afterwords.

I haven't really touched my 3000 hour, ~670 badge EM tank since the change. Rather miss playing it.
I lost a bit of DPS, but the set lost its fun factor more than anything. Queue up ET and TF by pushing all of two buttons and then you have 6+ seconds to twiddle your thumbs.
Run with a good team and maybe get two or three attacks off per group if you pick out bosses. Higher level stuff won't even land before its dead. Not a great contribution on top of the set being mostly waiting around.
As Uber mentioned, the waiting around means you can't do other things. Enough damage can occur in 3 seconds to make things a bit interesting, esp on defense based sets if you have a few bad rolls.
What really chaps my bits is that shield charge got buffed for several AT's after ET got 'adjusted'. ET was stupid high DPA, but the damage per recharge time is still way below anything AoE that hits multiple foes. As team size increases, EM got worse. In the time it took to ET twice and kill two minions, you could foot stomp twice or something and kill them all. 4 ET's and you could shield charge twice and kill all minions in two groups. Sure, it was nice for beating on AVs or something, but time v reward on that is a joke.
It was really good for pvp, for a melee set. Which meant it was the one only tank/brute set capable of potentially killing a good player in an open match at high level. It was a bit rough on unexperienced players, and the 1s follow up to AS was nuts, but that is moot with i13 rules pvp. ET could build a cottage in RV.
I would go for something like losing the stun, having the damage shaved down some, and the self damage increased to get it back to at least a 1.67ish activation time and the fist out animation.
and that is my 2 cents which is worth about that. -
Hm, I am allergic to structure, but that seems like a good idea.
