How about Storm/Ice/Soul and I would skip thunderclap.
and would definately take Freezing Rain, Lightning Storm, Ice Storm, Blizzard
and from soul mastery I would take Power Boost, Dark Embrace, Soul Storm, and then it would be up to you, either summon mistress or soul drain. -
Okay, here is the cheaper version of my build (no PvP IO's) and I was wrong it is 1560 hp, perma AM and perma Hasten.

The "PvP" build is the only build that I run on, it is still a great PvE build, yeah you could sub in Mutation, fallout, and Psychic Tornado for some of the things that you really don't need for PvE like phase, invis., tk and maybe a travel power(even though I am a dual travel power type of person, no matter if it is PvP or PvE and can't stand Fly or TP).
Yeah you wouldn't need all the KB io's but other than that having 1545 hp(with accolades) is always a great thing. I went Cardiac for the alpha slot for the +range(to apply those wonderful debuffs from farther away) and end reduction because with all those toggle debuffs it can be a bit end heavy. Your other incarnates really would be up to you, I am partial to reactive, ion, war works and ageless for the +recharge and +recovery. -
I have to ask the easy question here. Since you are a kin and have a self heal you really don't need to carry many respites, you have fulcrum shift and siphon power so you really don't need to carry any enrages, you have transferrence so you don't need catch a breaths....is it really to hard to have a bunch of break frees in your tray?....tada instant mez protection.

Excellent Power Combo, great debuffer, probably my favorite Defender. Great -to hit, -def, -res, -regen, -speed, -recharge. It is a great AV fighting toon, great addition to any team. A.M. is a great AOE buff of: +recovery, +speed,+recharge,+damage and +res.
Psychic Blast has great range, and Will Dom and TK blast are great powers.
and if you ever think of delving into PvP they are still a very fun toon to take. -
Go with a tank or a km/regen scrapper if you want to make a melee PvP toon

it may be a good PvE build but it would not work out for his GF when she decided to take it into a PvP zone or an arena match.

Ar/EM is not a very good toon for her to start off PvPing with. She chose the best secondary and one of the worst primaries. If you are not too far into lvling it up you should convince her to change it to a Psi/EM.
So my recommendation would be for her and you to first check the PvP forums and look at the threads about blaster builds and and questions there about all things PvP and if Dahjee answers any of those questions...well lets just say don't listen to the answer. -
Horrible Idea, why do you think that in every organized league since the ability to turn off TS that the standard is TS off............oh that's right, it is because the movement speed was one of the major things that sat this game's PvP apart from other MMO's.

#1 get sharks,
#2 get stealth io, and concealment pool,
#3 defense based sets are crap but since all you will be doing is sharking and asing people then evading to get back into hide you should be fine,

What changes do we need?
All of the things you have asked have been brought up before to the people who could make the changes. They were mostly ignored and the biggest problem now is since there are so very few of us left, the devs just don't want to put the time into fixing the things that are broken, even the smallest of things like getting the show match results button to work again for arena matches that have completed. So change/fixing anything bigger just seems like it will just never happen. The devs would rather add animal emotes, fix little costume things like capes not flapping in the wind correctly when a character flies or make rainbow auras, etc, than put time into PvP fixes but whatever, read through those 3 threads and you will have the answers to most of the questions you have asked.
Another contributing factor is that the majority of PvEr's do not want to, nor will try PvP because their superman clone gets killed by something, and that should not happen to their superman clone because his back story says that he is unkillable..... -
In an earlier post you said that maybe you would re-make it as a Fire/Energy blaster. Well so far that has been one of the smartest things you have said. Absolutely nothing wrong with a Fire/Energy blaster.

I wouldn't waste my time with Ice Blast, it is at the bottom of the list for being at all viable in PvP, the damage is laughable, especially BiB, the "slow" secondary effect is pretty much non-existant....so yeah, wouldn't waste the time or money in IOing it out.

Your hp is low, your kb prot is low, boost range doesn't stack so you only need 1 recharge red. IO in it, same with phase shift with the no phase timer 1 recharge red IO is all you need, and really a flying blaster is worthless, pretty much no threat whatsoever. You are easily webbed and taken out of the air, you really can't pursue or really evade effectively but w/e rows your boat.
Also you need to get your +hp accolades, and I would go with cardiac for the +range and end reduction, and if you want you could go with rebirth for a big heal and the +hp to put you at the hp cap. Sooo here ya go I tweaked your build a bit.

You can have a add a pain or sub a pain for an Emp to enforce morale someone in tk to get them out of it but w/e damage, damage, damage. -
I tweaked that build a bit, mostly left the powers alone, changed the order a bit, so that acro would be available in SC. (why SC I really don't understand but w/e)
A couple of things about the above build:
#1 that build needs way more kb protection
#2 needs more +hp
sooo I played with it a little, didn't put any PvPIO's in the build but changed the slotting of multiple things. Now it has 41kb and 1537 hp(with all the accolades), if I was building it, I would not take the fighting pool and would take concealment and arrange it so that I had phase in SC(if that is where you prefer to PvP), but the build as posted is just modified from the above build with no power changes.
