*Slot Nova at least with two... I have a Fly stealth proc in mine.
*Move Stamina back to level 28 and above, because you won't need it till you're in human form alot.
*Quantum Shield, I would likely pick something else. Its not that its a bad power, but if you get into a situation when you need a high defense, just go dwarf.
*Combat Jumping, unless its a mule for LoTG 7% recharge proc alone... I would drop it, again you got dwarf form.
*Stealth, same as Combat Jump but this time having Nova/Fly stealth proc.
*White Dwarf, you want it at 20th lvl.

As for your Nova powers... I would say over-slotted in my opinion. Max I would go is four, with a Achilles-ResDed% in anything that can take it. And your IOs sets are pretty expensive, I would go more with a mid range price set.

White Dwarf... you need some slots in them, say a total of 5 between the first 3 powers. And put some Res in White Dwarf power itself... its nice to be able to have it as a panic button or back-up team tank.
well the entire build was centered around being perma hasten/DP at max level and retaining as much of it as possible when ex'd (which is why nova is over slotted since i figure is what i'll be running most in low level tfs). cj and stealth are both set mules.

all of the IOs used i've already got, not like its hard to make money in this game.

all I had planned to use dwarf for was mez prot and another heal the damage for the powers are meh and i planned to run nova from, say, 30 below and human from 30 above. unless im missing something with dwarf, why would i slot it?

this is what i've come up with so far, its kinda expensive, but im still not sure if i'd be better off to roll like an FA/shield and invest the money there.

but my goal is to get a toon that is really good at ex'ing.

Anyways... while I could, and did scroll through the first three pages of this forum, I did see 4 /regen and two katana/ threads. But that doesn't mean I can take the katan/ portion, and a /regen portion mush them together and get the end result I'm looking for with is a good build that works together. One of those might focus on defense, while the other focuses on +recharge, and then I end up with a lackluster build.
actually yes you can. no regen build focuses on defense, no regen build really focuses on rech. when i said every regen and every blaster builds were the same, i was being quite literal in that every build is the same. and if they aren't the same, the advice given in those threads will be to make those builds look like the cookie cutter builds that everyone uses because, like i said, trying to be a different snow flake would be gimping yourself. thanks i13.

so, yes, you actually could take a /regen out of a regen build on here and the kat/ out, put them together and probably get a decent build. at the very least, you could do this, and be much better off than you are right now and give people giving you advice an easier job with a build already done.

Also, is there a point to getting phase beyond giving myself a few moments to not be attacked? I thought I heard that if two people are phased, then they can still attack eachother. Or was this never put in if I did actually hear about it? Sharks... well that'll have to wait until after GR drops, and if I want to take him redside at all.
leadership is for tactic's perception, ss and sj are to move around, yes you need both. any arena play you'll do will have TS off, and it'll be much easier to hit kiting targets if you are also kiting (rather its harder to hit kiting targets if you aren't). basically you have both to be as fast as possible in spite of TS which does a pretty good job of slowing you down.

you're going to want phase because its an exit power. yes, two phased people can attack each other, but very rarely (never) will you have someone phase just to kill you. you'll be phased for 30 seconds which is great for getting away and avoiding spikes since barely any blasters will have phase.

you want sharks. they do hax damage from range in one burst. especially when they crit. and you get hiber in the set as well. with hiber/phase/heals/mog, you literally will never die. its worth taking the toon redside for and back (which i think alltogether going full vill and back is no more than a week, probably less)

shout hits hard, and the -res sets up damage for everyone attacking said target. and scream scourging is nice. even if you go fire, i wouldn't take the snipe(short of a set mule)

blasters can spike from 150 range, scraps can't die and can spike a little bit with sharks. take your pick.

I got it though, ppl are pissed about the state of PvP and I can appreciate that. Since I just do casual PvP b/c I'm not around much, I was looking for something more along the lines of "I tried out Elec/Elec Doms and dug em" as opposed to "stick with Regens & Psi/EMs along with everyone else".
if the game had a system which allowed for people to use anything other than fotm toons and still be fun and prosper because they have more skill than someone playing an OP regen or blaster, then ya that would have been the case.

you can make a elec/elec dom, but you're gonna get wrekt walking into zone/arena where everyone else is using the fotm stuff which i don't think is what you're looking for. if it makes you feel better scraps get stalk broken patrons so the answer was technically correct?

you should, with all the brilliant info he gives out about everything, he's the 1337 pvper

not really. to get into the pvp you have to read the patch notes for the broken system so you atleast no why your pve build sucks, have a F**K ton of influence, and have a half decent build(especially as a regen) which can be found via search/looking back 3 pages.

perhaps, but thats only if you have the potential to have fun in a system that is next to impossible to understand and gets absolutely no support in terms of bug fixes or new stuff.
my disdain for the pvp changes is obvious (did i come on too strong?) but the build advice still stands. with the new APP/PPP cross overs, there is really no point in rolling anything other than a regen/blaster. and regen is stupid easy to play. assuming you have the right pools(taking anything else would be gimping yourself) the minor details of the build can be found agian by using search.

EDIT: looking down this first page and the last 2 pages, there were 6 regen advice/build threads that could be looked at. i put the emphasis on searching because since the changes, every build is the same, just change out the primary.

guys, its ok. he's only been wrong one time in four years.

the only logical conclusion is that spines/shield is possible now.

you wouldn't be perma hasten anyway. DR would hit your recharge around 70ish. both perma hasten and perma DP are nonexistent in pvp.

because vigilance and any scaling end discount mechanic is completely pointless and not worth the time for a decent buff that requires thought.

i'd probably switch out the pana's for doc wounds and use the glad strike proc in gfs than a mako quad.

and slot char for damage. or wait till gr and take levi which is what you should be doing anyway.
