    AT for an Angel

Scrappers do better damage with Shields. They get more damage from Shield Charge (something to do with it being a pseudo-pet), and get a bigger bonus from Against All Odds.

I don't know if bs/shield//shield/bs is any good, i am just wondering which AT to go with for him.
BS/Shield is good. I have an angel named Divine Wrath who is Fire/Shield; she looks appropriately wrathy with her white Fire Sword.

Many are speculating that this will work like a Brute's "fury bar" where you will build a certain amount of momentum that will decrease over time when you are not attacking.
    Here's some Titan weapon information:

EDIT: And here's the concept art:

  3. To quote someone who knows me in-game: "I detect skulls. Blade is here."

I use the chains a lot too. Arm chains, leg chains, chest chains, neck chains...

Actually BaB, who would have known, said that it would take either a really huge effort or for someone to find some clever workaround like they did for custom weapons. No one ever found that clever workaround, so BaB and his people put in the required huge effort and here we are with mostly customizable powers.

Nope, same values as always plus as said you get all four power in the pool for free.

The cap got nerfed, but in return Fury decays more slowly so it's easier to maintain.

Well, I'm not really that but I'll mention that Dominators got a detailed rebalancing. The damage bonus was removed from Domination and made inherent, and various powers had their damage changed. Power Push and TK Thrust are now heavy hitters, Psychic Shockwave was "nerfed" and the rest of the Psychic Assault set buffed (no more waiting till 38 to have a serous attack), etc. All in all they play a lot better now.

    Rocket Boards?

Earth, ice, lightning, fire, darkness, light, steampunk hoverplatform, crystal, giant bird, some Rularuu-ish monstrosity*; there's all sorts of potential flying platforms that could be made now that the basic animations exist.

    * I picture something you stand on shaped like a stingray with a great big eye in front. A good themed transport for sorcerers & Lovecraftian horrors.

Vigilante: Insert a bomb into the ball powerful enough to kill everyone there to ensure that you get the villains even if the Phalanx dies too. Sacrifices Had to Be Made.

Rogue: You are hired by Arachnos to insert a bomb targeted to blow up the Phalanx, but switch it to blow up the Arachnos team instead when Manticore pays you off.

Yes; "no new art/animations" was a key component in what did and didn't get ported this round.

We chose Ice Armor this time around as it was a fun and thematically interesting power set and it was the only option that didn’t require substantial art time. Since our talented artists are working their rear ends off making content in Issue 21 shine, this round of Power Set Proliferation required that there would be no art time used.

"Traditional DPS role". Hero archetypes hew closer to the old Tank/Healer/DPS "Holy Trinity". If you assume that you're always going to have a tank and a healer/buffer along then a glass cannon makes more sense.

The new version doesn't change your shape. There's complaints in the Kheldian forum in fact that there's no more reason to take Nova form, even though new Lightform carries over to Dwarf and Nova.

Fallout and Black Hole both come at 35, I'd certainly prefer an Ancillary Pool power over either of those. And Traps has Detonator/Time Bomb at 38.

  22. I'm considering re-rolling Clockstopper my Clockwork Mace/Shield brute as a scrapper; I'm not sure if the improved damage from scrapper Shield Charge will be worth it though.

I took both on my Elec/Psi. I also took the single target immobilize, both to deal with runners and because it has -kb, which means I don't knock my target out of Static Field with TK Thrust unless I want to. The AoE immobilize doesn't have -kb, by the way.

    • Luminous Blast
      • Build Up has been renamed "Inner Light". It now grants a large damage and ToHit bonus for 10 seconds, and then a moderate damage and ToHit bonus for 20 seconds thereafter, for a total of 30 seconds of boosted damage.
      • Photon Seekers cooldown has been reduced from 300 seconds to 180 seconds.
    • Luminous Aura : Quantum Acceleration
      • Added a new power available at level 24: Quantum Acceleration.
      • Quantum Acceleration is similar to Afterburner.
      • This allows Peacebringers to select this power if they wish.
      • This power now provides a moderate amount of defense, improved flight control, and -fly protection, but has a 30 second cooldown once toggled off. This power can now accept Defense enhancements, IOs and Defense set IOs.
      • This power will no longer allow the user to fly unless the user has a flight power active.
      • This power's long help now clarifies that this power's flight protection is only granted while Combat Flight, Energy Flight, Quantum Flight or Group Energy Flight is active.
    • Light Form has been redesigned. Its cooldown has been lowered from 1000 seconds to 300 seconds, but its duration has been reduced to 90 seconds to match that of Eclipse. The recovery bonus from the power and the status protection from the power have been moderately reduced to compensate for the drastic increase in uptime now possible. Additionally, Light Form now persists when activating White Dwarf or Bright Nova.
    • White Dwarf now protects you from status effects as soon as its animation begins, preventing the power from being interrupted.
    • Solar Flare and White Dwarf Flare are now generated by the Peacebringer's hands instead of their feet, and can now be used while in midair.

    Warshades
    • Umbral Aura : Shadow Slip
      • Added a new power available at level 24: Shadow Slip
      • Shadow Slip is similar to Long Range Teleportation.
      • This allows Warshades to select this power if they wish.
      • Decreased this power's interrupt time from 13 seconds to 10 seconds and decreased its recharge from 450 seconds to 300 seconds.
    • Black Dwarf now protects you from status effects as soon as its animation begins, preventing the power from being interrupted.
    • Shadow Cloak - This power has been updated to reflect changes to power pool Stealth that have occurred since it was made. It now provides defense to all types of damage, rather than just positional defense, and half of the defense bonus now suppresses while in combat.
