If you were to roll only for BotZ, I would recommend 10-14 range. It gives more chances for BotZ than any other range. There is also good chance to get Basilisk, Shiled Breaker, Eradication and Theft of Essence.
You might want to split 50%-50% between 10-14 and 35-39 ranges -
I'm just wondering whether Caleb has no despawn ability (similar to Winter Lord and Hami). In that case, once spawned, he will float in the air and laugh at your attempts to spawn him again. Given that player needs to be not farther than 100 feet away or so to spot him, it can be the case of why you were having problems to spawn him.

I have around 20-30 respec recipes across my 8 toons, with highest holding 7 recipes. I never bought or sold any of respec recipes, maybe used 1-2 though. The number of purples drops I got in the game is in hundreds... -

However, when this sort of thing happened in the next mission, and the next, I started to wonder.
1. Location bound. Ambush is bound to location where player was at the moment ambush been triggered. These ambushes are very easy to avoid in majority cases. You can just move from that location and watch the ambush just standing there doing nothing. Examples: all (or almost all) longbow ambushes, ambushes on 2nd mission of ITF, ambushes on Nemesis platform map, etc.
2. Player(s) bound. These ambushes will chase you through whole map and even get through elevators to chase you on different floors. You cannot avoid these ambushes. You either have to fight them or outrun them and complete mission objective before they can catch up with you.
Examples: 4th mission of STF, majority of ambushes on Dr. Q, etc. -
bind or macro "targetcustomnext consig" is very helpful to target Family bosses in St. Mart

I can't remember ever seeing something like that, but of course it's quite possible that I missed the occurrences the streakbreaker actually had to do something for me. (I don't watch the combat log all the time...)
Does anybody have a record of such an event (a power being declared autohit even though it usually isn't)?

Not sure about snipers - I think they may have longer perception range, but capped stealth helps there, but don't quote me on them.

Part of the problem that I am seeing (and I've petitioned this several times) is that I'm receiving a "double" roll for a single hit. The controller power, Deceive, shows this the best--but I've seen it scattered across a few other powersets as well. If you try to deceive a target, you get this on the hit roll screen:
MISSED Possessed Scientist!! Your Deceive power had a 20.00% chance to hit, you rolled a 87.69.
HIT Possessed Scientist! Your Deceive power had a 95.00% chance to hit, you rolled a 65.89.
That result comes from ONE use of the power on one target. So which one is the correct one? This is another reason why I believe the counter is skewed... if both are being registered--or even one counting while the other is "dismissed"--you can't tell me that it won't affect the results. -
There are two other areas where you can find Family bosses (albeit these areas aren't as good as St.Mart and PO):
Nerva - around ferry. Both Consiglierie and Underboss count toward Gangbuster badge.
Sharks - around Villa Requin. -
Maybe it is somehow related to leveling up? A far as I heard, there are different level bands for tip missions. Is it possible you crossed the level band?

You DON'T HAVE TO do it. You can keep your merits from 1st reinforcement, and get A-merits starting from 2nd reinforcement.
2. As far as whether you getting 50 merits again after full circle on the 1st reinforcement or not, I don't have answer for that. But I'd expect that 1st reinforcement always gives you 50 merits ( 30 for vigilante and rogue ) -

So clearly prior to this morning something was broken with Vigilantes and Rogues regarding them.
In all other instances (the latest was yesterday MoSTF started and led by Rogue) we haven't had any problems.
PvPing on mixed team in "board train" missions is different story altogether, and to make it happening you need to make rogue enter mission from any non-blue side zone. -

Vigilante CAN participate and even START red side SFs. Rogue CAN participate and even START blue side TFs. -
So, PvPing in "Board Train" missions isn't fixed yet?

I got them on Sis Psyche TF. I wouldn't say they were hard, but rather extremely annoying. It seemed they were rezzing 100% of the time.
