I believe so, but only for as much hit points as you have. You may get hit with three Brazilian points of damage, but you're only going to get credit for the 452 hit points you just lost.

I do believe that at one point WAAAAAAYYYY back in time, that the full damage counted. If you got hit for 180k pts, you'd get 180k pts progress. This was back when the buildings first came out.
May be mistaken of course.
