According the the wiki, yes:
"This enhancement functions as a set bonus and is always on, even if in a toggle that is turned off or even if the power is greyed out because of exemplaring. However, the bonus of this Special IO is turned off if one exemplars more than three levels below the level of the Special IO itself, unless it's from a PvP Set, in which case, level doesn't matter and it will always work."

Nice, anything having to do with new costume pieces is always cool and I really hope this new face technoloy doesn't mess with the look of the old faces...

as a side note... what is with the confusion index being raised... First we had the whole thing with the MoLambda badge issue... they said one thing but meant another then changed that... Now this? I hope this is NOT a pattern beging formed O_o -

Question here: are you using "team 1" as an example case here, or is that really a set rule and team 2 and 3 don't apply? I assumed it didn't matter what team you were on, the rules applied regardless? -
As most of you know, -If you are part of a League and you are on team 1, you are not able to use skills like veng and fulcrum shift on other teams within that League... I'm sure this has been mentioned, my question here is, do you guys think this is would be broken if it were to change and allow you to use such skils on other teams within that League?
Note: I'm not sure if fulcrum shift doesn't work on toons that are not on your team but I would imagine it doesn't -

We didn't get it on the first run. Marauder was down to 4% when we ran out of time. The second run through was quite the success. I think we had over 1min to go when we defeated him.
I'd also like to thank the bugged Lambda Looter badge for rewarding the Antacid and Well Stocked badges.I don't plan on actively trying for the MoLambda again once they fix the bug.

People bought the emote booster pack so I'm pretty sure they would buy this was well.
I know I would, I have spent a number of hours working on the sg base and for me it's been a fun way to be creative sort a break from the grind... I have seen a number of bases that are cool and some others... not so much, but it is what it is... as far as seeing this come to be? Not likley, at the Boston meet and greet I asked posi about any plans for bases and unless I misread his responce, the look I got was simular to telling someone they take their own sister to the prom as their date... O_o
I'd have to say bases are at the bottom of the to do list, just under pvp.... -

I think some people are missing the point of Mo runs... it's NOT to make it difficult to get per say... it's to promote working together as a TEAM... which is what you need to do in order to be successful... atleast the new ones are designed like that... the old ones are more or less juggling eggs with boxing gloves on trying not to break them

I was actually quite impressed that we got it done on the second run with a LOT of time left on the clock. Over 5 minutes if I recall. -
Got it last night... Thanks to Zartain for leading it, and beerpig and the rest of the league... who totally kicked asss and stuck with it...and of course can't forget the badge seni "Beefcake" for his help as well O_o

Yesterday after I downloaded the patch had to agree to a new thingamagig which mentioned Ncoin, I believe these were used in the game EXteel to buy in game items.
Since Exteel is no more I was wondering will Ncoins be used in City of heroes in the future?
anyone have any word on this in general?
