Wanted to explain the reasons for changing Burn...
It became apparent that Burn was the trump power...with it, a Tanker needed to do nothing else. He could lay down a Burn patch and Taunt foes in and out of it. The damage was so great that the Burn patch itself would do the defeating; the Tanker only needed to hit Taunt.
The question has come up - "what's the point of Burn now?" Well, it still offers Immobilization defense (we're actually going to increase that duration). And Burn does do a lot of damage. Taunt alone might not bring mobs into Burn continually, but stunning, holding, immobilizing mobs in Burn is just plain devastating.

It's most likely been said many times before, but we shouldn't need teammates to be able to use our powers effectively. For a second I thought you guys had fixed disorient, then I went and played the game, and NOPE! It still doesn't work properly. Disoriented villains can still fly, superjump, and moonwalk out of burn patches. Not that pre-40s non-ice tanks could really immobilize or hold villains anyway. So, yes, burn sucks now. At least that's 5 slots I can put back into powers that won't scare the bad guys away. -
Aha! So Manticore is the one I should be pestering about licensing an official City of Heroes ZBoard .
Done. -

The only reason I even made this board was to get my 1 star back.

Thanks for the heads up. It's nice to get this kind of reassurance that you guys do pay attention and fix problems.

ToHit Buffs, ToHit Debuffs and Defense Debuffs are 33.3% @ SO level. The only 20% ones are Resistance, Defense Buff, Range and Cone Range.
[/ QUOTE ]
Are you sure? 33% seems way overpowered for something like those. Can only buff defense by 20% each SO but can debuff it by 33% (rinse repeat with others)? For some reason that doesnt feel right but I could be wrong. If so, ill have to do 2.0.1
[/ QUOTE ]
I don't have the numbers so this could be completely off but if the base values for damage resistance and defense debuff powers are across the board significantly lower than having debuffs operate at 1/3 instead of 1/5 wouldn't be too overpowered. Plus it's typically a lot easier to kill someone running a debuff toggle than someone running Unyielding or something similar. -
All existing characters were given a free respec shortly after issue 3 came out. Since the devs didn't want 375+ heroes cramming into the hero corp building in GC (if you'd seen what happened on test you'd know why, man what a mess) they added the slash command that works ONLY for the free respec. All earned respecs must be redeemed in person with Jack Wolfe.

I just go tthat stupid mission after the patch, no timer. I wish there was. I've defeated shadowhunter at least 3 times already, I'm sick of him. I clicked all the bones and he was just as difficult as every otehr time I fought him. No, this isn't going to effect anyone's chances at getting the praetorian badge, you can very easily fight every single praetorian AV 3 times just by doing your own missions, let alone helping other people out.

OK, the new me. From My sisters wedding
I may post a bigger, better, faster, more version later.
But probably not. -

Current ST is just a fun way to get killed while also borking your team.
[/ QUOTE ]
No it isn't. It may need some tweaks currently but I've seen illusionists use it with brutal effectiveness both before and after I3. It's situational to be sure, but far from useless. I think I've seen it most effectively used in the respec trial. -

Cheesy Tactic #2 no longer works as mob sizes now scale up when you go up an elevator/leave the immediate area where you were when you added more people.
[/ QUOTE ]
Hmmm... that does make it a lot more difficult as well as risky to try, but its' still possible. Go through the first floor (or two) solo until you figure out where the capsule is. Begin recruiting while taking great care not to aggro the bad guys. With the enhanced seek team feature this is still possible "/t $target, I'm having trouble with the last room of my cape mission can you come help?". They've made it quite abit more challenging, but not entirely impossible. Powers that have stealth/invisibility components can make this easier. Just makes CT #1 tha tmuch more attractive. -
Cheesey tactic #1-Recruit one(or more) high level (at least 5 levels higher than you) damage dealer to basically do it for you. Not fun in the least, but if you've failed it 3 times in a row, you may be frustrated enough to go this route.
Pros : Almost a guaranteed success. As long as the highbie has any clue of how to do it, they shouldn't have any problem locating the capsule and dispatching the bad guys in the immediate area, and then clearing the rest of the mission.
Cons : Some people in the 30+ levels have an inflated sense of self-importance and may charge for their services or even flat out refuse. They may also ridicule you for even asking. It's just one mission and can be very difficult for certain archetypes and builds.
Cheesey tactic #2-Get the time capsule mission, enter the mission to set the number of bad guys, then recruit help, thus increasing your firepower without increasing the amount of opposition. Reduced for reduced reward, not an entirely bad way to go about it. This can also be combined with cheesey tactic 1 for compound cheesiness.
Pros :Just adding one person after the mission start is like dialing down the difficulty by half a notch. As long as they're still close to you in level, they will still face the same basic threat from the bad guys, there just won't be quite as many bad guys to face. You will still gain some experience.
Cons : In the past there have been bugs where the attackers began assaulting the the time capsule immediately after the mission was started. IE: 2 minutes into the first room when you are nowhere near the capsule you'd get kicked with a mission failure announcement. This method increases your susceptability to this type of bug. While this bug was fixed some time ago, it keeps rearing it's head in similar tped missions. And considering the amount of regressive bugs that popped up in issue 3 this method should always be undertaken with these facts in mind. Nothing is guaranteeed.
General Strategies-Whether you've chosen to use the cheesey tactics above or just want to go at it the way the devs intended, here are some things to think about when attempting it and/or recruiting assistance. One of my favorite rules of combat and it's quickly becoming my mantra is "knockback has some very good uses; an enemy on it's back is an enemy that can't attack you." Meditate on this. Headsplitter, force bolt, the battle axe powerset, shockwave, air superiority, Energy Blasters in their entirety are all granted increased usefullness on this mission.
In all my attempts on this mission (at least 6 successful and 1 failure, maybe more of each) I have never been killed. Well, ok, on one successful one, but that was a fluke on both counts. Drawing aggro to yourself to keep it off the capsule can be a good way of managing things. I shouldn't have to tell tanks to taunt but for some reason there are a lot of scrappers who don't take confront (taunt's new name) or just don't use it. In protect missions like this (and also the terra volta trial, the war wall badge mission, etc.) managing aggro is not a bad way to achieve your objective of keeping the enemy from destroying the target. The best way of course being to reduce their hit points to zero as fast as possible thus preventing them from doing anything. Holds and sleeps from conrollers should again be a no brainer, so let me just re-emphasize that point.
Debatable powers. There are some powers out htere that have situational uses. Some people say these powers suck. I say these people are not very creative or imaginitive. Maybe even just plain ignorant. These powers include Spectral Terror (Illusion control), never a bad power in the latest update it was made even better, slap it down right on top of the capsule and none of the bad guys will want to go near it, no tto mention the new tremble in fear effect. Force bubble for Force Field controllers, turn it on, stand next to the casule and minimize the potential damage it can take. Last I heard you could also put deflection and insulation shield as well as pretty much any other buff on the capsule as well. Repel/Repulsion field/repulsion bomb. Kinetics/FF/FF respectively. Similar to force bubble, accept that anything that closes to melee range is then subjected to knockback, and all the rules that that entails. Unfortunately, once knocked back, they can still use ranged attacks on the capsule. Those are all of my thoughts at the moment, I may add more later. -
[ QUOTE ]
For every positive post about the update (Khelds, Epics, etc.), I bet you can find 5 or 10 showing vehement disapproval. How can that be considered a success? Something needs to change.
[/ QUOTE ]
That's not really indicative of anything other than to further reinforce the known fact that unhappy people are more likelt voice their displeasure than happy people are to give praise.
Myself for example, I've posted several negative comments, but I'm still playing, because I'm still having fun. Yesterday when I was on yet another terrific respec team, I didn't say to myeslef "Wow, this game is so great, I should log off of the mission to praise Statesman and crew on the forums!" I was too busy having fun. When I run into a level 48 arch-villain in an otherwise level 45 mission and get one-shotted by him instantly, I have a few options. I can go right back in and get my [censored] handed to me all over again because there is no way I'm ever going to be able to defeat him one on one. I can look for a team to help me out (for the record, I did, it took several attempts and 4 days to find a team, when I did, we punished that *******) or I can log out, and come here to vent. More and more I'm really trying to stick with option 2 for a while before coming here, but I'm not perfect.
And, yeah, I3 is more challenging, not in a clever "I'm going to have to use my wits to figure out how to nullify those 3 sappers." But in a more "Man, bosses take longer to kill now, this is gettin gboring." kind of way. You're no longer testing my skill, you're testing my patience. -

If this title hint is pointing towards PVP ..well you dont have to be an oracle to see the troubles coming our way. I can already see the turmoil and flames. The second a Scrapper decks a Blaster with a crit or Jack Frost pwnz a Defender -Madre Mio!!!

Man, I can't wait for the b1tch-fest when I chain-hold one with my epic petrifying gaze as a scrapper! And then nail 'em with a crit from dark blast! Yeah, I really shouldn't be fanning the flames of cross-AT hate, especially since my 2nd highest level character is a blaster, but still. -

As for lack of communication from the devs? How dare they?!! How dare they enjoy the holidays with their families after all these months of constant work? Seriously. Lighten up a little. Nobodys perfect.

Jesus tap-dancing christ almighty in a chariot driven sidecar, no one who expects to be taken seriously is saying anything of the sort. Fine, they went on vacation, good, I'm glad they got a break, now, they get back, and ther'es a bunch of data from the test server 'cuz we've been playing the game during this time, and instead of looking at the data (Ok, I don't know, maybe they did and just weren't swayed by it) Instead of addressing the known issue that were posted right before they went on vacation (12/23, in the test are forum, known issues, right there) they just kick it out the door without a word, warts and all. -
How long do known issues that were bugged weeks ago on test need to be live before they get fixed? We know they're bugged. The devs know they're bugged. I'm not a programmer, but honestly, how difficult is it to change the spelling or the text in a power description?

This isn't slipping through the cracks. this is walking through the front door with a neon sign! -
I thought of it, but it just never seemed to fit my playstyle. I like missions, but as long as you're having fun, you're getting your $15/month worth right?
-
So, Yeah this probably should have been started in technical issues instead. However, some of us have received emails from support saying that this is a known issue and is being looked at. Except in rare instances, fixes happen on the test server first. This bug is not listed in the known issues for the test server. (Is there a list of known issues for the live version? After a cursory search I couldn't find anything). So, we can wait and see if it ever gets shoehorned into a live patch. We can post on the technical issues forum and see if it ever gets any notice. Or, we can assume that since it has never been mentioned on the test server, it is likely an issue here as well and should be looked and fixed. We have received confirmation of sorts. Our next best step would be to then actually try to recreate this bug on test. For me it's either that or wait until they change things so that you can exemplar down to do a task force. Since I've already leveled up to 37 I'm going to have to do that on live anyway, but at least I can still see what it's like on test, and make myself useful at the same time.
editted for spelling -

We are aware that this is a problem on Live server. The point of the Training Room however is that it is not the same version as Live.
If this is truely a bug you are concerned about, please test it on the Training Room and see if it is still bugged for you. We have been unable to reproduce this bug Internally with the most recent version, but the point of the Training Room is to see if things will break for the players that will not break for us.
I appreciate those of you who wish to post bugs on this forum, but before you do so, please copy your character over to the Test Server and see if it occurs there also, and if so then post the bug here. Many of the bugs that you find on Live, we are trying to fix on Test and trying it on Test first will let us know if we need to continue looking at it.
Thank you for your assistance,
Vyvyanne

Thank you for the response, but, you do realize what you're askinng us to undertake here in order to verify that it's still a bug on test (when we've seen no mention of it from you guys before in the TR patch notes, annd it is STILL a bug on live). I need to find one of the remaining copies of my character on Test that's still the appropriate level, then I need to find 6 other people to start the TF ad stick with it long enough to get to that mission (it's towards the end of the TF, explaining sme of the bitter disappointment when it's broken) just so that we can file bug reports.
I'll try, but honestly, I've bugged it live both times it failed. -
Sure would be nice if this was added to the known issues on the training room.
-
Happened on liberty to me twice. Bugged. Petitioned. Posted a thread here (somewhere). It's september. Shouldn't the task forces work by now?

So, does anyone know the full list of colors that can be used?
