On your build it should do about ~180 DPS, I think, give or take a few. BU is very helpful and should be used instead of one GC whenever it's up in my opinion.
I think you probably would get better results if you switched to Musculature with Energy as an epic ; CP with one additional slot would be enough to cover endurance, Fire Blast can be replaced by LBE, and switching a few slots around would let you keep E/N capped, although you'd lose some recharge. Despite a small gap in the chain, I'm getting an estimated 20 DPS increase on my spreadsheet, assuming the Musculature Very Rare (+45% damage, 2/3 unaffected by ED), or about ~200 DPS.
You'd need endurance accolades for it to work though, which you turned off in your build (at least it showed up that way when I copypasted the build from here).

Cut the forumically correct crap. Survival isn't the issue, contribution is. Pets being -6, -5 and -4 deal ridiculously low damage, as the purple patch gets exponential fast (efficiency against a +6 foe isn't even a third as against a +4 foe). Even if you're lucky enough to play one of the sets where the tier3 is a damage dealer, your tier1 is essentially useless and your tier2 doesn't fare all that much better. What you're left with is a character doing less damage than a corruptor/defender with weaker buffs/debuffs as well.
Are MMs unplayable? No. Are MMs even bad? No. Still, at some point you've got to draw the line, otherwise relative words mean nothing. If you say MMs are great you're going to have to say any other AT is super double plus great, and that's just stupid. Chanting "everything is awesome, play what you enjoy" over and over isn't anywhere near helpful (and even more than a little patronizing, on several levels) when people are asking for performance advice. So MMs are OKish at the new TFs, but they are definitely not great by any definition of "great" from anyone out of Little League.
On the bright side, the Rare Alpha (which includes a level shift) is coming soon and will do a lot to alleviate these issues. -
If you go through the trouble of having 2 accounts with a dedicated farming alt on one, you might just as well take the few hours it'll take to PL yourself to 50 and buy IOs then.

SM has the DPS to solo AVs without insps or temps (same can be said of every Brute primary, but SM is actually one of the top contenders for ST DPS).
joebartender already highlighted the completely overkill way to solo AVs. If you want something more reasonable that doesn't require wasting thirty minutes to go grab nukes and shivans, the easiest/cheapest way to get a lot out of insps/temps is to buy the envenomed dagger at the market and craft it, possibly also the temp recovery buff if you have end issues, along with a mix of purple and red small inspirations that you buy at vendor (and use a mix of these as to keep the AV floored, which can be just 45% def but will sometimes be more if the AV has tohitbuffs/defense debuffs). With that setup you shouldn't need to build a specific way, just spam attacks in whatever order, envenomed dagger every 5 seconds or so, and most AVs should drop dead fast.
Two few randoms nitpicks : the debuffs don't play a role in DM soloing AVs as tohitdebuffs are heavily resisted by AVs to the point of being negligible. As for pylons, they have about 25% res and you can see the way to calculate DPS based on your time in the scrapper forum topic about it.
It's correct to say the heal plays a big part in DM's AV soloability and it's safe to assume you won't be able to solo many AVs without insps temps if you can't take out a pylon. -

Either way, he's shooting himself in the foot with that rule, SS benefits less from insps than other builds (as you're running at +~405% damage with double stacked rage rather than +~245% on other powersets).

How about this instead, you post a video (raw and unedited footage from mission start to exit, decent resolution so enemy level is clearly distinguishable, influence at start and exit) and we go from there. You're the only one thinking differently so the burden of proof is on you.

If you're running a high-recharge attach chain, the Achilles Heel proc stays up fairly constantly.
Seamless BF -> AS -> SS -> AS = 5.28s, with 2 uses of the Achilles proc.
That's 2*10/5.28 = 3.78 uses per 10 seconds, so given a 20% chance for it to go off, roughly 75% of the time (actually lower than that ingame because it will activate when it is already up, refreshing but effectively "wasting" part of the duration of the previous one).
As for the topic at hand, I'd just swap one AS for NS every two chains, (i.e., BF -> NS -> SS -> AS -> BF -> AS -> SS -> AS, repeat) ; just my gut feeling and not the result of any analysis, but as BF -> AS -> SS -> AS relies heavily on BF and -res proc stacking, I think it's probably better to switch one AS for NS than to throw off the whole pace by adding a NS every two chains. -
The +tohit from rezzes is with WP, and the power has always been like that (players included). My guess is, since it's common to put the Regen rez on farm mobs, people who didn't think twice about it picked any powerset with a rez - ending up with WP and its tohit buffage, amongst over buffs including damage.
It's still very possible to make extremely easy mobs giving full exp in AE as of today. -
And the same bonuses on any other secondary will provide you with a brute doing much more damage.

Adding to what Briarpatch already pointed out, tanking without PA is next to impossible because Challenge by itself simply won't be enough to hold aggro if your team has any competent damage dealer, or simply an invul/shield scrapper, or any brute or tanker.
Basically, the only situations in which you could reliably tank with Challenge would probably be the same situations where you don't need anyone to tank - 8 buff/debuff/control ATs on team, and everyone with ludicrously high stacked stats. -
I got the demon farm (defeat all villains in area) on a recent character about 2-3 weeks ago.

For this particular combo, KM and Shield being both heavily based on self-damage buffing, Scrappers get much more damage out of it thanks to higher base damage and higher damage buff modifiers.
In other words, you don't just want to look at criticals on CS, if anything it's the less important difference between scrappers and brutes (although the more obvious).
At a quick glance, it seems like KM/Shield lets you keep about ~-30% damage on an even-con AV. DN would add ~20% to that making it 50%. A significant increase in survivability, especially added to the larger hit point base and cap and larger resistance cap brutes get ; but against many +0 AVs the extra survivability isn't needed (and the extra damage a scrapper will get can also be translated to survivability, as it implies you'll have to fight for a shorter duration).
Doesn't seem like a question that you can easily answer. Against some AVs, the extra damage will be better. Against some other AVs, the extra survivability will be better. I'd lean towards damage, because while you can get to enough survivability for the task at hand, more damage is always helpful. -
I made an arc where every ally, enemy and even the contact are myself. It was quite fun, but I think my friends enjoyed it more than me - they got to punch me hundred times in just one mission.

If you're not against insp usage and eventually moderate temps (no spending time to get shivans, nukes or stuff, just grabbing what's available on the market - i.e. the very useful envenomed dagger), any scrapper combo will solo most TFs just fine.

40% S/L takes twice as much damage as 45% S/L against S/L foes who don't debuff defense.
I don't think trading 5% S/L def for 5% rech is worth it in your situation. 6.75 seconds is a comfortable overlap already. -

AFAIK there's no step up from Smite MG Smite SL because Smite is your second highest DPA attack.
You need about 335% recharge (235% additional recharge) in MG to make the chain work. You have, roughly (100% base + 70% hasten + 60% global + 80% from enhancements + ~16% from the uncommon affected by ED + ~11% from the uncommon not affected by ED = ) 337%, so it looks like you should be able to run it while Hasten is up. -
Base - 100%
Enhancements - 90%
Set Bonuses - 95%
No Hasten needed. :P -
I don't think I've ever seen a SS character not using Rage outside of a few RPers here and there. If you stopped roleplaying during your farms, you'd probably find an elec/fire brute doesn't come anywhere close to a SS/fire brute ; I'd know, because a casual glance at the numbers can tell anyone so, but also because I have both combos. As usual, ingame experience shows good math is correct.
