  1. After 5 level 25 scrappers I finally decide to take the /Shield road.

I must admit I hesitated a lot with FM/, KM/ or DM/ but I all in all I hope Drain Life and Dark Consumption will make up for le loss of heal and endo /SD comes with. And that /SD will cover the lack of AoE options from DM.

I hope I havent done huge mistakes on my build, I plan on probably skip Dark Consumption and take Grand Cover at some point when end is not a big problem anymore.

This is a non-purple'd build, tho its quite expensive but I have resources.

  2. - Does Miracle and Numina's Unique have the same value on lvl 10 and lvl 50 enhencements?
    - Does Kismet +accuracy?
    - Does proc end on performance shifter?

    - Is it worth it to pick Kick, instead of Punch in fighting pool just to put a Force Feedback +rchg proc?

    (more coming soon!)
  3. No no no, my point is: Scrapper damage cap is +400% (and you hit that on second FS and about steady on that with a good Kin), Fiery Embrace raise it OVER it because its not couted on the +damage line. What about the other damage boost?
  4. The original topic was about primary powers. Tho I just realised Fiery Embrace is not a "build up"-like power, it allows you to go beyond the damage cap. Anyone knows how AAO, Follow Up or Power Siphon works in term of buff stacking?
  5. So besides this Parry topic being very interresting (no sarcasm), what is, on the paper, the best primary for DPS?
  6. Nightchill_EU

    Servers down?

Cant log in since 1pm... are euro servers down?
  7. Thanks for the comments Umbral, helps a lot. As for the "troll", sorry my statements are mostly based on what you can actually read when you play the game/are on character selection, I'm lookginf or answers I'm not claiming I know everything.

Speaking of Follow Up, that the "way attack animations follow each other with no break"? Or something?
  8. So I'v been testing some stuff lately, toying with mids and looking at the numbers. I'm still looking for enlightment on what you think is the best primary for PvE DPS.

    So far I'v ran into:

Fiery Mele -> Incinerate and Cremate are amazing but GFS doesnt look so great on the paper. Fire sword PBAoE has one of the best DPA/DPC (Damage per animation/damage per cycle). One of my problem with Fiery is also the lack of knock options to slot up with Force Feedback procs.

Katana -> Damage per animation is huge. Gambler's Cut is just too good in every ways, and Lotus Drops -the- best BPAoE for Scrapper. But I'm afraid the lack of pure damage on Soaring Dragon and Golden Dragonfly may be an issue at hight level of gear (with like 150%+ global recharge).

Braodsword -> Hack is crazy good but the rest doesnt sound appealing. Whirling sword is terrible.

Claws -> Very descent DPC but DPA is quite bad on all attacks.

Dark Mele -> Probably one of the best balance but no build up and no AoE (that you can relay on for damage) makes it almost only good with /Fire (and I dont want to be FA again

Dual Blades -> The worste stats on the attacks, point is it comes with thoses "combo" effects I have no ******* clue about.

Elec Mele -> Great for AoE, quite weak for single target. Chain induction is very good but the rechage is too long and you end up using AoE against AVs and lose alot of efficiency.

Kin Mele -> Stats are very average. Maybe Power Siphon makes the difference, I cant tell.

Spines -> Quills are really good, the "free" pulsing damage does a real diference even on a single target. The problem is that the rest is very low on both DPA and DPC.

If you have more infos, please enlight me!
  9. Well on the paper since the duration of the buff is 20 sec and Concentratred Strike recharging in 20 sec (easely hasted to very less) you could make it perma. Just wanted to check how real is this theory with those who actually brought Kin scrapper to lvl 32+
  10. So from the tool tip I understand that Power Siphon is some kind of build up that gives 7.5% to hit and 31.3% damage (ie 40%ish hit and 150%ish dmg) stacking up to 5 times every time you hit a mob and last 20 sec.

So compared to the 20% hit and 100% dmg for 10 sec from regular build up its somehow better, besides the "scaling up" factor that makes it somehow more brute-ish than Scrapper-ish. And a cooldown of 90sec for build up and 120 for Power Siphon.

Now the Scrapper version of Concetrated Strike doesnt crit but is suppose to "Instantly rechages the Power Siphon" and this attack has unhasted 20 seconds cooldown, so the duration of Siphon Power.

Does this mean a Kin scrapper can sit at nearly +150% dmg permanently?
  11. I dont get it, anything with Stam and QR with just IOs doesnt run out of end. What the point of wasting billions on more recovery, you should better pick def powers and slot up with Luck's for more damage.
  12. Quote:
I would like to be as bad *** as possible. Plowing through +4/x8 would be great!
Will not hapend. Unless like you said you are fighting heavy fire villain groups. Tho, you dont need +4 for farming, it gives more cash but its the same drops and its not worth it at the end of the day.

Just go for the more global recharge and recovery you can get, fasted Foot Stomp, Burn and Healing Flames will get you where you want. As for APP/PPP I'll go for Gloom/Dark Oblit (both open to 6.25 rchg with 5 slots), I dont like Elec Fences because of the knockdown immunity it comes with, and you do need the mitigation Foot Stomps gives.

You'll still have many options, Summon Widiow is good for the 6.25 rgch from temp pet sets, fighting is very good but concealement gives more luck of the gambler options. Temperature protection is skipable but it opens to Steadfast protection for KB, you can also go for Karma or Blessing of the Zephyr (I would take 2 of those for reliable immunity).

I doupt there is a perfect build, at some point you have to let something go.

  14. I havent played my brute in a while (not this one at least). He is Elec/Fire and I just cant solo +0/*8 mission, in groups I just keep dying again and again and again.
I have all /fire toggles, darkest night, tough and weave running, my end is crying but I just keep dying over and over, cant even build fury.
  15. Tested and aproved. Works both on aura and single target fear, works not only when you summon it and does very nice free damage. Thanks!
  16. Title just says about everything. Does the proc psy damage on GotA works for spectral terror? Does it only procs on the casted fear it does or on the aura too? Is it worth anything?

  19. The goal is general teaming, probably TF times to times.
Point is I dont rrealy realise how squishy I am, for example I never thought I would need tough/weave. Also I dont really know how much I will need more recovery powers besides transferance and stamina without any kind of nuke.

    Wonderings:

    What I do not take:
Repel - its not a bad power but I rarely find the good time to use it (read "I always have better to do")
Aimed Shot - Its not bad a lower level but at some point you just have to much to do.
Explosive Arrow - I generaly dislike knockbacks, I might have taken it if I was a blaster tho.
Ranged Shot - A good pvp or pulling tool, overall not something I will use alot in PvE.

Hasten or no Hasten? I generally find myself with enought to do without, but its always more recharge on heavy powers like Rain of Arrows, Aim, Power Build Up or to throw more heal on demand.
Other good clients would have been Temp Invul (for Im a squeeshy who has to stand close to melee), Conserve Power (besides I have much end generation with transferance) or Aid Other.

Medicine or Leadership? I Realy dont know. Transfusion is not very reliable in many situations but in the other hand Tactics is priceless for Kin and Vengeance is really huge.

    Any comment would be welcome.
  21. I was wondering if procs activates on every damage/hold tick with Hot Feet and Chocking Cloud like it does with Acid Mortar.

    Also:
Is the Miracle +rec active on a passive power? (Health)
Is the chance for +end worth anything on Stamina or Accelerate Metabolism?
Is the Numina's +reg/+rec passive or is it a proc? Is it worth anything on Health or Rise of the Phoenix?

    Fire/Psy build

I understand my post is not very sexy to read.
So I may precise my wonderings.

1/ How mandatory are Cinders? I know it totally skipable as a Troller but maybe its somehow different with domination and the huge global +recharge we'r looking for.
2/ I always thought Telekinetic Thrust was very bad but I'v lately read its not skipable anymore.
3/ How mandatory are Mentabl Balst (long animation) and Subdue (bad damage per endo)
4/ Is Drain Pyche + stamina enough to feed my toggles (Hot Feet and Leadership are very hungry) or must I go for Soul or Mu?

I'm trying to hit permadom here, any comments about where I'm totally wrong or skiping a must-have power?

  24. Speaking of whitch, you someone feels like giving me a Thugs/Storm build I'd like to take a look.
  25. First of, thanks alot for the replies.

Rent. I'v been farming the boards alot (even when I wasnt playing by the way, I was webmaster for a state administration, you have no idea how long you have to stare at your screen for days doing nothing.)
What I can say of what i'v red about I13 is (feel free to correct me):
1- Holds now last 2 seconds (ehenced to 4 max) for all the non dimo/trollers.
2- Hold/Fear/root/whatsoever_but_knocks(and confuse? I'm confused) offers afterwards a 15 second immunity after they worn off.
3- Long amination attack recieve a damage bonus a short animated attacks a malus. Greater than the damage modifications on the power cooldowns.
4- Stats in general (refresh, defence, recovery, regen, or even healing) are affected but a Dishminuishin gReturn (however you spell it).

Of what I came to the conclusions:
1- My build relies ALOT on holds, whitch are terribly bad at the moment.
I took 4 holds (Freezing Ray, Petrifiying Gaze, Spirit Sharck Jaws-mostly for the -fly and Bitter Freezing Ray).
I definately have to get rid of some. Bitter Freezing Ray is a perfect client. I took it because I thought the damage would be great because of the long animation but it seems it gets no bonus because its a hold and not an "attack".
Petri Gaze is n°2 on suckyness because it has no side effect. And finally I could get rid of Shark Jaw because attacking does drop travel powers anyways (does it drop hover?).
2- Same as 1-, too many CC in my build leads to horrible weakness passed the first 4 seconds. It seems by the way that I should open with Fearsome Stare because fear resistance is less common than Hold (read: Acrobatics).
3- Besides my Bitter Freezing Ray mistake, Ice has extremely fast animations. Ever Bitter Ice Blast under Aim doesnt drop more than like 10% hitpoints of any heroes I'v attacked (even blasters and trollers). I feel the whole pool is totally gimped (It was absolutly amazing back in the time )
4- DR should alow me to beat maybe some of the heroes, or at least to drop them like 40% hp? But i'm really eating up fawless kill, against anyone. Well yeah i'm a complete noob but still.
Anways, I dont know if DR applies to slow effects but it seems I cannot manage to keep ppl into my tar patch, i'm starting to ask myself if these +slow enhencements in Ice attacks arent useless.

Cannot think of everything i'd like to ask.

I'v seen this build on the Corr forum, look PvP. Some things appeels me. He only takes one hold, go for acrobatics AND superspeed (alot of pvp players does it, why?)
    http://uk.boards.cityofheroes.com/showfl...e=0#Post1378011

Oh and if anyone can global message me for a few duels so I can understand how to play it be amazing.

Another thing, is there a PvP (or maybe just a big) Vilain Group I shall try to join to play with competent players?

    Thx again, Anneke.
