We had "real content" in Issue 17; the story arcs, including new maps and foes and stories and forebodings of things to come are all new content.
We also had the new explores, Market interface overhaul and so on.
We feel impatient because we've "done it all". A new player entering the game can't "do it all" because there is so much in the game; all the arcs, zones, associated arcs and the new stuff. On top of that there are systems like Inventions, the Market, PvP, costumes...it's all a timesink. You just need to decide which parts of the timesink are for you and whether you feel it's worth paying money to access them.
In my case right now, the answer is yes. It's still "fun". I don't know if new people find it fun, enough to level to the cap and see the content and try new things...but hopefully they do.
It's easy to lose sight of things when you're trying to purple out Alt #50 but there's still a lot of stuff in the game. And hey, getting bored happens too. That's why you try other stuff, decide if you like that better, etc.
I just hope there are enough of us keeping subs active to keep the content coming at a fair pace.

Or...let's see 40 billion in email assets, then 2 billion x all your Market slots, then 2 billion x all empty character slots (36 per server of course).
Basically, having inf is great but I'd rather have the crafted IOs stored so I can have something valuable on hand. With PvP drops these days, it's much faster and easier to make money so I'm not sure even a billion on one character matters much anymore.
Hopefully those new Enhancements people have spoiled are saleable and/or selectable so we can get sell them for well beyond inf cap. -
Drreamteam's SG base is in Founder's Falls, specifically in The Gaspee neighborhood. It affords me an eye on the various Crey activities while also letting me a short hop to the tram if I need to travel for various missions.
Cirque du Ombre's base exits on St. Martial near the Carnival of Shadows encampment. Related to the Carnival, our group has made independent inroads as a splinter while maintaining Carnival 'flavour'. -
Controllers.
I can use them to buff, debuff, protect, defeat, pin foes down or reduce their capacity to do anything to trivial levels.
The ability to mix buff sets with debuff sets, field pets to distract my foes is just fantastic.
I don't think I would still be playing this game if the Controller archetype was unavailable. It just offers so many options that the tedium of the game makes progressing through levels enjoyable again.

1. PvP - Still one of the few reasons my subs are active.
2. Invention System - It's content without the messy mission stuff involved. I love being able to improve my characters in various directions and getting stronger without having to be weaker elsewhere.
3. Rikti War Zone - Fantastic stuff here, a whole slew of new arcs, new contacts, a new coat of paint and a raid instance. Great work here.
4. City of Villains - While it did split the playerbase into two sides, it's still loads of fun to this day.
5. Going Rogue - Brave statement but I've seen some crazy looking Enhancements out there. I want them, now. -
The biggest question is, of course, how long will the game remain sustainable?
City of Heroes is already a niche product and has lost a few subs to the competition. Now, off the top of my head it seems a few people at the 'greener lawn' have been less than enthused with some aspects of it and have left (either for this game or newer games) or just have the lifetime sub thing so pop in every now and then.
Of course, there haven't been a lot of MMOs that have outright shut down recently (Auto Assault comes to mind) but you have to wonder if NCSoft can afford to pay fifty employees or even to hire more employees without at least some increase in subscriber or ancillary revenues. The tricky part is that a lot of GR subs are purchased online (my SG/friends account for perhaps...100 subs x 30 = 3,000 USD...not a lot of cash) so may show a small spike in March-April and then further in June.
While I agree with Arcana that regular content updates should help things, it may not be possible for this Dev crew to get that done.
The big question, the 64,000 Won one, so to speak, is whether or not City of Heroes is sustainable beyond 2010-2011. While you'll likely not hear anything out of the Devs about this (it would be nice if War Witch or Posi said something but I don't expect it) there has to be some upswing at some point or...'doom'?

Wanted to throw in my two cents on disliking the new interface.
Having your last entered bid show up in your next item annoys me to no end. I may not want to bid 56,333,222 on a Temporal Analyzer, you know?
The vertical listing rakes at my soul like a million boy bands on infinite replay. I dearly miss the old interface with everything listed horizontally where I could see it all at a glance.
It seems clunky overall but I am getting used to it. Having the market down for a period and the new interface contribute to less playtime for me, oddly enough. I never realized how much marketing had supplanted my gameplay until now. I'll adapt and use the new interface, of course. A big plus is that it makes it easier on low-end systems, so some good has come out of this whole ordeal.
Issue 17 to Marketeers as Issue 13 to PvPers? Time will tell. -
I've already started getting rid of my Centriole Exposures in this manner. First recipient was a fellow Championite:
"Hello, @XXXX, I am a Paragonian Princess that has come across this rare item of power (Centriole Exposure) and cannot harness its abilities. Please make use of this as best you can or send it to a less fortunate hero. It would truly a shame if this epic-level enhancement (Centriole Exposure) went unused and unwanted."

Lag has been crazy, a lot of the time I find myself just running/spinning in place on my older rig. Never had anything like it prior to Issue 17.

Email system first of all, finally I can transfer to my alts and friends without using the market.
New explores and their associated accolades, had a genuinely good laugh at "IP Address" being the accolade for that zone, well done!
The new Market gets a passing grade on me; I like some aspects (the autocomplete) and the speed of access and dislike some (the vertical listing mostly) but it's fair.
Haven't had time to do the new hero/villain arcs. New Posi gets a B+, it's fun but chained objectives cut down on the speeding aspect unfortunately. A good issue so far, looking for more from this crew.
P.S. Please stop fiddling with the Arena interface. Was so used to hitting Exit in the upper left, found it replaced by the "Score" function with Exit at the bottom of the scoresheet, and some of the tabs have been moved around. Please just add more maps and a No Basic Resists tab while examining over and under performance of some sets. -

These are the issues:
Production of goods, resale of goods and acquisition of goods. I don't have any problems with the first two redside, since I have a dedicated partner and we have bins of stuff. Acquiring is tedious and slow, though. None of it is RP based though. *I* the player want a good. My animated characters jump through the hoops to get that good. The fact I have to run through MORE hoops villainside is the onerous part.
Of course, the recent GM-fest has left my level 5 Corruptor flush with 160 Merits...now to get to 25 to cash those in for resale.

There was an Ouroboros portal dropped at the end of the cargo ship with the small room, blocking entrance through the door.
Incidentally, add to the list of bugs that the observer bot can click an Ouroboros portal in an arena match and be sent to that zone. -
