We're taking numbers without much context and guessing at what they mean. There are too many variables to make many(if any at all) reasonable conclusions. -

But this is the flip side of the same issue I was trying to raise here. I obviously did a poor job communicating.
While I have dutifully made those characters for the sake of the team, the power sets and builds don't really interest me. I played them, but they seem annoying or idle before you run into the next named boss, and it feels like they were powerlevelled regardless of how much they actually contribute in fact. They also sit at the bottom of the feed trough when set IOs are passed around.
I prefer to be a participant rather than a spectator. My purely subjective impression is that the game is developing a bias against characters with an active play style. Recluse, Ghost Widow, Romulus, Reichsman, Lord Winter .... I see a pattern here. I'm probably going to be told I'm hallucinating here again.
If your team won't let you use pets against Romulus, that is a bad team.
If a player won't recruit a Scrapper to the STF because of Ghost Widow, that is a bad player.
That simple. -

The idea itself is inherently flawed. It depends on an honest player base... and lets be honest... the market abusers / market farmers are not exactly into playing the game honestly. We've seen quite a few dishonest suggestions float across these forums on how players can make lots of influence at low levels.

They, the developers, also have some plans to address the market supply issues, but aren't ready to talk about those issues yet. My suspicion is that some of these answers will arrive with Going Rogue, and / or that the extensive Going Rogue test will be used to get some hard-numbers on how exactly these solutions work when presented to the player base.
Though I still prefer being able to pick the level of the recipe when I roll. But that is probably because I can rack up merits a ton faster on my level 50s then I possibly could on a character permanently parked at levels 15-33. -

Low level mobs are easy. E-A-S-Y Particularly when exemplared. With powers at +5 levels and now several set bonuses that do not go away regardless of your level, Exemplaring downward is nowhere near the challenge of fighting things near your level.
There are enough rewards for exemplaring, there doesn't need to be one that would be so amazingly abusable as this one. -
Doh! I completely forgot about that. Don't know how either, I got the HOs in mine. Thanks for the correction.

Active Defense only needs one slot for recharge. You're better off using that extra slot somewhere else.
Edit: In fact, I suggest just using the one slot in Active Defense for end redux. You don't need any additional recharge for it to be perma.
I also suggest using a Luck of the Gambler: Def/End/Rech instead of the Red Fortune: Defense. You get more HP that way.
With my initial look it appears you are going to have endurance problems. Put the time in to get the four big accolades for the extra endurance and hit points. It's really worth it.
Performance Shifter: chance for +end is a better option in Stamina then one of those End Mod IOs.
Here is my fire/shield build I'm using on live currently. I realize you're a different primary but maybe you can get some slotting ideas from it. I don't use any Blessing of the Zypher, but I do have two purple sets in there(but of course you can skip those).

So DM is top single target, Elec is good AoE and Fire is about secondary in each. With the other scrapper/bruiser sets having various utility or effects added to them?
Simple answer to Scrappers vs. Brutes: Scrappers don't rely on fury for their damage. Meaning a Scrapper will have a constant level of damage from the start of the fight to the end. Basically better burst damage. The longer a fight goes the better a brutes damage gets so in a long fight they pull ahead. I'm not sure the fury level brutes need to pull ahead of scrappers in damage.
Each has it's advantages, whats best for you depends on your playstyle.
Also, while DM is considered the best ST damage, Fire is not very far behind at all. I haven't checked the Rikti Pylon thread in a while, but I do know for a bit the record for best DPS actually belonged to a Fire/shield and not DM/shield. Not sure if that is still the case. I'm sure someone that knows more than me will correct me if I'm wrong. -

Fire/Shield Scrapper. It's pure win.
You can fantastic AoE damage with Fire Sword Circle and Shield Charge, plus you get top of the line single target damage. Seriously it is the best of both worlds. Plus you don't have to worry about the damn fury bar, so you high damage is a constant.
Worst case, fire/sd is second best AoE(behind elec melee) and second best single target(behind Dark Melee). That is worst case. And the sets it falls behind in each category are really really really bad at the other category(DM bad AoE, Elec bad ST). -
If I was crafting an IO that I wanted to slot right then I would have no problem paying one million for common salvage. I understand I could wait three minutes and get it for a lot less, but when one million influence can be had by taking out a level 50 toon and sneezing with it I don't see the point in being patient.

I have a max level fire/fire tank. Been max level since I7-ish or there-abouts. I'm quite used to being an aggro magnet, and have been complimented by various avatars throughout the years with keeping their tails out of trouble, even after they did stupid things... like accidentally target a mob in the next room and bring in a horde of new enemies before the current mob was taken care of. I've gotten quite used to being complimented as the best fire tank some have ever played with, and being referred to as the best fire tank on the server. I've also gotten quite used to be referred to as the bloody debt magnet.
Also, being called the best fire tank isn't really that big an accomplishment. After all, it's just a fire tank. -

Just checked out my DM/SR build, and since I use level 33 IOs entirely on this character it will be a pain in the *** to replace both sets of Botz. But I don't mind that much at all since my build will be significantly better with the changes.

That's great and all, and it adds up, and it's saved my bacon. But Shield Defense has full time resistance. You don't have to wait to get badly hurt, so it's better for the sharp spikes of damage you tend to see in high end play, like AV soloing.

At least though this explains why the devs got irked with me when in my INCARNATE video, I initially had it labelled as "Issue 0: Incarnate". They told me to take the Issue thing off... but at the time, I didn't think to question why... it's coz we really WERE getting it as an issue!

Time for more baseless speculation/wishing.
Siphon speed and power melee attacks(Fulcrum shift AoE type wold be awesome too). And maybe the Tier 9 is a Lightning Rod type PBAoE that has you expel your excess energy.
Just some thoughts. I really really wanna get some details on this set. -

I'm extremely curious myself. It would be nice if it had a siphon speed type melee attack that you could double stack for lots of recharge.
