Wow. I haven't run into any that were that low of a rate. My condolences for a lousy run. Did number 25 today and she had 38 Nice out of 100.

I have a real compulsion for event badges. Add to that the reduction to mere 100 presents necessary, making it take 35-45 minutes, depending on competition in the zone, and it's a recipe for a quest.

I've been getting Toy Collector on as many alts as possible, and it averages out to about 36 Nice out of every 100 presents so far. This is out of 24 times getting it so far this year. Most character totals fall really close to the average, with a few being a noticeable amount higher or lower.

Like Fido1, I am in a semi-rural area and still on dial-up.

We have spotty coverage here in "The Thumb" of Michigan, mostly leftovers from a mild snowfall early last week. In the last couple of days, we've had two very minor dustings of about 1/8 inch that has helped to keep the patchy white stuff on the ground.

More likely the former than the latter. I live out in the boonies and have dial-up as the only reasonable choice, but I have a fairly new computer and get done with a verify in under a minute.

Pretty much the only mistake they could have made is with the offset red diagonals within the white diagonals. Since they are offset, the Union Jack is not perfectly symmetrical, meaning that there is a proper and a reversed way to hang it. The proper way for a vertically displayed Union Jack to be hung is so that the diagonal bits go, when looking at them clockwise, very thin white portion, red portion, thicker white portion.

It looks like they made some changes to character transfers for some reason, so they had to disable it. There may have been an exploit involved, which is why there are keeping quiet about the details, or it was a bug. Hopefully, they will explain when they publish that patch to Live, probably next Tuesday. -

Either way, Psi is most certainly not underpowered. The -recharge it stacks is also useful whichever way you cut it.

Edit: Oh, and looking over that spreadsheet may make some people think twice about taking the proposed Toxic secondary damage type for Dual Pistols if it doesn't come with a -resist secondary effect. -
Psi is least resisted by players. Mobs have plenty of resists to Psi to go around, BP zombies, all Carnies, at least as many Arachnos as resist Lethal, every true robot (even the Malta ones that probably shouldn't, given their "operating system") and Warhulks. If you look at Culex's spreadsheet on resists, you'll see that just about everything that resists Lethal in insane amounts (better than 50%) resists Psi even more.

Run speed does matter, but only if you bump the sides. It decreases the amount that you will be slowed down by that.

(Also: Yes! That is a legitimate(?) use of the Greek letter vet chest deco you're seeing there!)
I've actually found a few cases where the Greek letters have come in handy. A civilian outfit for my Mind Controller with a T-shirt bearing capital Psi was a "clever" use, and my Wonder Woman and Wonder Girl/Troia-inspired characters both use the Greek capital first letter of their names as a chest symbol. -

Edit: That did it. All are normal versions now. This is really only a very minor inconvenience, since the level-less versions are functionally exactly the same as the natural level 30s. It's annoying that they don't count for the badge, but it's really only going to effect a very narrow band of players, and only if their difficulty is set just so. -
I noticed that some of the Winter Horde in the BNY mission are normal ones and some are level-less. That's kind of strange. The ones that are level-less don't count toward the Cold Warrior badge, this is both the ones in the BNY mission and the ones in Lord Winter's Realm.

Only the ones with the blue outline block you from more arcs, the ones with the green outline don't. The only exceptions to this that I'm aware of are the Rikti War Zone contact arcs, which show up as green outline, but block you from getting new arcs like blue outline ones.
