Is this like a 2 hour to 1 day routine thing, or is there a serious issue and it will literally be 'until further notice'?
Perhaps they are adding cross-continental character transfers?

Given that this seems to be related to the patch I'd suspect it'll be down fr a while.

That the test transfer tool. This real deal so if you wanted to move a toon from one server to another YOU'RE SCREWED
That explains why I couldn't find the option. For the first time in my two years of playing I wanted to move a lvl 50 to expand into another server. Wouldn't ya know, it's down. Please fix it quickly!
edit: please let me know when this is up again. My brute is all ready to go.
Well with everything going on i suppose its to be expected. I do have to say come lately i am really dissapointed with the Dev's and they way they have been handeling things. I do realize they have a difficult job and all but still dissapointing.

I'm.. .sorry... I know it's considered impolite and a bit jerkish to bring up post counts and join dates on matters, but your post just reads like a flame-bait. If this type of post came from somebody with the Vet badges or join dates to have been around since the days of StatesJack, it'd be one thing. However, the mistakes made by the development team now don't even compare to the mistakes made by the StatesJack led development team. I know it's an example horse that been battered into the ground... but... case in point: ED: great idea to encourage players to use the enhancement system as originally envisioned. Bad idea to launch it after the game was already out with 4 previous expansions.
I'm left puzzling the point of your post. On initial evidence, I'm left with my jaw open since you can't have possibly been around for true public relations bungles or problems with the game. The way the current PosiMiller lead team has been handling issues is leaps and bounds ahead of the old StatesJack crew, and heads and shoulders above anything SOE, Microsoft, or Blizzard manages these days.

Thanks for the info. I do appreciate it. Hopefully the devs can get it resolved quickly. As soon as it's up, you're guaranteed at least one transfer. 
This is the Live Character Transfer Tool, not the Live to Test Character Copy Tool.

I do appologize if my comment seems to be a slam. I do say one thing..there does come a time that one has to be a consumer and not a fan. As for my knowledge of this game...since 2004 these kind of issues have been forming as "i" know of them.. you can find issues like this all over the place. If they are fixing an exploit,great, im all about it. I check the posts regularly...i also read alot of this game..99% of the time i stay quiet..someone always expresses my view.
As of lately, i have to say somethings..If you look as far back as of 2004..(accuracy nerfs, kneel exploit..pvp, just a referrance) these things happen. My issue is currently they been happening way to much and need to plane out. Look this game aint just about pvp,drama or pve. Its about 1000's of people as a community exisitng together,all with goals.
I have had to delete accounts for military reasons..since cov came out. I been off and on and quite frankly..i dont like other mmo's. This is my gaming home.
So for me to make a post is a huge,huge thing to do...And frankly i cant say I would want the dev's job's by no means. They have had alot to do and been doing more then even the most avid reader of the forums cou ld read.As a consumer tho...there has to be a draw point and they have to deal with that. Till the day this game ends i wont leave..ill still be out there doing everything we all do on this game..playing,looking for new content and well dealing with issues like this. So hope to team with some of you..maybe not ..maybe yes..dont matter...I'm still part of the game and always will be till the sad day it leaves....cheers all

It helps put things into perspective and get an idea of what the team is focusing on right now. I'm not exactly delighted that the transfer tool is currently down, since this was actually the first time in my two years in the game that I actually was even interested in using this feature, but I'm not going to blast the dev team for something this minor.
So like when is this coming back? Kind of want to transfer some toons.
I just transferred a character from Defiant to Union and it worked fine. No extra limbs or anything on the transferee.
