Seriously, do you KNOW how hard it is to adjust a perfectly good Background on a character that has been just fine for 40 levels, only to have the choice of an APP / PPP mean you "have to" change it so your powers list looks okay to other people?

I have a Gravity / Storm Controller called Mr. Right. Long story short, he's a mutant and for 40 levels, those were his things. Now, at 41, I get the choice of an APP, and as play style lead me to pick Psy, I justified it by it being yet another Mutant ability. If I don't put that in my Description (which is most likely at the character cap), then no one knows why, or how, it's there.

Maybe the OP just never thought that they didn't craft the Description at every level and just did it once?

What is this? Your first day? It's stupidly obvious that's not what he meant. It's like you're just taking what he said out of context and saying it in a way to try and be funny. Maybe if spent half this energy on actually being useful, you wouldn't be such a waste of high post counts!

He obviously meant that in order to SEND E-mails, you'd have to have the recipe and salvage to craft the E-mail. Enough for each one you send out. Until you've memorized it. Then you just need the salvage.

I probably would have gone with the Dmg/Rech instead of the Acc/Dmg/Rech, because of the +20% Acc in Dwarf's Mire, but really, there's nothing wrong at all with the slotting you picked for it. If I only had two slots for it, I'd absolutely pick that set too.

That's Kinetic Crash. Four pieces gives Knockback Protection. Six pieces gives the recharge bonus.

That means I ended up six slotting things like Kick, Whirlwind, Bonfire, and Telekinetic Thrust with a KB IO Set. No matter how you say it, it still sounds bad. But for Perma-Dom, it was worth it.

Well, it can be run cheaper then 1 billion.

With some Knockback powers (including things like Kick, Whirlwind, etc) you can four slot those with one of the KB IOs and get 7.5% Recharge for it. That can go a long way to cheaply getting Perma-Dom (My Fire / Psy did that, and ended up with I think 4 powers slotted with that)

Should you put the effort into Merits, you can flat out buy the LotG +7.5% Recharge IOs, and that doesn't cost any inf to do, but can be expensive time wise.

I support this idea whole heartedly. I like it so much, I want it to happen on the Hero side too!

When I first slotted it after the change, I went with 1acc, 3dmg, 2rech. When I followed up with IOs, I maxed out the damage and recharge, with some End Red.

Now, I'm working on slotting a full compliment of Purples in it, for maxed Damage, Recharge, some healthy End Red, Accuracy, and a chance to deal an extra 100 Damage.

With purples, at level 50, you can expect to do about 200 damage + 33% chance for 100 Fire every 10-ish seconds. Every 6 seconds with some Recharge. And that's solo against 10 enemies, so not quite at the damage cap.

Then I would probably increase Debt again, back up to it's previous levels. You get it starting at level 5, none of this 'Half Debt In Missions', and... okay, maybe not double the Debt Cap again, I don't mind that part.

I actually haven't used my Freespecs in about three Issues. Oh sure, I may use one here or there, but most certainly not because a new Freespec is coming out.

Is a second Mez being applied between you clicking your bind and the transformation happening? That will cause your transformation to stall out, because the mez negates any toggles being activated, and the mez protection doesn't kick in until the toggle completely activates.

My Thugs MM had the two Enforcers named Abbot and Costello. I then wrote a very extensive load_bind set up where the pets reenacted the entire "Who's On First" skit, emotes and all. I had it loaded so all I had to do was just set up my pets, then press one key repeatedly, and they would preform.

No, that has nothing to do with your question, really, but it was such fun. (There were some 300+ notepad binds to write and link)

In the scenario described, the ignorant child made a claim to someone who believed him, and then nothing happened. Really, the person made a stupid claim. And if that person bothered to post this "adventure" themselves, in the real world here, they would have been mocked.

Maybe you've missed the posts where someone actually does what you described, thinking they'll get back pats for "doing good", and instead got told how silly they are. Heck, you could probably let this fiasco die down, wait a week or two, and post the same story from the "petitioners'" side, and see what people say about it.

Unfortunately not. Otherwise again, SKing would have an effect.

A way to test this, is to level to 5, without training, and attempt to see your Broker / Detective to get a newspaper / radio. Or see if your starting contact will give you the next contact in line.

Hazard Zones also don't use Combat Level, and instead use Security Level. Hero-side, level up to 5, again without training, and attempt to enter the Hollows. You won't be let in, because you're "too low".

No, that is not the point people are amused with, instead, I think it's that your comparison of reporting players for infringement to extortion and blackmail is laughable. It simply continues to show to me that your position is flawed. I don't say that in a cruel way, but in an analytical way. From my perspective, if everything you stated is true, then it does not make sense to me, and therefor I must be missing some other piece to your position.
