An annoying little thing about Mayhem Missions
yes it works the same way for safegaurd missions. and always keep in mind that it is because you haven't trained to the next lv yet. kind of think of it as the next lv is on lay-a-way until you talk to a trainer.
Most things in game check against Security/Threat level instead of Combat level. Combat level only seems to matter against enemies. For everything else I assume there is some reason they cannot go by Combat level, but i couldn't tell you what that reason is.
A friend recently helped me obtain the Cornerstone exploration badge in the Brickstown Safeguard mission. Since he had already done the mission and got the temp power, we were only doing it so I could get the badge. He was level 40 and I was level 50, but I wasn't exemplared.
After I got the badge, we decided to go take down the villain in the bank. We wade in and lay the smackdown on villains left and right and defeated the villain, resulting in the the mission ending successfully. Much to my surprise, I was awarded the temp power for that Safeguard mission. While I was leveling the first time, I had apparently missed this Safeguard mission and not realized it at the time.
So, you have to be trained to the minimum level to get the power, but can be any level above that minimum to get the power.

Because if they went by Combat Level, Side Kicking and Exemplaring would be recognized. As near as I can tell, the system doesn't differenciate between those 'artificial levels' and the ones you get by leveling and not training.

AFAIK, there are 3 separate "levels" that players have: combat, threat, and real. Real level is used in the absence of everything else to determine all level dependent variables and by contacts when they give you missions (talking to a contact will always use your real level, not threat or combat), among other things. Combat level is used when you're sk'd or exemplared to set where you would be otherwise (without forcing retraining and everything). Threat level is used to determine when you're fully trained and what zones you can get in to. The coding for level has to be rather interesting for CoX because of the incredible elasticity of it. This discussion is making me want to see the source code for the game even more than I usually do. T.T

Unfortunately not. Otherwise again, SKing would have an effect.
A way to test this, is to level to 5, without training, and attempt to see your Broker / Detective to get a newspaper / radio. Or see if your starting contact will give you the next contact in line.
Hazard Zones also don't use Combat Level, and instead use Security Level. Hero-side, level up to 5, again without training, and attempt to enter the Hollows. You won't be let in, because you're "too low".

[/ QUOTE ]Nope. I was working on my PB a while ago and dinged to 15, so I went straight back to Sunstorm, who wouldn't offer me his next arc until I actually saw Ms. Liberty and trained. Contacts definitely work on security level.

Another caveat to keep in mind somewhat along these lines is the Weapons Raid side mission.
If you start the mission at -2 to your combat level, you will get the side mission temp power awarded. However, if you manage to ding before finishing the side mission, it suddenly becomes -3 (where the minions now con grey instead of green), then all you get is the time bonus and no temp power.
The temp powers only check Threat Level, not Combat Level. So if you level during the mission, and reach the proper reward threshold, you still don't get your temp power reward.
I assume it works the same way with Safeguards.
