Believe it or not, this is NOT a bug. Here's a line from patch notes for June 26

What you're describing would make mez powers into not-at-all-mez powers. And the different mez states would have to be renamed to accurately reflect what they do. Held would become somewhat-weakened. Stunned would become annoyed. Asleep would become tickled.

If you like using hover then stick with it by all means. Sure there are some 'no fly' fights when you should turn it off, but don't change your preferred play style in the rest of the game because of a few specific fights.
I wouldn't count on it getting a speed buff any time soon though. It's already considerably faster than it used to be. At launch hovering had basically the same speed as swimming through molasses. -
Last night on Victory we were definitely able to kill the Lusca heads (at least on blueside.) Three were right together and 2 reward merits were awarded for each of them.

I think it's interesting that most Luminary designs show her as wanting (sometimes explicitly) to appear more 'human.' That could be used as an actual plotline at some point to service an underutilized character.

I'd say that if you don't have a reason for it to be otherwise go with magic. I'd have a hard time referring to the supernatural as regular natural.

Increases maximum endurance by 5% may be a pretty clear statement, but someone unfamiliar with the mechanics of recovery wouldn't immediately see the real benefits of increased maximum endurance. This forum seems to me to be the appropriate place to ask about such things.

For phalanx fighting it's important to remember that the 'always on' portion of the defense does not benefit at all from enhancements. For a scrapper that portion is always going to be 3.75% no matter how you enhance it.
Enhancements will improve the portion you receive from being near other players, but each player you benefit from has to be withing 8 feet of you (basically melee range.) So those slots are wasted unless you're going to manage to stay huddled up against other players. -

I don't play strictly solo, but I wouldn't give the time of day anymore to an MMO that required grouping to do ANYTHING past the early levels. -
I'm pretty sure it's impossible for a single character to come anywhere close to capping out -res.
