Well First off, glue arrow doesn't need any accuracy. It's autohit so i would replace the acc/slow's for range/slow's the extra range on it will be alot more usefull.
Kismet in invisibility won't do anything for you as you can't attack with invisibility on so you won't be getting the 6% acc when you're out of invis. Slot it in stealth or CJ something that will mostly always be on when you're fighting.
Personally i would put those apocs in flares or fireblast instead of blazing bolt. I always think you should use the snipe sets on a snipe as they offr interupt reduction. This way you can activate snipe and count 1 second then jump away and the snipe still fires (depends on how much int reduction is in there).
You should be ok with 1 rech in phase shift beause of the surpression crap i would take this slot and put it in FA or SS to slot some more end reduction.
Personally i would drop ice arrow as you have 3 hold procs in your build and pick up blaze. Drop Poison arrow and pick up disruption arrow then transfer the remainding slots over to blaze. Poison gas arrow is ok but it isn't needed and i think you will find yourself not even using it. The only thing you need to do as a TA is ground the target and apply acid arrow. Your team will do the rest. Even if you solo having blaze will be alot better as you can drill your target down easier with 3 fast attacks.
And lastly i would try to build for more +hp any good player will want the TA dead first, especially on vills side with all those stalkers. A grounded target is an easy way for stalkers to get easy Assassins strikes off.

I just took a look at your build and theres a few things which are slotted abit wierd. you said you had end problems, i can understand that now seeing as snowstorm has no end redux in it. Also neither does tough and steamy mist is slotted very low for end redux. On your toggles you want to be slotting end redux up in the 70%+.
Also the performance shifter +end proc in stamina works great. I think it's like adding another 15% recovery to yourself.
Life drain has no accuracy slotted in it, even on a cold thats a risky thing to do. even if you land freezing rain you still want accuracy in it. Thats your only means of survival (apart from running), so you don't want that power missing. Life drain is also the dark blast power which hits for the most damage. You can slot it for acc/dam and heal by frankenslotting. Theres no point gimping yourself just to get set bonuses.. -
Fighting pool is abit a bad choice on a squishy seeing as the pvp res bonus + your epic res shield will gives you capped res. Don't take tough just to get weave when you can slot maneuvers and get better defense that weave offers.
It's no surprise you're having end problems on a storm when you're running fighting and leadership not to mention theres no end redux in TK, that power alone eats your entire recovery up if you don't slot it. Honestly i would go with power mastery. You get conserve which will solve end problems and you will get PBU which might solve the issue of you lacking damage slightly.
Imo drop fighting for speed, it's never worth taking that on a squishy and go with power mastery. Storm/dark seems more of a dueling toon than anything and power mastery will certainly help you out there. Can use PBU to boost your heal aswell. You can also pick up total focus. That does some nice damage.

Yeh i would love to see Defenders get Focussed Acc or hibernate to at least level the playing field in dueling situations. Would love to respec my cold/dark defender to have FA or Hiber..
Give defenders old defiance but toned down :P -
Better but still lacking KB prot - You have capped hp by quite abit so the slotting on subdual would only be for dmg bonuses which seems kind of a waste when there are other powers which need some serious slotting. I rejigged your build abit and changed some of the slotting and got the KB protection up to 41.5. The 5 slot of devstation isn't that usefull so i switched those up and the 6th slotted Apoc is a useless bonus for a blaster also so i changed that (saving you like 200mil also).
The build still has capped hp by alot and has a nice dmg bonus. You can incease the recovery further and also the dmg output on your attacks by changing the 2 thunderstrikes in flares and fireblast for 2 gladiators javelin (The proc and Acc/Dam) maybe something to consider if you have spare inf hanging around. See what you think anyway..

You need to slot dull pain for as much +heal and as much +rech as possible. If you look back on how i slotted it you can get 97% on each.
Also put the +percept IO in targetting drone, that way it's always on. -
The first thing i notice about this build is no 'Scare' that power is awesome and seeing as fire blast has no mez power, scare is great as it can fear a target and keep them at a standstill for a good amount of time (I can't recall the exact time but it's something like 6 seconds). So the first change i would make is add scare in
.
The second thing i noticed is you don't have enough knockback protection - No matter where you're going to be pvping with this toon you want 41 KB (With Acro on) to stop the popular KB's. being KB'd in zone is a near certain death with all those stalkers around. To get this you will want to add a kephyr KB IO into CJ instead of the Gift of the Ancients. You will also need 2 KB (1 Res, 1 Def) in Frozen armour and 1 KB IO in hoarfrost and one more in maneuvers.

Me personally would go with something like the build below. You might think i didn't take enough attacks but as long as you're using this toon for real pvp and not that fiteclub crap then 4 attacks is plenty. Once you Focus Chi and land EC and crane you ain't going to have much time to do anymore melee attacks anyway because a good player will kite you unless they want a stand up fight. Thats when you hit them with Laser beam.
Now i took laser beam over Web grenade 'cause of personal preference you can switch it if you want.

Don't know how much difference it will make but you can slot that steadfast res/def +3% into the heal

Yeh i get those annoying flying blasters too... With a flypack lol. But yeh if you're adament about fly then go with fly+SS. If you get grounded you're dead with no increased running speed.

Ok first of all; Fly is no good on stalkers, drop this and pick up SJ. Also throw spines is kind of a waste, the dmg is horrible. The only powers you need on a stalker now really is: AS and Sharks/impale. Seeing as you're spines i wouldn't bother taking sharks unless you want hibernate. Shadowmeld could be alot more usefull. Not that you need another survival power on a regen anyway, with 2 heals, IH and MoG (which you didn't take? Why not?)
A regen has no perception but luckily it has the tools to make it possible to go staminaless. You can slot both heal uniques in fast healing and the panacea if you have the cash and you won't have end problems going staminaless (as long as you pick up a few recov bonuses ofc). So personally i would go this route and pick up assault +tactics, giving you a nice damage bonus and some extra +tohit and perception.
Personally i don't see the point in 5 slotting a pvp set when the best bonus comes from it's 6th slot. Either change them to crushings or mako's or add the sixth slot.
Hide is awesome for slotting that Kismet +6% accuracy in. Seeing as hide should always be on you will always have that 6% acc bonus helping you out
Seeing as Intergration is a toggle you will want some end reduction in there so switch the heal IO's to Golgi exposures.

You should be able to go phase/soul for powerboost root if you wanted to, you don't need to take shout. Just shriek and scream. You also don't need anguishing cry. At the speed people are being attacked int he kickballs you won't have time to land Anguishing cry anyway.
Enforced morale is nice for the +perception. Some people may not have tactics or any form of perception and also it's nice to use on the squishies to reduce those long stun durations that are getting more and more popular. If you can i would try put 2 range IO's in your heals or 1 if you use the range bonuses from the PVP sets. The extra range is very handy if you get hit by some -range. Hurricane or even taunt lol. I've seen a tank taunt the healer in order to reduce the range of his/her heals.

I mean for PvE i would take all the buffs but this is the PvP boards xD. Ever thought about using the second build for PvE and just using SO's in it? That way you can spec your first build for pure PvP and slot it out nicely. You will still do great in PvE on SO's anyway..

Erm why no aim? This also looks like it's built for team purposes. If so then you might want to pick up forge. I would take forge even if i was making this elec/therm for dueling. The shields aren't really that great anymore..Sadly. As the res it offers is quite low when put on top of the pvp res bonus.
Personally i would drop Spirit Jaws for Aim. You already have Tesla cage as your hold and way of detoggling your opponent and with tesla recharing in under 4 seconds you don't need another hold.
The pet is usefull from your patron once you forge it. Assuming you're going to be dueling? Afterall you are on an elec/therm :P -

Also if it's for sirens i would go psy over sonic on the basis psy blast is faster and won't root you as much as sonic. Lots of stalkers in sirens, the last thing you want is to be rooting around them
I have a sonic blaster and personally i find it very boring, it's slow and lacks that nice fluent chain that psy blast has. Imo. -
Slotting looks alright from what i can see, i didn't really look properly lol but the one thing i noticed if you didn't take hurdle. Take hurdle over swift.

You could always add the heal uniques in by taking the extra range IO off web and putting it on health. Seeing as this was a budget build i didn't add any LOTG+rech as they're like 100mil+ but if you wanted them you can switch the lotg's in the build for them. You could also drop a slot on infridge to slot a LOTG +Rech on CJ.
