that would nerf Kin defenders though, not just controllers. That's the problem with talking about powers or AT's in a general sense. You end up nerfing more than intended.
Also, Psionic tornado does get containment damage. Nobody would pick it if it didn't. -
Get Force Bolt, the only actual fun power in the FF set(not counting Force Bubble in PVP here). Good for perma knockdown, great for combining with TK blast. You seem to have all the good Psi powers, except maybe Psychic Wail. I had this on my defender before ED and with Power Build up, it was an OK power then, not sure how good it is now, especially now that you end up with no end and -recovery for a short time.
I'd skip Psionic Tornado. It's ok for a controller epic if you can get Fulcrum shift and containment before dropping it. If you don't get that it's a fairly useless drain of endurance.
Detention Field can be handy at times, I suggest you give it a try and then respec it out if you don't like it.
I highly suggest looking a Sonic Resonance as an alternative primary though. While it's a similar set to FF, it has some key differences which makes it much more useful in PVE.
I also find it kind of ironic that you roll this for PVE and comment that you already have all your PVP toons. This is much more effective in PVP than PVE. -

Wrong.
Defenders have it 1 second short of perma in PVP, with 3 recharge enhancements. Duration is 30 seconds for them. With hasten it's recharged way before the effect wears off. -

The Duration in PVP is much shorter on controllers. Not sure if this is a bug or intented. It lasts about 10-15 seconds, while you'll have a 20-30 second recharge(I suck with number, i just know you have downtime). Defenders can happily perma it though which is puzzling indeed as I view this as a control power, meaning that controllers should actually get more from it IMO. Perhaps the Dev somehow see it as a debuff.
As for powers to get in PVP. Just get all the single target stuff from Mind: Mesmerize(slot for damage), Dominate, Levitate(not great damage, but it's handy for knockdown as well), TK and Confuse(can be damn annoying if you're not buffed, make people lose target). For FF, I pick Personal Force Field, Force Bolt(again knockdown, you can easily perma knockdown one target), Dispersion Bubble, Detention Field and Force Bubble. I skip the single target buffs as they mean [censored] all in PVP with the values they have, so everyone and his mom will hit through anyway.
Pool powers I got are, Speed for Hasten and SS, Leaping, for Combat Jumping, SJ and Acrobatics(critical), Medicine for Stimulate and Aid Self(PFF + Aid Self makes me very hard to kill) and Primal Epic for Powerblast, Temp Invul and Powerboost. -

How is TP foe not the problem? The OP complains about someone constantly using TP foe on them and using it to grief. Simply take their tool away, by buying inspirations. Immediate problem solved. Now you can always petition that player, but that's not gonna solve the problem at that moment. GM's aren't that fast.
I'm sure if George W. had the option of buying inspirations to combat global terrorism, he would do just that, instead of invading another country. Only costs 50 inf per insp. Much cheaper and quicker. -
You do realize that you can just buy some Resistance Insps to combat this right? You head out the zone, stack up on some Oranges and you'll have no more problems.

Post like this [censored] me off. This is such a generally sweeping comment that it can only result in a power being nerfed all the way into oblivion. DEFENDER cages can be perma'd. Not controller ones. Please consider that this should only be looked at on the defender AT. On a troller a caging power only last for about 10 seconds and the recharge is about 25-30 seconds. Also, removing the acc bonus will do absolutely nothing, since a lot of Defenders will get aim to compensate for this, if they don't already have it.

Focus on Subdue, TK Blast and Will Domination. Those are all short animation, reasonably high damage attacks. Any Psy defender that has some spare slots(which shouldn't be any problem after ED), should look into these attacks(especially TK blast).
Psychic Wail can be fun as well, for people that like nuking. I haven't used it since ED came out, but I used to enjoy clearing huge mobs with it back in I4.

TBH I wouldn't mind a few rads running CC if it helps with the holds (as long as people are not spamming useless powers). Worked fine at the last successful (public) raid

that's the thing really. It hardly helps with the holds and several rads running it, will greatly add to power lag. So the benefit does not outweigh the negative effect it has. You're much better off having those rads all spam AM, so that everyone's holds recharges much faster. It's much more effective.
