ill/rad Advice
Just some minor slotting issues, 1 minor quip and 1 glaring mistake
Slotting issues:
Radiant Aura: See if you can get a 3rd recharge in here? Not needed but nice to have.
AM: Should really get a 3rd end mod in there.
Deceive: Wont do you that much good with just the one slot. It'll be ok but not great. 2 acc, 1 confuse duration. Put more in to you liking (not that important though)
Phantom Army: Doesn't really need the acc since their base acc is very + you will be using RI to lower mobs acc and def.
RI: Doesnt really need the def debuff as its good (for PvE anyways) out of the box. Slotting 2 end reds is too much aswell...doesnt use that much end. 3 tohit debuffs, 1 end would be how I would slot it. Can slot with additional def debuffs if you have the slots.
NOTE: Take this power much earlier....fantastic power.
EF: Only needs 2 end reds. Slot a 3rd if you have the slot and feel you need to.
Spectral Terror: Its perma out of the box so doesn't need recharges. 1 acc, 1 fear is enough for PvE. Slot more fears if your have the slots.
Flash: Bad base acc so slot it with 2 acc, 2 rech, 2 hold.
Phantasm: Lose the recharge unless you plan on summoning/unsummoning a lot
EM Pulse: Base hold duration is pretty long so consider only going for 1 hold? So it would be 2 acc, 3 rech, 1 hold. Up to playstyle really.
Mutation: No need to slot it with end mod. 1 recharge for this power.
Minor quip:
Health: Firstly I believe it'sa bit silly to get health when you have a self heal as Radiant Aura + slotting it for a squishy isn't recommended...not many HPs to regen.
Since you're taking fly and ss swift would be a much better power to get...and you can either slot that for run speed or flight speed
1 glaring mistake :
Lingering Radiation: Do for the love of God take this power! Massive -regen and quite a good slow. This power is the reason why rads are kings of AV/GM fights.
Slot it 2 acc, 3 rech and maybe 1 end

Eeek No lingering rad?? That's like playing a regen without instant healing... a sr without elude... That is a power you can't miss!!
6 slot AM and Rad Aura for sure, and put 2 acc on flash if you don't want a bad alpha on your face more times than desired... oh! and I would keep 3 endrdex on EF, specially for AVs when you don't have any other end buffer in team
Deepest Apologies for the glaring mistake, although in my defense my hero planner did not mention anything about -regen..... merely -recharge and slow :/ So I wasn't sure about it.
I heard a while back that you could create heros on the test server at any level you wish so that you can check out builds and whatnot, is this still available? Or did i dream it all? If its available, how would I be able to do so...?

Unfortunately not. Just before I7 there was an event on test in RV during which you could roll toons at lvl 40 (including inf for all enhances), but that was only for a couple of days.

The great thing about ill/rad is that there are a lot of ways to build it ... the bad thing about ill/rad, is there are more ways to build.
I'd take the recharge out of radiant aura - you shouldn't be getting too much attenton apart from AoE or PvP .... either of which will either kill you very quickly or not at all. I'd be really tempted to try and squeeze in the leadership pool, given the ridiculous number of pes you can have out. I'd be really tempted to take hover and three slot (plus swift), relying on SS for actual travel speed. Of course, that's as a 50...
In the same way, I find EMP preferable to Flash (longer duration, bigger radius, shorter activation) with *gasp* chokng cloud being an alternative that is available more often as a panic button (but it requires your RI and leadership to be really effective).
looks good and so long as you have the main powers (pets, blind, spectral wounds, + the debuffs +fitness) you can't really go far wrong. Have fun.

Nice build. I would do a few things differently:
- As Light Petting said, I never found I needed more than 1-2 Rchgs in Radiant Aura with Hasten (which you should 3-slot and take in the early 20s btw)
- I don't think Fly requires an EndRdx if you use it as a travel power, and I agree, Hover is probably better than AS for this build.
- I would actually go for Psi or Primal (at least at 47), but if you take Fire (and keep it), I would take the shield. Every bit helps.
- Concerning Leadership, I found it much less needed for ill/rad than say for /kins. iirc only Phant will benefit from the buffs, and you do already have a few toggles. YMMV. Likewise, not a fan of Choking Cloud.

I'm not a fan of choking cloud either, but since the control nerf waaay back to flash and emp, it is the only AoE hard control you have that can be available on a regular basis. To be effective you do need to either have lots of acc slotted (sacrificing duration or endurance) or have RI and leadership running. I have it slotted for hami raids right now, which is 3 end reduc, 3 hold + toggles running. In regular play I'd maybe swap some end for acc and not run it all that often.
lll/Rad is one of those builds that cries out for build slots (like costume slots) where you get to pick power selections and slotting for the next week. Maybe when infinite respecs for 50s come in ...

But you can't slot CC for accuracy . I agree, ill/rad can have very different builds. Mine is a PvPish build now, so I have dropped Flash and taken Primal Epic, and I even slot EMP for Endmod against some ATs.

Well, since you asked in the correct form, it would be rude not to . Looking at my post I notice I left a smiley off. never mind eh.
You know what? I wrote a whole guide about just that way back when. I didn't bother updating it once lvl 32 pets became a one at a time deal. If I can find a use for CC outside of hami raids with 3-4 phants going (god I miss those days) I'm sure you'll be able to do it with just the one. Note I've said all the way along this thread that CC is only my first (9th?) pick since the great control nerf, other than that it was a hami-raid specific power.
You could team with somebody with an immob power, you could angle your approach so that the momentum applied throws everything into a corner, you could hover from above convertng it into knockdown and then drop into the mob with CC going ... giving your phant and PA chance to smack things down... you could rely on your superior speed to get you in first and rely on them to deal with things before the hold wears off... you could take recall friend and use it for positioning purposes....
Note there will still be situations where you can't use it - but arguably, knockback affects all of your powers to some extent, including the one I'm suggesting replacing with CC, especially given the god awful activation time it has (or had, last time I had it). But given the awful recharge on flash and the fact EMP is much better,
I find a mix of a hold aura and 1 x AoE hold > 2 x AoE hold.
But as I've also said, there's lots of ways to build ill/rad and given certain powers and non-dorkage slotting, you can't really go too far wrong.

This I agree with. I just never would recommend CC for a ill as it's a massive unnecessary enddrain.
Would probably only recommend CC for mind and fire trollers.....and all rad defenders tbh.

With both AM and Conserve Power in your locker, and maybe a little liberal slotting, would there be an arguement for non-Stamina?

(more specifically, even with a couple of EndRdx on toggles, you need Stamina: the +recov from AM is not great and CP has a very long recharge and short duration)

I would say take stamina.
Having both Conserve Power and AM is nice because you can alternate between faster end regen, and end discount. Since end regen from AM isn't as effective as the endurance discount, that's where stamina helps.

So, I need help Had a lookie on some guides, not sure whether they were dated or not. Also took some common sense and hopefully put that in there somewhere as well. However I know next to nothing personally about the illusion or radiation sets so calling in all the experts hehe.
As always, ignore When i've put slots it, it has been as and when i've thought about it. However some of the last slots were because I didn't know what to slot so there are some spares floating around. I wasn't so sure about deceive, put it in on purely my friends advice :/
