Mace Mastery the Patron pool, or Chill Mastery, the ANcillary Pool would both be good choices.
Chill gives you defence ot push towards softcap, a self heal and a second panic power and doesnt require a sidechange if you are hero. However it can invalidate you're concept with all the ice.
Mace again pushes you towards the softcap and gives powerboost, which I think you buff the power of you're shields you give out. The gfx are less intensive on youre costume.
If you already have Softcapped, any of the others will layer you're defences with good resistances. -
it disables the tower above it for I think 20 seconds.
potentially making the phases they are active in alot easier.
It also stops you're league from getting a badge, and an Astral merit. -
Part of me wants a "No I am you're father" type moment with one of the characters

it takes immob sets, so would Gravitation Anchor also be a good bet for a proc?

The Resit and Defence IOs give you a temporary power which gives a supremacy-range PBAoE buff aura that effects all applicable pets.
I since only Phantasm will get any buffs, I would recomend not using these IOs on a Illusion troller. -

They want PvP to play like a musical masterpiece, the rythms of attacks and so on, and actually because of this the interactions of powers are heavily linked to ingame music. Changing the Atlas Park music to a longer piece with more going on will probably, by my mathmomusical computations, remove Heal Decay. -

Dark/*something* blaster
and when it finally shows up, Titan/Dark tank i think.

the contact icons above their head, can we turn that off as an option, I have always loved City of Heroes subtle integration of contacts into the game world without breaking immersion.
Something about exclamation marks above people's heads annoys me -

What you personally care to play has no hold over the monetary value of each powerset- How much time the Dev's had to develop each powerset also should not effect the worth of the powerset-

Theres no obligation to buy everything in the store, there never has been. I wont be purchasing any of the beast pack, or any of the party pack, and I may purchase the size changing mechanic from the science
If I chalk up enough free points after i've gotten everything I want and theres nothing shiny on the horizon will I get it, possibly. But still unlikely, but thats why the free points have to be considered, they allow me to get what I want without paying any extra, just waiting
Would I pay in excess of $10 for certain powersets, probably, if I could get them for free and wait longer, then I would.
Its called impulse control, even the things I really want, I can put off on getting if I know I can get it for a better deal in the not so distant future. i.e 1 powerset free every 2 months. Altitis handles the rest.
It has always been the amount of money you are willing to spend on the game determins what you get. Now it is more akin to how much time and how much money you are willing to invest before you get what you want.
Not interested in any of the new powersets, then they may as well be free, if you're Golden Girland have no intention of ever playing another character, they are useless. Not interested in the boosters because you're happy with spandex clad heroes, they are probably useless, but now you can cater what you're subscription achieves for you, and suplement the rest.... as opposed to being told what you're sub gives you and have to supliment an entire booster pack for only 1 feature from it...

Absolutely no one can yet make the case that a VIP subscriber will have to pay one cent to get an equivalent amount of content over and above subscription, in terms of actual comparable quantity. When you strip away all the "fancy math" what's left is this: if I get more content for the same amount of money, Freedom is a win. Everything else is academic arithmetic. At the moment, given everything I know about City of Heroes Freedom, there is no possible way I could justify saying that the amount of content I'm going to be getting for the same amount of money will be lower. The fact that a powerset "costs" this much or that much "points" when I'm being handed thousands of points a year for my subscription means, in isolation, exactly nothing.
Now, if anyone actually wants to discuss the actual specific mechanics of pricing, at that point there's no avoiding fancy math, because comparing the dollar cost of points with the point cost of items without factoring in the points a subscriber gets for free is, within that context, worthless.
To put it bluntly, I paid for the content of Going Rogue. All evidence to date suggests that all the comparable content that is going to be released in Freedom's launch will be things I will be able to get without paying more money, if I'm just a little patient. So *I* won't be paying more. Everyone who voluntarily wants to pay more, however, is free to do so, and I thank them for doing so.

This solution means people have to expend more slots to get the power back to the original version.
2 mutually exclusive power choices (energy Torrent +KB or energy torrent - KB) would work better. But be more limited if a player changes their mind.
or an additional slot to each of the affected powers that only accept the KB enhancement. -

Then you're looking at 3d vs 2d movement, which again, is it relevant with temp flight packs, GvE jump pack, steam jump pack etc etc, theres very few situations where permanent 3d is necessary, and the momentary need for 3d mvoement cant be replicated.
-Even the Shadow Shard, those of us with GvE pack and steampunk pack can feasably get from one end to the other with no proper travel power
-as can those who buy the jetpack for pittance available in that very zone. -

This is not taking your "free points" into account as they have been described to us as an extra goodie for our continued support. Those points are free, you may spend them as you please- Therefore they are not relevant to, once again, the monetary value of powersets which is what I started this thread to discuss.
Include Going Rogue in this calculation, but when was the last time the devs were able to output 6 sets in a 12 month period? As was the case for Going Rogue and Villains, that stuff was in the works for a long while, and it probably is possible they could put out more than 6 in a year, but will they be 6+ sets I care to play? probably not.
We'll probably see a bolus of sets around launch time, but then I imagine the devs will chug out a new set every 4 months, since they probably take anywhere from 6 months to 2 years to make a set based on it's technical difficulty.
yes if you look at the $10 cost of sets in a vacuum they are overpriced, This serves 2 purposes;
1) The I MUST HAVE IT NAO!!! crowd pay through the nose, for what, as VIPs they could eventually get included in their subscription if they waited. More money for the Devs to do more things with.
2) A logical evaluation of the cost vs gain of remaining a FREEM or Vet vs becoming a VIP (plus benefits of VIP in other areas) will hopefully push players into becoming VIP, making a more steady and reliable revenue stream.
So personally I think that the cost vs gain of VIP will probably have us paying out slightly more per year to get everything if we want everything. but not by a large amount, and nowhere near how much more expensive it will be to remain a Free player and purchase on an ad hoc basis.
If you're adamant on saying "Dont discuss the 'free' points" they have to be factored in somehwere, say you use these for boosters, then the money saved that you would have spent on a super booster, goes towards the next powerset.
On a less logical note, of course I would like them to be cheaper, but as was stated in i20 Open Beta, Prices start High and go down in beta, because its more player friendly. They would have been better off not mentioning their beta prices at all, but with SDCC that just wasnt an option. -

Whilst complaining, please be aware there is a new zone (First Ward), new powersets (Time Manipulation etc.), a wrecked galaxy/new tutorial, 2 revamped zones atlas/mercy, the original galaxy and hero/villain tutorials moving to oro, oro entrance level getting lowered, 2 additional costume sets, the new paragon points and paragon rewards systems, etc. all going in for i21.
Counting GR's 6 zones as an expansion, this is practically (half) an expansion...
Remember that GR's Incarnate stuff went in later than planned, I think this is what is happening this time for Dominators.
But that usually means that any left out will be top of the list for the next proliferation.
Oh and the i21 list above doesn't list everything just the known changes at this time.

As a good idea to what the patch notes will be, check the last ones on test, its rare for something to skip the test server.
The reaon why they don't put them up? Redacting something is alot harder than just not saying it in the first place. If the patch causes a critical error and needs to be reverted to the previous version, you may have a bunch of people running around believing something thats not true, and ignorance spreads like wildfire.
As to why to publish it now, Incarnate Trials are their thing, and iXP is broken, fixing it as soon as the fix has gone through the necessary checks is a good thing. -
