Thus this suggestion: Please make Brawl immune to recharge modification.
Even if you can wouldn't it make more sense to carry a lot of blues to counteract a Sappers drain and hit him with higher damage attacks rather than swatting him ineffectually with something like Brawl?

All the maps, mission text, contacts, and other huge tracts of data will be stored on the server side. That's what it's for.

You would be better served to check the numbers during a more classically busy time for every day over the next quarter to verify if there really is a downward trend or if it's just one man's perspective. You also might take into consideration that Freedom will always have a larger population because of the fact that it was the original test server from when CoH was in beta therefore a large percentage of the veterans will be playing primarily on that server. The numbers that you have presented thus far even support the idea that Freedom would probably be a better choice for sampling.
Also bear in mind that CoV has had an effect on the blue side population as folks will be playing red side, which is still viable population for the game.

Which is a decent number for 11 servers like 100+ pop per server basicly. teams are of 8. So thats like 12 full man teams per server divied by 2 due to heroes and villains. so thats 6 teams per side. Awesome numbers right?
EDIT: Oh and -1 per side cause i only play on 1 server
What time of day was it?
What other things were going on outside of the game that could explain the lower numbers? *cough*World Cup*cough*
Are you basing your numbers on a sample from a single day or a group of samples over a period of 3 or 4 months that supports a downward trend?

As Aett said, the servers, particularly freedom and virtue, have been upgraded over the years to handle more load. Population has grown, but server capacity has grown more, thus the green dots.

I'd like to see something added like in "that other game" where street battles turn up evidence or clues that can start you on a story arc. If the game canon has that story arc connected to a contact they can always be added in during the arc at some point. That seems alot more organic and proactive because it would allow players to concentrate on a single villain group if they so choose and pick up all related story arcs as they go.

Is that the correct interpretation?
Figuring that the system goes in today; a 72 month vet will only receive a veteran reward from the new list or tier in 3 months time while a new player would receive the original 3 month vet reward plus the vet reward form the new list or tier. This would mean that in 6 years time 6 year vets and 12 year vets would have the same rewards.

Folks would be pissed that they are paying the extra money but effectively still have to wait. There would be a large number of new players that would be willing to pay the extra $50 right when they sign up so that they can get an extra attack at level 1 and wings as a costume item right away.
I understand that your suggestion puts a cap on that but it won't be a popular cap and since money talks it wouldn't be long before all veteran rewards were eligible for purchase from day one. That leads to new players joining the game, buying up all the vet rewards they want and then power leveling to 50 in the space of a month at which point they grow bored with the game and cancel their account.
The veteran rewards are meant to be gratuities for player loyalty, not "bling" that can be picked up by anyone with more money than sense.

Here is one of my own thoughts; Tailor option to alter your Origin.
Have you ever made a character concept and realized after playing them for 40+ levels that the origin you chose just doesnt fit ?
I would also like to see them add eyes as a costume option so that we could select things like cat eyes, alien eyes, pupilless eyes. etc. Also the ability to change the change the color of the pupils and the sclera using the pallete.
Along the same vein it would be cool if all of the facial features became customizable to include alien, animalistic or generally non-standard options.
