Yes, that was pretty unwise. It was a choice I made based on relative positions on the globe, but doubtless I'll suffer for it. The fact that I'm from the EU, or personally love Fiji, both the climate and the hospitality of the folks when I visited, I expect will be irrelevant to many, I'm sure. And I'm sure many will use that as a reason to not look at the analogy as a whole and look at the sentiment intended. I clearly should have just said, "A theoretical population located appx 1/3 the distance around the globe, and with a smaller player base." Feel free to substitute that in for then, for Fiji, and then re-think about the analogy.

Thought I'd address a few of Damz's points. Note being critical, I'm just hoping to present a point of view that may have been overlooked.

If there were a theoretical MMO you enjoyed and paid for based in Europe, that also sold subscriptions only, in say, Fiji, and the servers were based in say, Berlin, and that company scheduled maintenance in the middle of the prime playtime for the European players (in the process making local workers come it at very odd hours local time) to accommodate and demonstrate to the Fiji players that the weren't second class citizens, what do you expect the general response would be?

Good advice, but it doesn't exactly work in all instances, but it will in many. If you buy a bundle of costume pieces, it doesn't give you an individual run down so you can't check it in this way. If you're trying to buy a specific individual piece, though, it should work perfectly as you describe (but it is still kinda a hassle). -

I was assured, up and down, in the "Casual players" thread that SOs are still the dominant form of enhancement, that builds filled entirely (or even mostly) with crafted IOs are not the "norm", and that not everybody chases gear (IO sets) as if it was the "new hat" you have to wear in order to be accepted or effective.

SOs are not the newest. They are commonplace. So they are pretty 'old hat' if you accept the above definition, which I found in an online dictionary (but the note was my addendum).
But, many folks do still use them. A lot of folks use them extensively in their builds, I'd wager. I don't think many folks use them exclusively, as I think the majority of players will sprinkle in a proc, or a cheap global, and a few generic IOs at the least, but that's just my guess.
I most all of my alts (and there are many) I use SOs almost exclusively while leveling up. I'll grab the Numi +Regen/+Recov and the Miracle +Recov, and a +KB protection if my alt doesn't have some other way to get it, and maybe another IO here and there, but almost all SOs the rest of the way. I think there are probably many folks that do likewise, and maybe incorporating some minor franken-slotting.
The number one method of being effective prior to end game is know how to use your sets, know how the enemies work, know how to work with (not against) your team and it's strengths. After that I'd say next is power selection, more than slotting.
That's my experience, at least.
Note: if you plan to farm via tailored missions in AE all the way to 50, that obviously changes. In order to leverage the most advantage, many folks there do IO a lot more, depending on the set they are self PLing. The best farming ATs/sets obvioujsly don't need to, but some combos really do.
If you're running Pugs, and TFs, and regular content, and solo-ing some arcs, really all you need is to know what you're doing, and SOs. Heck, if you're really skilled, DOs might be fine. -

Yeah, I dropped the ball somehow and forgot to get the Atlas prior on one of my rogues, so I've gotta make that round trip shortly myself... I share your pain.

I intentionally tested it. It *WILL* let you buy stuff you already have. I /petitioned it, and a day or two later, got my points refunded. That said, I don't know if they intend to fix it so that you can't in future, but for now, just be vary careful.
If you don't know if you do have it, you wouldn't know to petition, so you could easily waste points and never know. So, research carefully first before a purchase. -

I feel that it made the zone too easy, and removed the thrill from the zone, but it was pretty dead before the revamp, so I can't honestly say they 'killed' the zone. However, the changes certainly didn't breath a lot of life into the zone, but there sure are many other potential causes for that then revamp.
All that said, it is different, but not a lot different. They story content isn't changed at all. Don't let my opinion stop you from checking out out, though. You may find you like it a lot more. -
Prior to the incarnate stuff, he was a right about the lack of CoHs endgame. Or mostly so. Now, a much higher percentage of the development time is spent on endgame, but I doubt it'll ever hit his happy mark of 90%, even if he had access to the incarnate stuff.
So, as others have said, it may just not be the game for him. If you convince him to play, the only way may be via the social value of you being here. If that's not enough to convince him to try it at least occasionally on the freemium basis, than any other argument you use may be really doing him a disservice, since he probably just won't enjoy the CoH outlook.
Lastly, a minor little nitpick of mine...

It's not inability. It's lack of desire. Total lack of desire, in fact, an active desire NOT to have a new level cap. The incarnate system could have very easily been done with additional levels instead, but they specifically came up with a fairly convoluted system just to avoid having a level increase. I'm not saying if this is a good thing, or a bad thing. It's really all a matter of opinion, and I won't even colour the comment by expressing mine on the topic. -

My guess is that most peoples brags outpace reality. On the internet, it's hard to verify, if you are even the sort skeptical enough to try. But add the pile of brags together, and you create a fair amount of pressure to conform to a standard or norm that's just not the norm.
I would wager it's the MMO equivalent of looking at models and TV personalities for a body self image of what a 'normal' woman (or man) looks. -

I'll grant that a Hero or Villain merit is a better choice, but I certainly wouldn't consider the merits as in any way bad, or even average. It seems above average to me. -
The +10% bonus to hit for 30 seconds you get when the power goes off and hits someone. Same for the +40% damage for 30 seconds.
The +2% to hit and the +8% damage (both again, for 30 seconds) you get per enemy hit after the first.
Also, any enemies hit also get damaged.
I love Soul Drain, but to get much out of it, you need to hit, and want to hit a lot of enemies, optimally. So that means making sure you're in the middle of the thick of things. If your build and play style work for rushing into the melee to Soul Drain, then Dropping your Blackstar Nova, or falling back out of melee to line up your cones, then Soul Drain wins, in my book. It's up far more often than PBU I believe, and if you hit 7 enemies with it, will give the same damage boost for for 2 and a half times the duration. If you hit more, which is not always possible, but certainly does happen, your extra damage will exceed PBU for more and more depending on how many get tagged. I can't can't recall the max number that can be hit by Soul Drain, but be aware, there is a cap, and even if there wasn't, only so many enemies can fit in the AOE.
However, if damage isn't your only consideration, then PBU has some nice things it can do. PBU, then Howling Twilight will stunt then crud outta everyone for twice as long. Or fear them for twice as long, etc, and Soul Drain can't do anything of that sort.

Edit: One last consideration you may want to keep in mind, is that PBU can only slot Recharge Enhances (and maybe end reduction). Soul Drain can slot a whole host of things, including some vary nice sets. If you only have 1 slot to spend on it, it's not a big deal, but if you need a place for an Oblit set for the set bonuses anyhow, it's another reason to get Soul Drain. -

Gotta agree with the suggestions made by Deacon and Doc Harm. They would improve the set, without making it overpowered, but I don't think they would make the set interesting enough that people would flock to it. It would make the set better, obviously, but that would only affect those that already play it. And if every set that a player of felt needed an improvement, got an improvement, we'd be in bad shape in short order.
Yes, Sonic Repulsion is a total dud, and Cage is close, but as pointed out, at least it's thematic.
If the devs felt the set was under-performing and offered a boost to it, I'd be happy (as long as it was a real boost, not a silly one, like upping the duration of Cage) but I just don't see it as necessary. It might really need a look based on the upcoming Freedom crowd, if we're still basing sets around SO performance. I'll admit, I sure didn't build an SO only Sonic, and if the stated need for this set to be enhanced is based on SOs, then I personally can't offer any firsthand experience at all. For all I know, based on SOs alone, this set might be the world champion dog. For now I'll leave that to be discussed those that have actually tried it.
And, for what it's worth, I didn't pair my Sonic/ with a /Sonic. So my love for and positive opinion of the set isn't based solely on the wonderful performance of /Sonic. My 50 Sonic/ is a Sonic/Dual Pistols.. (I love the synergy of +res with -damage, fwiw). -
I think Burning Chick and Necro both have hit on the two main points.
1) Sonic isn't all that weak because what it brings isn't easily found elsewhere.
2) Sonic still has a bad rap because it's not all that fun to play.
For solo play, I found sonic to be a LOT easier than a FF def.
Sadly, I can tell ya all about how my sonic seemed to make team play a steamroll, but without exit surveys from all my for team members, and a list of the powers, ATs, and full build lists, that's pretty much worthless.. Heck, even with that, my own single personal experience teaming with both sets as a def is pretty irrelevant.
But, I'll offer my opinion on defs in general and teaming. A team that is steamrolling, and adds an offensive def type in, will steamroll slightly faster, but the difference isn't likely to be noticed. A team really steamrolling, adds a defensive def to the team, may make almost no difference. So, the more offensive powers, the more a defender goes from nothing but a blaster, to a blaster with some extra team-wide leverage. Not much extra leverage, but some. But, the same is true for *anyone* added to a steamrolling team!
Defs in general make by far the biggest difference on a team that's just barely clearing, or barely not clearing, the obstacles. But in those cases, it also makes a difference as to why they are clearing the obstacles. Defs like rad, dark, cold, storm, and thermal (I'd guess now, tho I have yet to play the defender version, but I have played the set to 50 on a troller, so I'm not totally clueless about the set), have tools for almost every possible scenario. So of course they seem like the powerhouse sets. Kinetics is a heavy offensive set with some of the most universally wanted buffs, and one of them can self target, so on a steamrolling team, they will be most noticed, and even more so on lesser teams that are still on the tougher side.. So of course they are in demand.
It's the def sets that are 1 or 2 trick sets that seem to have problems. But, I think their problems are hugely overstated. People don't notice the contributions perhaps, but that doesn't mean that they aren't there.
To summarize, I'd say that a limit bag of tricks is the biggest reason a set will at times feel weak, but at other times feel awesome, if it's trick is needed. But the sets that have that problem can't be *fixed* without making them a totally different set. Some sets might need a tweak or two, but how that can be implemented isn't obvious.

I don't think sonic is the set most in need of help among defender primaries. Not even top 2. Maybe top three, but there are about 4 sets almost tied for that 3rd place, so... Sonic isn't the most glamorous set there is. It probably won't ever be barring a total rework of the set from the ground up. It won't ever be broadly in demand unless the debuffs it brings are made stupidly overpowered. It won't ever be widely played unless it's totally reworked. But it's none the less a quite capable, fully functional defender primary, that really isn't for everyone. -
As far as I can recall, the XP Bonus has always been from Police stations or Arachnos bases.. And Patrol XP has always been granted for logging off anywhere.

Speaking of feeling cheated...
Do any of the costume packs contain things that weren't included in the Booster it's modeled after? IE, if I've bought all the boosters back when they were available, do I have all the costume pieces that the costume packs offer?
If so, than it is possible to purchase something you already have.. -

Set the difficulty you want, pop in, clear, don't click the glowies, exit, reset, repeat.
On one of my alts I have the mish at lvl 47, not 50, for uber fast purple farming. -
Blue side one of the portals is in Talos near the Arena, if I recall..

How in the world can anyone other than you know your play style, preferences, likes, and dislikes enough to even give a decent answer to this? If everyone shared identical opinions, than the most populous server long ago would have become the only server...
That said, I'll offer what info I can, as best I can. If population is your only criteria, I'd say Freedom, then Virtue as the most likely choices, if you play in during the day to evening in a North American time zone. If not, then maybe Union also enters the equation.
I play on both Virtue and Union and enjoy both, and when I ant population, I play during those respective servers peak times, or I go against the peak times when I want more quiet.
I also play extensively on Justice, and never have a problem getting a team together at even the middle of the night, but I don't expect to be recruited at that hour. If I want to team there very late I night I take the initiative to form the team myself. Not sure if you'd be able to find a team at all hours of the night if you took the passive approach. So for me, it has plenty of population. It also has reliably scheduled special events, like predictable Hami raids and MS Ship raids, that aren't such massive turnouts that you can't get int he zone, and for me that's a selling point.
I've played extensively on Champs in the past and it seems quick similar to Justice to population and robustness of scheduled events, but that may have changed as I've not been there as much lately.
