My friends know I have a thing for capes. I like capes. I want a cape. And they all know this. My girlfriend actually might make a cape for me, on the condition that I have to wear it, at least once, into work.

The Weed Whacker badge is for CoT Bosses that are CoV-ONLY (otherwise those stinkin' Heroes could get the badge!).
Unfortunately, most of those bosses are level 30+, not a good requirement for a contact that is only level 25 to 29.
So we are changing the badge required to unlock him to something that is attainable once you get into Sharkhead. The badge will no longer be Weed Whacker to unlock him.
This is in a build being made today, so it will be a week or so before it gets to the Live servers.

Um..Posi, have you forgotten about the CoT Bosses that hang around in the lower right corner of Mercy Island? They are all over the place, with their wicked rituals and bad breath. THe ones I saw were all around level 10. -

The problem, Geko, is that we rarely fight even level mobs with no defense. We're fighting +1, +2 or higher, and that accuracy just ain't gonna cut it. We still have to slot an Accuracy SO or take an Accuracy boosting power. Give us a base SO worth of accuracy boost, and I'll call it worth something. You can choose whether to use that slot to be ultra accurate, or get your damage up on par with the others. As it is, that really isn't a choice in most people's minds.
Bbesides, whenever we have an accuracy booster like a Tactics defender, or an enemy defense debuffer, our 'bonus' may as well not exist. Not true for the others.
Compare this to the slows of ice, the DoT of Fire, or even the KB of energy, and the minor accuracy bonus just doesn't stack up for a set that is already dealing with having a very bad damage type.

I suggested to the group of people with whom I regularly play and converse that Rain of Arrows should include an Immobilization of some sort, even if it is minor. *shrugs* I don't think that an Immobilization effect added to the level 32 power would be all that unbalanced. Afterall, it is a DoT, much like Blizzard, and Blizzard gets a Slow. Granted, Blizzard also has a longer recharge timer, but that could easily be remedied...

Yes, but similarly, you're forgetting that the continuing effects of EA works on both sides of the fence. First off if its not ready when you run into mobs then you can't buff, and if there are no mobs to buff from you can't buff either.
Not to mention that Invincibility is a toggle running at 0.36 EPS, but EA, because its a click with a base recharge of 60s, but only a 45s duration, you need to slot in 1 Recharge enhancer to make it always active (recharge at 45s) - however this makes its effective EPS 0.44. Much higher than Invincibility.
Granted that now EA has a nice return on investment with the End recovery, but the end costs are still highly disparate. And you should address that.
While I'm mentioning End, drop Icicles by half its cost please. Way too expensive for its damage output.
Also, the Scrapper testing is extensive and showing Invincibility for them to be at 2.625% base. So if its 1.5% for Tankers, then what is it for Scrappers? Also 10 minutes after you posted it not being 3.5% I saw two posts demonstrating it closer to 3%. So can you please recheck this value.

Reduced damage? As I stated, I'm totally fine with that: we did too much damage.
Increased Recharge? Again, I'm cool with that.
Fear? Not ok with that.
What Burn has become is Immobilization protection. I already have that in Combat Jumping. This is a serious, SERIOUS oversight. Please, we are BEGGING you, don't take away the only unique thing about Fire tanks. -
To be blunt, I am a Fire/Mace tank who utilizes his mace more than his Burn. I have most of my Mace attacks, and use them with great frequency. My standard attack sequence is my leaping in, Whirling Mace, Crowd Control, Burn, then start mopping up.
On Test?
Leap in, Whirling Mace, Crowd Control, Burn...start chasing down everything and drain the majority of my endurance trying to club to pieces my enemies.
I'm not a sterotypical Fire tank: I don't hit Burn and wait. That's boring, lame and just bad game mechanics: on your part. You gave us that, and the players used it. That's our fault for over-using it.
I've got NO problem with decreased damage, or increased recharge: I've maintained time and again that my tank is far too powerful, and he was. But, with the reduction in our defenses, by way of Power Pool effectiveness, -and- Fire tanks being unable to use a potentially powerful attack is just silly. Keep two of the three changes, not many people are arguing that. But, if you do not want cookie cutter builds, then you have GOT to remove the Fear from Burn. Otherwise, the only new tanks you'll be seeing are Fire/Ice.
I'm -seriously- thinking of doing some tinkering with my tank as he is. I think that my Whirlwind idea, while not the most useful, or even endurance friendly idea, is just about the only viable way to work with the excessive changes to Burn.
I do not have hard numbers because I do not dissect a game like that. I apologize for that lack: all I can offer is my opinion, biased or not. Take it for face value. I -want- this game to succeed. Look over what others have posted:these are your subscribers. You -are- alienating us with each such change. Please, do heavy thinking on this issue. -
Folks, it's really very simple. Calibre2 over there simply wants something to complain about. Needlessly pointing out FACTS to him/her is useless. Regardless of the fact that Gil IS correct in his assertion that the island was, in fact, a part of Virginia AT THE TIME, is irrelevent: Cal here is 100% accurate that he's right.

I think, Cuddles, you might be mistaking "need" as directed by the ability to play the game vs "need" to play the game as you want to play it. They are two very distinct things, neither of which are inherently wrong.
