Global chat channels are server wide
To find out your global chat handle, you can go to Menu -> Chat Handle, and it'll say what it is. Careful with renaming it, you can only rename it ONCE (although they've reset the flag at least once in the past to allow people to rename again... they probably will again around the time they merge the EU and US server/globals). -

First off, welcome back!
Secondly, forget EVERYTHING you knew about CoH, it's all changed. Seriously.
Praetoria would definitely be a good place to start over, it's got really great content. Most of the servers have fairly good population, but Freedom and Virtue are both at the top population-wise.
For builds... you can really go with anything. I'd be very hard pressed to come up with 2 characters that'd simply flat out suck anymore. Maybe one of you playing a support-oriented character (troller, defender, corruptor, or VEAT (well, 'tank mage' is closer to the description for VEAT)), while the other a damage centric character (Scrappers, Stalkers, Brutes, VEATs... or really any of the other formerly-redside ATs)- that'd provide you with good duo-ing goodness as well as be good for any team.
Also, whatever server you join, join some of the global channels for that server! Like on Freedom, RF2009 is a great channel to be in, since people form & announce stuff there all the time. Virtue United, I believe, is still popular on Virtue.
You have a CRAP TON of new stuff, from AE to ZZ-top! Definitely keep a link to ParagonWiki handy! And Mid's Hero Designer is good for planning out your characters. -
Sounds like you're currently on a TF/SF or AE. Open your Team window and click the quit button if it's present.
If that isn't the issue, you'd be better off sending a petition instead of a bug report (petitions go to a GM). The new way in i20 will be by doing one of the TFs and earning 'experience' towards unlocking the slot (in the same manner as you will for all the other slots). -
In addition to what Silver Gale said, there's been multiple times where I've bid SIGNIFICANTLY under the last 5 price on common salvage (as in, bidding 1 inf) and got it instantly filled. Back before the market merger, I used to list my common salvage for just 1 inf (except a couple actually GOOD ones), and they'd go for anywhere from 1 (very rare) to upwards of close to 100k. Some people will just put in a HIGH price to not have to wait (I've done that before... a high price of '10,000' isn't worth worrying over!).

The powers are already overpowered in the low levels. I think a better question would be asking on the appropriate AT section of these boards why you have endurance issues, and working to improve that situation, than complaining about the vet powers.

You do. I believe the previous poster was vague and was meaning your base damage vs an "even con" (which'll be a 51 instead of a 50), since she grouped it with flightspeed and regen (defense would also sorta-scale like that for a couple powers, IIRC).

You need to suffer like all the Villains out there, by doing the Patron arc as a Villain before you can access EPPs.

Compiling numbers like this is totally useless... because without also recording what the character has done, there is zero context. Right now, I have 2 or 3 characters than can get shards, and all of them only have 1... is that because the RNG isn't random and my characters just are set wrong/magicaly fairies? No, it's because they've barely been played at all since unlocking it!
You also need to remember: Random numbers are random, taking a couple small samples and saying 'hai, thes r not sam!!!' is kinda silly. You need a large number of samples to be able to even try to claim there's any non-randomness in random numbers. -

I have typed the format for the background-image correctly, and it shows when I use browsers other than IE. My issue that I need to research is: Is there a better, more universal, format for images than .jpg?

I'd recommend searching on a site like StackOverflow (imo, the greatest resource around for anyone doing any sort of development, regardless of language) for problems you face, likely someones already encountered it and asked about it there. W3Schools is also a great quick resource for looking up specific information/syntax/functions for various web technologies (html, css, sql, etc).
As for the 'background-image' dealio... I believe the proper format is:
background-image:url('xxx.jpg');
Not sure if that'll fix your problem, but it's worth a try. -

I leveled up a Katana/Regen stalker back in the day (as in, back when Stalkers had similar damage to Tankers, with Defender level HP, and Hide that used endurance), and about half the enemies in the game were a nightmare to fight. Like you said, even BU + Assassinate would do pathetic damage vs oh so many different enemies. At the time, I didn't really realize how little damage I did, as that was my VERY first character (it was fairly obvious in comparison to Brutes... but it really hit me when I started encountering Scrappers).
Eventually, I rolled my much loved Energy Melee/Ninjitsu, as it was really considered to be one of the top sets at the time... and it was MUCH better, doing actually GOOD damage, and wouldn't just instantly go down the moment I drew a bit of attention (Regen with little HP = easily bursted). I had lots of fun with that one, but she's stalled out at 47, seeming to be left in the dust by the sexier, more AoEy sets (plus, it's not easy to soft cap, so it's not as survivable as a lot of other sets).
So, point being: Lethal damage sucks. And whatever is currently the new hotness will eventually be old hat. -

After you do 10 Alignment Missions from those tips, if you have Going Rogue, you can get a Morality Mission. If you reconfirm your Hero or Villain alignment, you'll get an A-Merit (the first time you get 50 Reward Merits and 20 million inf instead)... Rogues and Vigilanties can't accululate Alignment Merits, and switching alignments will cause you to lose any you have built up. -
I bet there were spaces in your path. In that case, you need to wrap the path in double quotes (so it'd look more like: /wdwsavefile "C:/Documents and Settings/Blah/City of Heroes stuff/" ).

For that, you want /wdwsavefile C:/path/to/file and /wdwloadfile C:/path/to/file... or just take the file that /wdwsave creates and manipulate that.
