Each time you use Resurgence, it'll have a chance to give you some endurance... totally not worth the slot.

I'd /bug it in game. Any toggles you have anchored on him before he turns blue would also continue working (I'm pretty sure they'd continue to apply to enemies, but not your allies or him)...

I'm having zero issues with the forums, and haven't had any issues since they transitioned to this new board, so it's definitely not a universal issue.
I'd still like to see the output of some pings/tracerts when it's not working and when it is for the people that have issues... it might shed some light on what's going on. -

Although, I just thought of something: the images might be being saved to Window's VirtualStore (store as in storage, used when non-elevated programs with UAC emulation try to write to Program Files...).
Replacing 'YOUR USER NAME' with your Windows user name, try looking in the path...
If on 32bit windows: C:\Users\YOUR USER NAME\AppData\Local\VirtualStore\Program Files\City of Heroes\
If on 64bit windows: C:\Users\YOUR USER NAME\AppData\Local\VirtualStore\Program Files (x86)\City of Heroes\
I bet in that directory you'll see the screenshot folder, with your screenshots in them! -
Does it work any better if you set the NC Launcher to exit upon launching a game?

At least IME, there's more oppertunities for teaming in Praetoria than the other sides currently. I've heard other people saying the Praetorian enemies are harder than the ones from the other sides, but they seem about the same in difficulty to me (although maybe redside's never ending stream of CoT has desensitized me).

You can measure your in-game latency via: /netgraph 1 (using /netgraph 0 will turn it back off). From the sound of things, that should show you've got some latency issues... the next step would be to run a traceroute to the game servers (although someone would need to find the IP for that, a quick look on ParagonWiki didn't reveal it for me). The Traceroute should show where along the path your latency gets crappy. -
It'd be interesting to see what your system thought the board's IP was before/after the flush...

Then are you aware of the command to get to the EU test server? You could find out by launching the EU test server, then checking in Process Explorer what command it was launched with.

I got to the page where you put in the email address and such no problem just now (didn't actually try sending one). What web browser (& version) are you using? Might fix it if you restarted the browser.

Of course, if you're on OS X (which, IIRC, isn't supported for the NC Launcher, so doubtful you are), you'd need to adjust your commands some, since you won't be running any exes directly, but via cider. -

Some enemies, also, have Defense Debuff Resistance (as part of their powers, not just via purple patch and rank).

It'll suck, that's for sure. It's an Ion, and that's a plus over regular Atom with Intel graphics (Atom + Intel graphics are so bad that they can't even run Touhou 6: Embodiment of Scarlet Devil, a simple scroller from 2002!). It might run, but it in no way will be a smooth experience, even with low graphics (Atom is a dog, and Ion's graphics are low end).

You can launch the game without the NCSoft launcher, just use:
C:\Program Files (x86)\City of Heroes\cityofheroes.exe -project coh
C:\Program Files (x86)\City of Heroes\cityofheroes.exe -project eucoh
C:\Program Files (x86)\City of Heroes\cityofheroes.exe -project cohtest
(adjust path as necessary, not sure the 'project' for eu test) -

At the moment, you can only get shards from 50+ enemies and some raids (Hamidon) on characters that have unlocked the alpha slot. Come i20, once you've unlocked the alpha slot, any enemies that would normally give you rewards can give shards (allowing you to exemp down and do content, and still get shards).

That, to me, sounds like you're low on memory (i.e. you're swapping). When it starts jittering, do you notice the HD activity light going wild at the same time? If you use /unloadgfx is there any sort of difference in the jittering after you do it (both immediately, and after a few seconds)?

It's always possible, you could set it to automatically exit once the game is launched. If that does make your issue go away, I'd still suspect the real culprit is somewhere else on the system.
I'd imagine, though, you've got a fair bit of software still running in the background (if it's an OEM machine that hasn't been manually wiped, you likely got a bunch of their crap running... I once had an issue where an HP background process would make CoX freeze for 20+ seconds every time you alt-tabbed in/out!). -
I doubt it's graphics card, it sounds like it's another program you've got running trying to steal focus, and it's causing interference.
I'd suggest posting a HiJack This log (also doing CoH Helper can't hurt). -
