Do you have Remeber Account Name checked?
That has to be checked, or it won't remember the order.
If you do, and it's still resetting, then you need to set the file playerslot to read-only after setting the order of your characters.

Looks like I missed the fun. When I tried to come to the forums late last night, FireFox kept telling me that the connection was reset.
