AFAIK, the mission door has never actually spawned inside City Hall. It's always been a random door outside in AP proper.

Fixed a bug that would delete an entire buy order for a stack of enhancements or inspirations when a single one was claimed.
Also, the next time you add a feature like this, I hope you remember to tell us, so that we can test it, so that we can catch a major bug like this before it goes live. -

If you're moving when you activate the power, it will draw normally, and not root you. If you need to stay in place, press Space and jump, and draw the Staff/Wand while in the air.

Another nice bonus is to mail yourself an Awaken and a Break Free. Keep 'em there, and claim 'em when you die.

It's not a pattern. It's just a dragon. IIRC, it's the same one you can use as a Chest Emblem...
If it's still in the game, you can see it yourself. Make a new Male/Huge character (or edit an existing costume at the tailor), set Jackets for the top, choose Baron Jacket, and pick Dragon. Then, rotate the character so you can see his back. -
One other thing to note: You can always use the "store" on the Character Select Screen to "purchase" a Respec. The Training Room isn't tied to your payment method, so all purchases are free - Renames, Transfers, Slots, and Respecs.

First, I understand not visiting every section of the forums. I don't visit many sections myself. However, you should visit the Community Tracker every visit (English-only link, if you don't speak/read any other language). That's the best way to make sure you see all the important announcements.
Second, they added it to the Global Message Of The Day. When you logged in, it should have popped up a window with War Witch's 6 Year State Of The Game Address, and had a second tab named Known Issues.
Every time you log in, the System channel tells you to type /gmotd or click here to see the Global Message Of The Day, along with telling your Welcome to City of Heroes/Villains, your @Global name, how many respecs you have, and how many costume change tokens you have.
