Yes, a resepc will replace your build, and it will be gone for good.
When you do a respec, it sends you through a modified version of the level up process that you get when talking to a trainer. First, you go through and pick your powers, clicking Next in the lower-right corner after each one. Then, you place your slots.
Finally, you're on a modified version of the Enhancement Placing screen. The space where your 10 unslotted enhancements are is moved up, and ALL enhancements you had, slotted or not, are in an area below that. You click and drag each enhancement to place it where you want, either into a power, or into your inventory (still limited to 10).
You're free to rearrange any enhancement, moving it to another slot, or taking it out. They don't get locked in until you finish the respec.
When you click Finish, it will tell you that all enhancements will be locked in, and ask if you're sure. If you leave any enhancements in the bottom box (below the inventory tray), it will tell you that you have unslotted enhancements, and that they will be sold for a certain amount (it will tell you how much you will get for all of them), and ask if you're sure.
Once you say you're sure to all the prompts, you're placed back into playing mode. You will have to move all your powers in your trays to set them up how you like, remove the ones you don't want, etc.
If you don't want to lose your PvE build, then you should talk to a Trainer, and choose the option to Use Or Rename Builds (I think that's what it says. Or something similar). You can have a second build, and set it up for PvP. You will have to talk to the trainer, and train up level by level, instead of having it work like the respec screen. And you'll have to buy a new set of enhancements, because your currently slotted ones will be in the PvE build.

That's a bind, not a macro, and I want to say yes, it is. I used to have a bind that when I pressed Numpad7, it turned on one of my Fiery Aura shields, and when I let go, it turned on another. However, I can't remember how I did it.

I'm also on Guardian. I ran with a team doing the Ice Mistral SF, and load times weren't too bad, but there was some lag, rubber banding, and quite a few times when I got false positives on power recharges. A few others mentioned the lag and rubber banding.
When the long load times hit, it reminds me of the days when I first started play the game, and was on Dial Up, had 1 GB RAM, and a GeForce MX400 with 128 MB DDR. I always have a book at arms length. -

Yeah, I'd happily give up getting a 99 month badge in exchange for a 100 month badge. After 96, wait 4 months for 100, then wait 5 months for 105.
Actually, thinking about it...
They should go every 3 months up to 96. Then, at 96, make it 4 months, so that it's 100, and then go every 6 months.
My main account is coming up on 60 months in August, and my second account is coming up on 36 months in August. At this point, I don't even pay any attention to how much time has passed between Vet Rewards. I doubt that jump to one per 6 months would make a difference. And, with a 6 month spacer instead of 3, maybe we'd get some cooler rewards... -
I navigate with WASD keys. I grew up with the Atari 2600 and NES, so I'm used to using my left hand to navigate. I use Q and E to turn, and the camera follows me when I turn.

That will not reset it to perfectly straight and level. Some testing was done by Shadow Ravenwolf and Master Blade. They discovered the problem and the fix, above. -
I know when I17 was in Beta, and for a time after it first launched, running Vent would place a MAJOR slowdown on load times. They fixed it, but I wonder if that's back?
Maybe the servers need an extra extended maint period, and need some defragging? Hell, I dunno how servers work...
But yeah, I have extended load times too.Ran an ITF last week, and it took the team of 7 about 3-4 mins to fully load into the last mission. We initially each though it was just us, until we all commented on it in chat. And running solo, I'll stare at the generic CoV splash screen for various lengths of time before it moves to the loading screen.

I'm still running on the nVidia GeForce 9100 onboard video.
NewEgg lists 4 nVidia GeForce GTX 260 cards. 1 is a PNY (they're still good aren't they?), and 2 are EVGA. My first video card was a PNY Verto GeForce 2 MX200 (with 32 MB SDRAM!! WOO!!). It was pretty good, and we use various PNY USB drives and SD cards here around the house, so I'm kinda leaning towards them.

My first thought is to make sure your dirvers are all up to date...
I strongly suggest heading over to the Technical Issues & Bugs section of the forums and starting a thread there describing what's happening, and what you've already done.
Then, post a CoH Helper and a HiJack This log. The folks in that forum are some awesome tech wizard gurus, and they might just be able to deduce the problem and give you the solution. -
OK, currently, NewEgg lists 16 GTX 460 (Fermi) cards. Who is the best... um... reseller? Dunno what the word I'm looking for is (though I bet I feel stupid when someone tells me...
).
Right now, EVGA seems to be the one with the most ratings, but I tend to trust you guys. -

Slot them into your first few powers and then just overwrite them with SOs/IOs at 22 (or DOs if you buy those)

Well, see, in general, it doesn't bother me. It's just when I'm teamed with someone who does that. Fortunatly, not many people I end up with on a team do that, so (for now), I grit my teeth, and ***** to myself about it.

There's no way to push the same key every time, and either select the next or previous person in the Team Window. A rotating bind will only allow you to go forward OR backward, not both.
The best bet is to bind the 1-8 keys on the Numpad (NUMPAD1-NUMPAD8) to use teamselect 1-teamselect 8:
/bind NUMPAD1 teamselect 1
That way, you press the Numpad key that matches the number by their name in the Team Window, and it will select them. -
The artwork for 3-99 months already exists. I wouldn't expect them to change it, but you never know. We never expected a market merger either, so it could happen...

IMO, those "enhancements" are only good for new players. They don't really provide much to Vets. Plus, every character you make will get them. That's 5 of your 10 enhancement inventory used up at character creation. You can probably trash/delete them, but you can't sell them. I'll stick with supporting Badge-Hunter. (link in sig... >.>)

On keypress, the W will make you move forward and activate super speed. On key release, you will stop moving forward and disable super speed. It runs the full command twice, not just part of it. -
