I don't need Katie, but I can bring a level 50 Fire/Kin (Maxwell's Demon) if you need the people.
I do have a level 20 Elec/Elec Scrapper (Whirligig) who needs Sister though. -
I'd actually recommend just jumping in and trying a few things. It's not at all uncommon for even experienced Kheldian players to burn respecs on their Kheldians, and I think this AT more than some others lends itself to a good deal of playstyle tweaking. Once you know what you like (and don't like), you'll be in a better position to plan up a build.
Another route might be to roll up a build now, if you're reasonably comfortable with Mids, and get feedback based on that. This is an AT where there is no "one right way" to build for best effect, so it often helps if we can see where you're placing emphasis and build on that. -
Additionally, the powers are available in a different order (more important while leveling up than at endgame, where the result is the same). So the same power in Electrical Blast is not only more powerful but also available at an earlier level if you are playing a Blaster.

These are difficult badges to get, since they require a fairly large number of people and a somewhat significant amount of time to gain, so I'd like to schedule a run to allow anyone interested to get them.
The Pentad/Septad badge requires a minimum of ten players and further requires one of each AT on each team. So each team must have 1 Tanker, 1 Scrapper, 1 Defender, 1 Controller and 1 Blaster. For the Pentad we'll run it twice, with Team 1 winning the first time and Team 2 winning the second. If we end up with multiples of the same AT (e.g. multiple Scrappers), I'd be willing to run it more than once and swap out so that everyone can get the badge on their badgehound characters.
The Swiss Match badge (Tournament Victor) requires a minimum of eight players who play off in a tournament-series of bouts. Even doing this as fast as possible, this is likely to take a bit of time. If all eight people need the badge, we'll potentially be doing this eight times.
That's the basic plan. I'm hoping to run this on Sunday, July 11th, at 3pm CST (4pm EST / 2pm MST / 1pm PST).

So you guys are telling me, that you have never been in Cimeora or Grandville, seen someone call out in Global TF LFM DPS 6 spots, and have a stalker advertise repetatedly while the team fills?
I was just on a TF last night where I had to Beg my way on, and once I joined the team the Leader says "I usually don't take stalkers."
This stuff happens and it is not isolated.
However, I make it a point to avoid Freedom and play very little on Virtue, so perhaps this is a phenomenon limited to those servers. -
It sounds like what happened is one or more of the enemies who were originally in the "glowie" room with the Leshy corpse ran off. If these runners get mixed in with a patrol or other spawn, it becomes basically impossible to figure out which guys you need to defeat to clear the mission, so at that point you just have to defeat 'em all.
And occasionally, as you found out, you can't find 'em to defeat 'em, but thankfully we have the GMs for that. -
Just to point out something that you may or may not be aware of:
The Devs have said that Hamidon raids will be a source for the components needed for Incarnation stuff which is upcoming in the next two Issues (only the first tier will be going live with Going Rogue). This will likely mean an upswing in the popularity of Hamidon raids across all servers.
Since a necessary prerequisite for Hamidon raiding now is the gathering of EoEs by hunting the very DE monsters you're talking about, I can see events like these being run quite regularly in the near future. -
If the point of the above is that certain lower population servers fail to reach a critical number of players necessary for gameplay, that's a categorically false statement.
However, it's phrased obtusely enough that I'm not entirely certain what the meaning was intended to be. -

The community is a big factor for me - I've been active on the forums here for years and I enjoy helping out other players. I've also been known to engage in the occasional discourse or debate, though I don't have much patience for threads that devolve into all-out flame wars.
The powers have never really been a big draw for me, but then they never were in the comics either. I'm much more interested in character, concept, look and story, and the game allows me a great deal of freedom in all of those areas. What's more, they continue to improve upon that and give me more toys to play with, and so long as they keep doing that I'll keep subscribing.
It also helps that I've built up a small network of longtime players whose company I enjoy, one of whom happens to be married to me. -
This is a fairly complex AT, with different build variants (Tri-Form, Human-Only, Human/Nova, Human/Dwarf to name a few with many shades of gray in between).
Therefore, I'd very strongly encourage you to try out a PB and WS and play around with them to get a feel for what you like, what you hate, and what you want. Also, I suggest you read several of the guides and consider the primary question - whether or not you wish to use forms.
Lastly, I would advise you not to simply pick up a build from the forums and copy it. This AT is extremely flexibile and there is a lot of variation even within the same variant from one player to another based on preferred playstyle and build goals. Therefore, playing someone else's build is almost never as good as playing one you've come up with yourself. We're always happy to help you fine-tune such a build, but trust me when I say that you'll like the Kheld more and be more effective on it if it's your build. -
While I agree with The_Ringer that herding is in many cases an outmoded tactic, it can still be useful on occasion and more importantly some Tanker players enjoy being able to do it and count it as part of what makes their Tankers fun.
To that end, I'd say probably Fire, Dark, Ice or Shield should be able to herd reasonably well. I personally don't enjoy herding so I'm shooting from the hip a bit here, perhaps others can be more specific.
For the most part, herding tanks waste more time than they save on a typical team in the current environment of the game (to say nothing of when the herding tank over-herds, dies, or otherwise miscalculates and unleashes large hordes onto the team). Generally speaking, gathering one or two spawns up for destruction is more efficient. -
Yes, but he appears twice in Tina's arc and once in a stand-alone mission Tina gives. The first arc appearence is the one where he defeats himself (you don't get badge credit for that). So a person could in theory do the arc in Ouroboros, get to that mission, then quit the arc thinking they had the badge, only to realize they need to do the entire arc from the beginning again. Indicentally, the second Anti-Matter appearence in the arc (the one that counts) is the final mission.

Yeah, he's not in Maria's arc at all, never was. Tina's arc is 40-45 range and that's the arc you need to do to fight Anti-Matter.
The other common mistake people make is not getting Black Swan. She is in Maria's arc but her mission doesn't require that you beat her, so some people just complete the mission without fighting her, not realizing they need her for the badge until later. -

Which badges specifically are you trying to get? If you are going for the challenge setting badges then you must do full arcs to earn them - the one-off missions won't count.

Good advice above. Personally, I don't see anything necessarily wrong with broadcast recruiting provided it's done with consideration and moderation. If you want to set up a pre-programmed recruitment message, I think that's fine. I will say this:
Take care with your spelling. A typo in the flow of conversation is one thing, but if you're taking the time to make a canned message then please take the time to proofread it. Maybe that's just a personal pet peeve, but I think it reflects badly on the group - if you care that little about the message...
As others have said, don't spam. Getting the word out is one thing, being an annoyance is quite another and will be counterproductive for you.
In general, there are two approaches to recruiting for Supergroups. The first approach, which broadcast recruiting is usually associated with, is basically "Invite everybody, sort through them later". In this approach, you invite a relatively large number of people (in some groups, anyone who will say 'yes'. In some groups, anyone online who says yes to the blind SG invite. Don't be that guy).
On one hand, this approach gets you lots of people in the group and - at least for a while - gives the impression of a large active SG which may make other people more interested. On the other hand, a large percentage of people recruited this way will go inactive or quit. This creates in the long term the opposite impression - a largely dead SG.
Thus, SGs using this method often frequently 'prune' their member lists by kicking anyone who hasn't logged in for a certain period of time. These enforced activity rules turn some people off, as now they have to log in to avoid being kicked and it may feel like work rather than fun.
Which brings me to the polar opposite of the large-recruitment/large-turnover SG, which is the word-of-mouth/invite-only SG. These SGs grow mostly through teaming and by hosting events. They have a small core of active members and add new members on a selective case-by-case basis. On one hand, they grow far more slowly than SGs using the other type of recruiting, but those recruited tend to last longer and feel more invested in the group.
On the other hand, it is difficult to maintain a large SG with this framework unless you have a very well-organized and dedicated group of officers. Even then, it's very time-intensive. So either your group spends a large amount of its time on recruitment-related activities or it stays small. Thus, many large SGs end up going with the high-turnover system in order to maintain a high average level of activity.
Personally, I don't like broadcast recruiting and always preferred the second method when I ran an SG, and it's what I prefer in SGs I join now. But it all depends on what players are looking for in an SG and on what you are looking for your SG to be. -
It's hard to give really good advice without seeing the build to know what else you have and don't have (we don't even know what secondary this Necromancy MM has), but if it's between Oppressive Gloom and Night Fall at level 49, I'd probably go with OG. Works better with fewer slots, as noted above, has very low endurance cost, and is likely to help your survivability.

Lascher may be referring to the common practice of using the Market to store sums of influence in excess of the cap - though that's not "toons holding unlimited amounts" precisely so it may simply be that Lascher was mistaken.
Also, I believe e-mails have a limited shelf life, so using them as a storage method rather than the transit method they were designed to be is probably unwise. -

In broad strokes, here's my advice for SO slotting in Dark Miasma. For the most part it likely won't be significantly different from those old guides you mentioned and you should probably use those as good reference. Aside from ED considerations and IOs (which you aren't using), they should be accurate. That said, on to the overview:
A lot of this depends on what else you have in play (Stamina, Hasten, Leadership, etc) and what your playstyle is like.
Tar Patch: 2-3 Recharge
Twilight Grasp: 2 Accuracy / 2 Recharge / 2 Heal
Darkest Night: 2-3 Endurance Reduction / 2-3 ToHitDebuff
Howling Twilight: 2-3 Recharge / 2-3 Disorient
Fearsome Stare: 2 Accuracy / 2-3 Recharge / 1-2 Fear / 1-2 ToHitDebuff
Shadow Fall: 2-3 Endurance Reduction / 2-3 Resistance / 2-3 Defense
Petrifying Gaze: 2 Accuracy / 2 Recharge / 2 Hold
Black Hole: widely skipped, but if taken 1-2 Accuracy / 1-2 Intangibility depending on how you intend to use the power

As I said at the start, a lot of this is influenced by whether or not you have Stamina (need less EndRedux), whether or not you have Hasten (need less Recharge), and whether or not you're running Leadership (need less Accuracy and possibly more EndRedux). The above should serve as a rough outline though. -
First off, if the OP was intending this as feedback to the Devs then it's in the wrong section. This is Player Questions - anything intended for the Devs should be PM'd to the Devs. This is the forum for players to ask questions of other players.
Secondly, macskull pretty much hit it on the head - the banner events require a relatively large number of players compared to other zone events and, what is more, the time limit means that speed of response and coordination of action are also significant factors. What all of this means is, of course, just what macskull said - after the initial rush, the coordinated badge-crazy folks move on and it's difficult for people doing them on the fly to succeed.
Ultimately, people who want the badges and didn't get them last year for whatever reason should probably plan on getting them this Halloween and not before. The alternative would be to try to schedule a banner event and get a bunch of people to committ to it beforehand - there are of course a couple of problems with this, the foremost being the need for a moderate to large supply of Halloween salvage and of characters to use it since any given turn-in may trigger zombies or banners.
