Which server are you on? It sounds like have the European version?
You should join your server's global channels (the name varies from server-to-server), since this is a heavily instanced game. Also, Search (/search) is your friend

As Kitsune said CoX is VERY heavily instanced, as such it's quite rare to see other players out and about (except in a few heavily populated areas). The advice to join your server's global channels is probably the best bit of advice you'll get when it comes to teams (go down to the forum dedicated to your server and ask there for info on them).

One bit of advice I like to offer all new players:
The only way to guarantee you're always on a fun team is to form one yourself...
Leading a team requires some minor effort on your part, but the more you do it, the easier it becomes, and can be very rewarding.
It's not hard at all to put a full, 8-member team together in less than 5 minutes without using annoying Blind Invites.
Here's how.
Though lower population servers might not even have the population of one zone of a high populaiton server, you can only team with 8 at a time anyway.
When you can't find people, you start playing missions, inside a cave/warehouse/etc. And then no one can find you. But if both of you are in the same SG or on a channel, they can hear you.
I don't know much about the EU servers, but there are two huge ones on the US side.

The big difference between these two towns and CoH servers, which is also the reason why this analogy doesn't work, is simple : critical mass.
If the point of the above is that certain lower population servers fail to reach a critical number of players necessary for gameplay, that's a categorically false statement.
However, it's phrased obtusely enough that I'm not entirely certain what the meaning was intended to be.

hi. i just bought this game a couple of day ago. and i really enjoy it. but to me it seems more like a singleplayer game. i cant find any players or teams. iam just lvl7 on german and english server so maybe there will be players in regions i cant reach now, but iam having trouble to fullfill the basic quests.
so if someone exists around my level, i would really like to team up.
